costs that were not outlined in Rachel Reeves\u2019s Budget last week. <strong><em><a href=\"https:\/\/www.telegraph.co.uk\/business\/2025\/12\/03\/households-to-foot-billions-in-green-energy-subsidies\/\">The Telegraph<\/a> has the story.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Office for Budget Responsibility (OBR) revealed in its latest economic assessment that \u00a31bn a year will be added to household energy bills to fund Ed Miliband\u2019s next auction for renewables projects, known&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/business\/2025\/10\/27\/miliband-make-households-pay-11bn-a-year-for-offshore-wind\/\" target=\"_blank\" rel=\"noreferrer noopener\">as \u201callocation round 7\u201d (AR7)<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Costs of the scheme were not outlined in the Chancellor\u2019s Budget. Instead, they were revealed in a footnote to the OBR\u2019s Fiscal Outlook report released on the same day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revelation will cast doubt on Ms Reeves\u2019s claims that Labour is bringing down the cost of living. It also comes amid a clash between the OBR and the Chancellor&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/politics\/2025\/12\/02\/politics-latest-news-rachel-reeves-budget-leak-obr-treasury\/\">about whether she told the truth about the state of the public finances<\/a>&nbsp;in the run-up to the Budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OBR\u2019s disclosures relate to contracts for difference (CfD), the system under which levies are added to household bills to finance subsidies for green energy projects, including wind, solar and nuclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OBR forecasts that CfD costs are set to rise from \u00a32.3bn in 2024-25 to \u00a34.6bn by 2030-31.
