its leadership in renewable energy, and the achievements are substantial. In recent years, particularly through 2025 and into early 2026, China has installed record amounts of solar, wind, and other clean energy capacity, outpacing the rest of the world combined in many metrics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, fossil fuels\u2014especially coal\u2014still dominate much of China&#8217;s overall energy system and electricity generation in practice.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Coal remains the backbone: It accounted for roughly 55-60% of electricity generation in recent data (e.g., around 55.5% in some 2025 breakdowns, down from higher shares but still dominant).<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">China added significant new coal capacity in 2025 (around 78 GW, the highest in a decade), often for grid stability, energy security during peaks, and to back up variable renewables\u2014despite declining utilization rates for coal plants.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">In primary energy consumption (not just electricity), fossil fuels make up about 85-88% (coal ~56-60%, oil ~18-20%, gas ~8-10%), with renewables and low-carbon sources at a much smaller share overall.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">While renewables are growing fast and displacing some coal in generation, total coal consumption and production hit records or near-records in parts of 2025, reflecting ongoing reliance amid massive energy demand.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">This duality stems from China&#8217;s dual priorities: rapidly scaling clean energy (for economic, export, and climate goals) while maintaining energy security and supporting industrial growth through reliable coal power. Beijing touts&#8217; renewables as a success story- often highlighting capacity additions and global leadership- but critics point out that fossil fuels continue to &#8220;rule&#8221; in terms of actual energy delivered and emissions impact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>China Touts Its Renewables but Fossil Fuels Rule<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From The <a href=\"https:\/\/www.instituteforenergyresearch.org\/fossil-fuels\/china-touts-its-renewables-but-fossil-fuels-rule\/\">Institute for Energy Research<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The\u00a0<a href=\"https:\/\/www.energyinst.org\/statistical-review\">Statistical Review of World Energy<\/a>\u00a0reports that coal accounted for 58% of China\u2019s primary energy consumption in 2024. Oil was at 20% and natural gas at 10%. That means that 88% of China\u2019s energy came from fossil fuels. Carbon-free energy (nuclear, hydroelectric, solar, wind, and most other renewables) only provided 12%. Since 2000, China has more than\u00a0<a href=\"https:\/\/newsletter.doomberg.com\/p\/assisted-thinking\">tripled<\/a>\u00a0its coal consumption and now uses more coal than the rest of the world\u2019s combined usage, burning 56% of the world\u2019s coal. That shift is not surprising, since 2024 data shows that once renewable data is supplemented by hydro data, coal and renewables plus hydro had generation shares that were very close. In 2024, coal produced 33.95% of the world\u2019s electricity, while renewables plus hydro produced 31.6%. Thus, coal outproduced renewables plus hydro by slightly more than two percentage points.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the first half of 2025,&nbsp;<a href=\"https:\/\/ember-energy.org\/latest-insights\/global-electricity-mid-year-insights-2025\/\">Ember<\/a>&nbsp;found that renewable energy plus hydroelectricity contributed 34.3% of all global electricity generated, while coal generated 33.1%. Ember claims that populous developing countries like China and India \u201c<a href=\"https:\/\/www.npr.org\/2025\/10\/09\/nx-s1-5564746\/renewable-energy-coal-electricity-first\">led the charge in adding more renewable energies<\/a>,\u201d according to an&nbsp;<em>NPR<\/em>&nbsp;report. But, in 2024, China produced 57.8% of its electricity from coal and 33.7% from renewables and hydropower. It is unlikely that China has since switched those numbers so radically when it expanded the capacity of coal-fired plants more in the first half of 2025 than at any time in the past nine years, according to&nbsp;<a href=\"https:\/\/www.dw.com\/en\/china-boosting-coal-capacity-at-record-high-report\/a-73753189\"><em>DW<\/em><\/a>. It did so by adding between 80 and 100 gigawatts of new coal power to its grid in 2025, with 21 gigawatts of those gigawatts added in the first half of 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, in 2024, India produced 74.8% of its electricity from coal and just 19.6% from renewables plus hydroelectricity. India added&nbsp;<a href=\"https:\/\/ieefa.org\/sites\/default\/files\/2025-04\/POWERup%201Q%202025.pdf\">221,813 megawatts<\/a>&nbsp;of coal as of March 2025. While both countries added more renewable capacity than coal, the efficiency of wind and solar power at a quarter or a third of that of coal, meaning their contribution would not make a radical change in terms of the fuel driving the economies of China or India.&nbsp;<a href=\"https:\/\/visualizingenergy.org\/what-are-capacity-factors-and-why-are-they-important\/\">Capacity factors<\/a>&nbsp;for wind and solar are much lower than those of other sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One reason that China has added renewable generating technologies is to manufacture and sell them to countries that have goals of reducing greenhouse gas emissions and are instituting policies to enforce those goals. Europe, in particular, is touting the growing share of generation they are getting from renewable energy. This is occurring while their electricity costs are skyrocketing and their industry is moving overseas because European industries can no longer compete with countries with much lower energy costs. Wind and solar power are not the cheap power sources that many have hyped because they add to system costs, including increased transmission costs and duplicate generating capacity from the need to provide back-up power when the wind is not blowing, and the sun is not shining. Back-up power is supplied by very expensive batteries or coal and natural gas generating units that are forced to play second fiddle by only generating power when wind and solar power cannot perform, meaning that the fossil technologies cannot recover their full costs due to less generating time. Building duplicate systems because of renewable energy\u2019s inherent intermittency is expensive, while consuming more resources and making the system less efficient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Analysis<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the growing prominence of renewable energy generation, which is mostly buttressed by hydropower \u2014 a more&nbsp;<a href=\"https:\/\/energy.sustainability-directory.com\/learn\/what-is-the-capacity-factor-and-how-does-it-differ-between-solar-wind-and-hydropower\/\">reliable<\/a>&nbsp;source than wind and solar \u2014 coal still remains the dominant source of electricity for China and India. Even if these countries continue to increase renewable generation, it\u2019s unlikely that they\u2019ll move off coal anytime soon. The reason that China and India will not divest themselves of coal is that they need affordable and reliable power for their industries and for their residents. With the advent of artificial intelligence data centers that are energy hungry, China will be relying on its vast coal-fired grid \u2014 larger than all the generating capacity in the United States \u2014 to lead the race. It also needs coal capacity to process the rare earth and other critical minerals that the world needs for \u201cgreen\u201d technologies.
