Reporter<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State policies are a monumental factor in electricity costs, and Democrat-led states have driven prices upward through pushing aggressive mandates and choking reliable power supply, according to a new report by the Institute for Energy Research (IER).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new&nbsp;<a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2025\/12\/Blue-States-High-Rates-Long-Final-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>, first provided to the Daily Caller News Foundation, found that blue states generally have higher electricity costs than red states. Titled \u201cBlue States, High Rates. Electricity Prices: Elections Have Consequences,\u201d IER\u2019s report notes that all but one of the top 10 most expensive states for energy \u2014 measured by cost per kilowatt hour \u2014 are governed by Democrats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In contrast, 80% of the states with the most affordable electricity costs per kilowatt hour are \u201creliably red,\u201d according to IER. Twenty of the 25 states with the lowest electricity prices are red states, while only four are blue, and one is purple, the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/7a386bc9.streak-link.com\/CsGGRYsFRZUo24bf0w6YKhIv\/https%3A%2F%2Fwww.aoenergy.org%2F\" target=\"_blank\" rel=\"noreferrer noopener\">Always on Energy Research<\/a>&nbsp;partnered with IER on the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a blue state problem,\u201d IER President Tom Pyle told the DCNF, arguing that\u00a0<a href=\"https:\/\/dailycaller.com\/2025\/08\/09\/legacy-media-blames-trump-for-soaring-energy-prices-turns-blind-eye-to-bidens-grid-crushing-policies\/?utm_medium=organic&amp;utm_campaign=related&amp;utm_source=website\" target=\"_blank\" rel=\"noreferrer noopener\">prescribing any blame<\/a>\u00a0to President Donald Trump for soaring electricity costs is misplaced. \u201c[America needs to] put an emphasis on providing dispatchable electricity generation, namely by keeping coal plants open, even building new coal plants, nuclear and particularly natural gas. I think the administration is doing everything they can in spite of what the blue states have been doing over the years. Several states, which are generally Democrat-led, have set strict \u201cideological mandates,\u201d according to IER, to phase out coal and rig their power grids to reflect specific emissions goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMore than almost any other product, electricity prices are a direct result of state energy policies because states have the exclusive power to decide which resources supply their grids,\u201d the report states. \u201cElectricity prices are especially high in traditionally liberal areas of the country. In total, 86% of states with electricity prices above the national average in the continental U.S. are reliably blue, having voted for the Democratic nominee for president in the 2020 and 2024 elections.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IER notes that the Lawrence Berkeley National Labs report confirmed that \u201ceach of the top five most expensive states for electricity have mandates requiring 100% of their power to come from renewable or carbon-free sources, making their electricity unnecessarily more expensive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report points to these emissions goals, the premature retirement of coal and nuclear plants, natural gas restrictions and other mandates like&nbsp;<a href=\"https:\/\/www.constellation.com\/energy-101\/energy-innovation\/what-is-net-metering.html\" target=\"_blank\" rel=\"noreferrer noopener\">net metering<\/a>&nbsp;requirements as price-inflating factors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Affordability has become a major Democrat talking point and appeared to be a winning message in the November New Jersey and Virginia&nbsp;<a href=\"https:\/\/dailycaller.com\/2025\/11\/06\/new-jersey-virginia-set-embrace-radical-energy-policies-experts-warn\/\" target=\"_blank\" rel=\"noreferrer noopener\">gubernatorial elections<\/a>. As Democrats continue to hammer the affordability angle, IER notes in the report that Democrat-led states are devastating for affordability when it comes to energy policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAmericans pay dramatically different electric bills depending on which party controls their state capitol. High electricity prices are not an inevitability; they are a choice,\u201d the report states. \u201cAnd in state after state, they are a choice made by left-wing policymakers who have prioritized climate symbolism over working families\u2019 budgets.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outliers like Alaska and New Mexico \u2014 one a red state with high rates, the other a blue state with low rates \u2014 illustrate that some other factors also contribute to electricity costs, according to Pyle. Alaska\u2019s isolated terrain and dispersed communities drive up transmission costs, whereas New Mexico\u2019s&nbsp;<a href=\"https:\/\/www.eia.gov\/state\/\" target=\"_blank\" rel=\"noreferrer noopener\">plentiful<\/a>&nbsp;<a href=\"https:\/\/www.instituteforenergyresearch.org\/states\/new-mexico\/\" target=\"_blank\" rel=\"noreferrer noopener\">natural gas resources<\/a>&nbsp;help keep prices low, Pyle said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report highlights some example states to illustrate how policies impact the local energy market and affect affordability, which include New York, California, Florida, Louisiana and Kentucky.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>New York&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IER states in the report that New York\u2019s electricity prices are 58% higher than the national average. New York has set several stringent green energy mandates, with New York\u2019s Climate Leadership and Community Protection Act&nbsp;<a href=\"https:\/\/climate.ny.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">requiring<\/a>&nbsp;the state to generate 70% of its electricity from renewable sources by 2030 and 100% by 2040.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, New York is also a part of the Regional Greenhouse Gas Initiative (RGGI), which Democratic Pennsylvania Gov. Josh Shapiro recently&nbsp;<a href=\"https:\/\/www.axios.com\/2025\/11\/13\/josh-shapiro-rggi-retreat-2028\" target=\"_blank\" rel=\"noreferrer noopener\">moved to exit<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New York also decommissioned the Indian Point nuclear power plant in 2021 under former Democratic Gov. Andrew Cuomo, which had&nbsp;<a href=\"https:\/\/www.cityandstateny.com\/nyn-media\/2017\/02\/setting-the-record-straight-on-indian-point\/373374\/\" target=\"_blank\" rel=\"noreferrer noopener\">provided<\/a>&nbsp;25% of New York City\u2019s electricity, according to a local news outlet. Environmental activists&nbsp;<a href=\"https:\/\/dailycaller.com\/2024\/03\/22\/new-york-indian-point-nuclear-power-electricity-environmentalists-emissions\/\" target=\"_blank\" rel=\"noreferrer noopener\">championed<\/a>&nbsp;the move, though Democratic Gov. Kathy Hochul is now&nbsp;<a href=\"https:\/\/dailycaller.com\/2025\/06\/23\/trump-unlikely-ally-new-york-hochul-nuclear-renaissance\/\" target=\"_blank\" rel=\"noreferrer noopener\">exploring<\/a>&nbsp;nuclear power expansion in her state in the name of reliability and affordability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IER noted that the state also \u201csuffers from natural gas supply issues due to its decision to ban hydraulic fracturing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>California<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IER identifies California\u2019s policies that have \u201cdeliberately sidelined reliable, conventional fuels\u201d as driving its steep electricity costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">California\u2019s electricity costs are the second-highest in the nation, behind Hawaii, and its ratepayers pay twice the national average for electricity, according to the report.
