Brazil\u2019s President Luiz In\u00e1cio Lula da Silva insists that \u201c<a href=\"https:\/\/unfccc.int\/cop-30-live-updates-archive\"><u>climate change is no longer a threat of the future; it is a tragedy of the present<\/u><\/a>,\u201d and urges \u201c<a href=\"https:\/\/unfccc.int\/cop-30-live-updates-archive\"><u>yet another defeat to denialism<\/u><\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those lines sound compassionate, but once you read the declarations and watch the sessions, \u201cpeople-centered\u201d and \u201ctruth\u201d serve as a cover for a shift toward international institutions and their allies, from whom ordinary people are expected to pay and obey<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a><\/a><strong>The trillion-dollar cash machine<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">COP29 and COP30 produced the&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Relatorio_Roadmap_COP29_COP30_EN_final.pdf\"><u>Baku to Bel\u00e9m Roadmap to 1.3T<\/u><\/a>, a plan to scale climate finance to $1.3 trillion a year by 2035. The UNFCCC report frames this as expanding climate finance through grants and concessional instruments, routed through climate funds and development banks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the exact roadmap also pushes \u201c<a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/05\/wealth-and-fossil-fuel-taxes-to-fund-aid-for-poorer-states?\"><u>innovative sources<\/u><\/a>\u201d of public revenue:&nbsp;<a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/05\/wealth-and-fossil-fuel-taxes-to-fund-aid-for-poorer-states?\"><u>new levies on fossil fuels<\/u><\/a>,&nbsp;<a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/05\/wealth-and-fossil-fuel-taxes-to-fund-aid-for-poorer-states?\"><u>global taxes on financial transactions<\/u><\/a>, and \u201c<a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/05\/wealth-and-fossil-fuel-taxes-to-fund-aid-for-poorer-states?\"><u>ultra-high net worth individuals<\/u><\/a>.\u201d Once those pipelines are in place, voters will have little say over where the money goes or what conditions come with it.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Making industrial planning \u201cirreversible\u201d<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On November 14, at COP30\u2019s High-Level Event of the Global Initiative for Information Integrity on Climate Change, governments and UN agencies launched the&nbsp;<a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/cop30-launches-belem-declaration-and-strengthens-the-global-green-industrialization-agenda\"><u>Bel\u00e9m Declaration on Global Green Industrialization<\/u><\/a>&nbsp;\u2014 a framework to recalibrate heavy industry, mining, and manufacturing around centrally coordinated decarbonization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a press release, Brazil\u2019s vice president praises green industry for creating \u201c<a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/cop30-launches-belem-declaration-and-strengthens-the-global-green-industrialization-agenda\"><u>future-oriented jobs<\/u><\/a>,\u201d and COP30 CEO Ana Toni goes further: \u201c<a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/cop30-launches-belem-declaration-and-strengthens-the-global-green-industrialization-agenda\"><u>Green industrialization is now an irreversible agenda, and we need to work together to ensure that all countries advance in the best way possible.<\/u><\/a>\u201d No parliament ever voted to make industrial planning irreversible. Yet that is precisely the point: to lock in one model of industrial policy and make it costly for future governments to choose another path.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Turning health systems into climate instruments<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On November 13, at COP30\u2019s Health and Climate Ministerial Meeting, the World Health Organization released the&nbsp;<a href=\"https:\/\/www.who.int\/publications\/m\/item\/the-belem-health-action-plan-for-the-adaptation-of-the-health-sector-to-climate-change\"><u>Bel\u00e9m Health Action Plan<\/u><\/a>, outlining the adaptation of the health sector to climate change. In&nbsp;<a href=\"https:\/\/redasadki.me\/2025\/10\/30\/development-is-adaptation-bill-gatess-shift-is-actually-about-linking-climate-change-and-health\/?\"><u>WHO-linked commentary on the plan<\/u><\/a>, partners praise it for establishing \u201cadaptation of the health sector to climate change as an international priority\u201d and for calling for \u201cholistic, cross-sectoral strategies\u201d with \u201ccommunity engagement and participation as foundational to implementation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is bureaucratic language for telling health systems to treat climate objectives as a central organizing principle, not just a risk factor to manage. Once climate adaptation for health is elevated to a cross-sector \u201cinternational priority,\u201d you\u2019re talking about deep, long-term influence over health governance, budgets, and infrastructure \u2014 well beyond the targeted resilience investments local communities might actually choose.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>Policing \u201ctruth\u201d about climate policy<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On November 12, during COP30\u2019s High-Level Event of the Global Initiative for Information Integrity on Climate Change at the Brazilian Pavilion, UNESCO and a group of governments launched the&nbsp;<a href=\"https:\/\/www.unesco.org\/sites\/default\/files\/medias\/fichiers\/2025\/11\/cop_30_declaration_information_integrity_on_climate_change_12112025.pdf?utm_source=chatgpt.com\"><u>Declaration on Information Integrity on Climate Change<\/u><\/a>. The declaration states that it is \u201cconcerned by the growing impact of disinformation, misinformation, [and] denialism\u201d and warns that this poses a threat to \u201cthe global climate response and societal stability.\u201d It calls on states to adopt legal frameworks and on digital platforms to modify their systems and algorithms to promote \u201chealthy information environments\u201d that align with the UNFCCC and the Paris Agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After years of seeing COVID and election \u201cmisinformation\u201d rules turned on inconvenient \u2014 but ultimately vindicated \u2014 critics, it\u2019s impossible to pretend this is anything but partisan. When the same cluster of activists and officials pushing new levies and mandates also claim the authority to decide what counts as \u201cintegrity\u201d and \u201ctruth,\u201d they\u2019re not defending science. They\u2019re building a shield around their agenda and putting dissent in the penalty box.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a><\/a><strong>A better, genuinely people-centered alternative<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A genuinely people-centered climate approach would begin with respect for national sovereignty and freedom of speech, rather than global tax schemes and algorithmic policing. It would allow countries to choose affordable, reliable energy that suits their circumstances, rather than enforcing one-size-fits-all timetables drafted in UN backrooms. It would focus on practical resilience \u2014 stronger grids, functioning water and sewer systems, drainage, seawalls, and early-warning networks \u2014 rather than endlessly elaborating new financial architectures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it would trust free people in free markets. Innovation, competition, and secure property rights have done more to lift people out of poverty and clean up the environment than any summit or conference.
