looked at the Trump administration\u2019s reversal of wind farm approvals, the Interior Department, led by Secretary Doug Burgum, had just put a deep freeze on the continuing construction of five East Coast wind farms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These pauses included several projects familiar to our readers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/legalinsurrection.com\/2024\/09\/biden-ignored-vineyard-wind-blade-failure-in-recent-remarks-about-green-schemes\/\">Vineyard Wind<\/a>\u00a01<\/li>\n\n\n\n<li><a href=\"https:\/\/legalinsurrection.com\/2025\/09\/trumps-halt-to-revolution-wind-projects-construction-overturned-by-federal-judge\/\">Revolution Wind<\/a><\/li>\n\n\n\n<li>CVOW \u2013 Commercial<\/li>\n\n\n\n<li>Sunrise Wind<\/li>\n\n\n\n<li><a href=\"https:\/\/legalinsurrection.com\/2025\/05\/east-coast-citizen-groups-sue-over-unlawful-authorization-of-empire-wind-project\/\">Empire Wind 1<\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">However, those are not the only projects that have been pushed by green energy industries, eco-activists, and politically motivated bureaucrats. As I have&nbsp;<a href=\"https:\/\/legalinsurrection.com\/2025\/08\/trump-admin-rescinds-biden-approval-for-idaho-wind-farm-project\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted in a previous post<\/a>, Wyoming has been the site of several of these projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now Wyoming\u2019s top land officials have moved to rescind the state wind leases underpinning the Pronghorn H2 and Sidewinder projects, effectively putting both projects on a&nbsp;<a href=\"https:\/\/wyofile.com\/state-board-wants-to-reverse-itself-on-controversial-wind-leases-in-eastern-wyoming\/\" target=\"_blank\" rel=\"noreferrer noopener\">path toward cancellation<\/a>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/lands.wyo.gov\/boards\/state-board-of-land-commissioners\" target=\"_blank\" rel=\"noreferrer noopener\">State Board of Land Commissioners<\/a>&nbsp;took a series of 3-2 votes that will begin the process of canceling two controversial eastern Wyoming wind leases that the panel approved last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision came after extensive and emotional public comment Thursday opposing the leases \u2014 one related to the Pronghorn H2 Clean Energy Project in Converse County and one for the Sidewinder Clean Hydrogen Project in Niobrara County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The State Board of Land Commissioners consists of Gov. Mark Gordon, Auditor Kristi Racines, Treasurer Curt Meier, Secretary of State Chuck Gray and Superintendent of Public Instruction Megan Degenfelder. Gray, Racines and Degenfelder voted in favor of rescinding the leases while Gordon and Meier opposed the motion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commissioners supporting the reversal \u2014 which still must play out procedurally \u2014 cited a December ruling by Eighth Judicial District Court Judge Scott Peasley that invalidated another state land lease for the Pronghorn project. That lease, on a state land parcel south of Glenrock, was unlawful, the judge concluded, because it didn\u2019t expressly prescribe that electricity from the windfarm would be pumped into the grid \u2014 a violation of the state\u2019s own rules.<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">State officials rescind wind leases for Pronghorn and Sidewinder&nbsp;<a href=\"https:\/\/t.co\/oHqd6BB88M\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/t.co\/oHqd6BB88M<\/a>&nbsp;<a href=\"https:\/\/twitter.com\/hashtag\/wyoming?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noreferrer noopener\">#wyoming<\/a>&nbsp;<a href=\"https:\/\/twitter.com\/hashtag\/usa?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noreferrer noopener\">#usa<\/a>&nbsp;<a href=\"https:\/\/twitter.com\/hashtag\/windpower?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noreferrer noopener\">#windpower<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Power Plant World (@powerplantworld)&nbsp;<a href=\"https:\/\/twitter.com\/powerplantworld\/status\/2021645643199184958?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noreferrer noopener\">February 11, 2026<\/a><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Pronghorn H2 is a Focus Clean Energy project originally designed as a combined wind\u2011and\u2011solar facility powering still-in-development hydrogen production on about 46,000 acres in Converse County. However, after a December 2025 ruling by District Court Judge F. Scott Peasley that vacated the project\u2019s wind lease from the state, citing the fact that wind farms on state leases must provide electricity back to the grid<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The developers then nixed the hydrogen production portion and substantially reduced the acreage requirements, and then tried to<a href=\"https:\/\/cowboystatedaily.com\/2026\/01\/30\/wind-project-cut-to-twice-the-size-of-cheyenne-critics-say-its-still-too-big\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;sell the new plan<\/a>&nbsp;as an effective means of energy generation in the winter-blasted state.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Focus Clean Energy announced Thursday that its Pronghorn H2 Project footprint has been reduced to about 30% of its original size, from more than 57,000 acres down to about 16,571 acres.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2026 The company also said it is eliminating the hydrogen production component that had been central to the project\u2019s original vision, which means it no longer needs industrial-scale water supplies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRapidly increasing energy demand means Wyoming needs additional electric generation, and the Pronghorn Project is repositioned to help meet that need,\u201d said Paul Martin, lead developer for the Pronghorn Project. \u201cWe anticipate these significant changes will resolve many of the concerns expressed by the community.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martin told Cowboy State Daily the decision was driven by market conditions rather than politics.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Sidewinder is a related Focus Clean Energy wind project in neighboring Niobrara County, intended to work in tandem with Pronghorn and originally linked to clean hydrogen production.
