Insure \u201curban forests\u201d against climate change!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department is working on a&nbsp;<a href=\"https:\/\/bpb-us-w2.wpmucdn.com\/wordpress.ucsc.edu\/dist\/1\/154\/files\/2025\/10\/CA-Urban-Forest-Insurance-Feasibility-Report-2025-FINAL.pdf\">pilot project<\/a>&nbsp;to study how it can work with insurance companies still doing business in the state to insure forests against \u201cstorms, extreme heat, drought and pests.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea is to provide \u201cparametric insurance,\u201d which is a lump sum of money, rather than compensation for losses. (That\u2019s how most earthquake insurance works: It won\u2019t be enough to rebuild your house, but some smaller amount.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The California Department of Insurance is partnering with UC Santa Cruz Center for Coastal Climate Resilience to explore how insurance policies could protect \u201cgreen infrastructure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations Environment Programme is&nbsp;<a href=\"https:\/\/www.unepfi.org\/publications\/a-total-balance-sheet-transition-a-holistic-transition-plan-guide-linking-the-underwriting-and-investment-portfolios-of-insurers-and-reinsurers\/\">running<\/a>&nbsp;a related project, encouraging something called \u201cTotal Balance Sheet Transition\u201d (TBS).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea is to encourage insurers to write policies to insure the natural environment against the anticipated effects of climate change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN\u2019s idea is designed to let government and corporate players interpret the new world of insurance any way they want \u2014 and ultimately con, scam, and fleece hard-working families and businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bureaucrats will get new powers and cultivate new corporate allies as they force consumers and property owners to pay more for insurance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Insurance companies will have new justifications to raise rates, supposedly to cover risks like rising sea levels. The companies might never have to pay claims, since sea levels&nbsp;<a href=\"https:\/\/www.climate.gov\/news-features\/understanding-climate\/climate-change-global-sea-level\">will only rise several feet<\/a>&nbsp;under the worst-case scenario.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legislators, regulators, activists, and journalists can continue blaming petroleum companies and their customers for rising seas, wildfires, energy prices, and social and climate injustices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the thousands of aggrieved families who lost homes and loved ones in the Palisades Fire, Eaton Fire, Camp Fire, and other recent conflagrations in California will be left out in the cold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These families won\u2019t even be counted among the \u201cstakeholders\u201d in this grand TBS insurance transition, which barely offers an afterthought about wildfires.An aerial view shows homes in various stages and national forest wildfires have been horrifically destructive and lethal in recent years \u2014 for reasons that have nothing to do with climate change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The state\u2019s forest management, endangered species, and fire response policies have prevented tree thinning and brush removal; emphasized diversity over competence in hiring, and failed to ensure adequate water supplies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TBS mumbo-jumbo says nothing about better forest management, adequate fire insurance, ensuring faster permits to rebuild homes, or holding insurance companies to the terms of their policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s little wonder State Farm, Allstate, Farmers, and other insurers have paused or stopped selling or renewing property insurance policies in California.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Homeowners left with inadequate or no coverage must now rely on California\u2019s FAIR Plan, the insurance pool of last resort \u2014 which hardly covers victims for their damages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s business as usual for a state that\u2019s become infamous for planning to spend hundreds of billions of dollars on a high-speed train system that has yet to lay one inch of track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are the typical climate change and \u201crenewable\u201d energy obsessions that bring blackouts, rolling outages, and the highest gasoline and electricity prices in America.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Somehow, the state continues to embrace policies that delay housing permits and raise construction costs \u2014 while keeping and even expanding homeless encampments, which are themselves the cause of wildfires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">None of this is surprising when voters have blessed one-party control of state government for most of the past fifty years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With two Democrats \u2014 Bernie Sanders-backed Jane Kim, and State Senator Ben Allen \u2014 running for California Insurance Commissioner, voters have limited choice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Californians can demand that the two candidates explain if they intend to continue UN-backed pipe dreams like TBS \u2014 or if they will finally put homeowners first.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>This article originally appeared at&nbsp;<a
