unusually high-profile&nbsp;<a href=\"https:\/\/www.imo.org\/en\/mediacentre\/meetingsummaries\/pages\/default.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">decision<\/a>&nbsp;on October 17th. The question at hand was whether or not to adopt a \u201cgreenhouse gas (GHG) emissions pricing mechanism\u201d for shipping under their Net-Zero Framework (<a href=\"https:\/\/www.imo.org\/en\/mediacentre\/hottopics\/pages\/faqs-the-imo-net-zero-framework.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">NZF<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, on that same date, the member nations&nbsp;<a href=\"https:\/\/safety4sea.com\/imo-decides-to-postpone-adoption-of-net-zero-framework\/\" target=\"_blank\" rel=\"noreferrer noopener\">voted<\/a>&nbsp;\u201cto postpone for one year the adoption,\u201d with 57 for, 49 against, and 29 abstaining. The U.S., Singapore, and Saudi Arabia led the way for a delay. Supposedly, \u201cmany developing countries\u201d described this as \u201cundiplomatic\u201d \u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it comes to so-called \u2018climate action,\u2019 the UN has a strong track record of not giving up. The IMO will probably wait and see which way the political winds blow over the next twelve months before once again pursuing their carbon tax on international shipping.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMO&nbsp;<a href=\"https:\/\/www.imo.org\/en\/mediacentre\/hottopics\/pages\/faqs-the-imo-net-zero-framework.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">asserts<\/a>&nbsp;that the NZF pricing mechanism \u201chas been widely mischaracterized as a global carbon tax.\u201d The Trump administration is thankfully not buying what the IMO is selling, nor are many conservative media commentators and think tanks, whether Trump-friendly or not.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">In a&nbsp;<a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2025\/10\/taking-action-to-defend-america-from-the-uns-first-global-carbon-tax-the-international-maritime-organizations-imo-net-zero-framework-nzf\" target=\"_blank\" rel=\"noreferrer noopener\">joint statement<\/a>&nbsp;on October 10th by U.S. Secretaries Rubio, Wright, and Duffy: \u201cThe Administration unequivocally rejects \u2026 the UN\u2019s First Global Carbon Tax \u2026 an unsanctioned global tax regime.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">All that is bad enough, but IMO is also at odds with President Trump\u2019s 47 executive orders on&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/unleashing-american-energy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Unleashing American Energy<\/a>,&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/05\/restoring-gold-standard-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">Restoring Gold Standard Science<\/a>, and&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/restoring-americas-maritime-dominance\/\" target=\"_blank\" rel=\"noreferrer noopener\">Restoring America\u2019s Maritime Dominance<\/a>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">High-profile economist Stephen Moore&nbsp;<a href=\"https:\/\/townhall.com\/columnists\/stephenmoore\/2025\/10\/14\/stop-the-un-global-climate-tax-on-american-ships-n2664936\" target=\"_blank\" rel=\"noreferrer noopener\">penned<\/a>, \u201cThe resolution is intended to advance the very \u2018net zero\u2019 carbon emissions standard\u2026American voters have rejected.\u201d And, \u201cSince when are American businesses subject to international taxes imposed by the UN?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<em>Wall Street Journal&nbsp;<\/em>editorial board&nbsp;<a href=\"https:\/\/www.wsj.com\/opinion\/united-nations-shipping-tax-climate-international-maritime-organization-e2f418c0\" target=\"_blank\" rel=\"noreferrer noopener\">opined<\/a>: \u201cThis is the first instance\u2026of the UN claiming the ability to levy a tax \u2014 the revenues from which will be paid directly into a UN-controlled fund. For the UN system, as a whole, roughly 90% of revenue comes from governments.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A&nbsp;<a href=\"https:\/\/www.americanactionforum.org\/insight\/a-global-carbon-tax-on-shipping-emissions\/\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;by Shuting Pomerleau of the American Action Forum outlined much of the details, like: \u201ca two-tiered tax rate mechanism \u2026 two-tiered fuel standard divides vessels into three levels of tax liability \u2026 three ways in which shipping companies can pay[.]\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">American Enterprise Institute\u2019s Brett Schaefer also&nbsp;<a href=\"https:\/\/nationalinterest.org\/feature\/the-looming-international-shipping-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">pointed out<\/a>: \u201cOver 90% of the current global fleet uses conventional fuels and cannot utilize greener alternatives. Consequently, fuel costs are projected to rise by 350% \u2026 and consumers will bear the brunt of the price.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">IMO\u2019s scheme fits the Tax Foundation\u2019s definition of&nbsp;<a href=\"https:\/\/taxfoundation.org\/taxedu\/glossary\/tax\/\" target=\"_blank\" rel=\"noreferrer noopener\">tax<\/a>, \u201ca mandatory payment or charge collected by \u2026 governments from \u2026 businesses to cover the costs of general government \u2026 activities,\u201d and&nbsp;<a href=\"https:\/\/taxfoundation.org\/taxedu\/glossary\/carbon-tax\/\" target=\"_blank\" rel=\"noreferrer noopener\">carbon tax<\/a>, \u201ca price on [GHG] emissions to encourage \u2026 businesses \u2026 to produce less of them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the IMO has not just \u2018gone green\u2019 and \u2018climate alarmist\u2019 in recent years. They have been moving in the latter direction for years, and in the former direction for decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMO was established between 1948 and 1958 with \u201ca focus on safety,\u201d which it was until 1967. Their focus then shifted to \u201cprotecting the marine environment\u201d from 1973 to 1978, and then since 2011 to 2015 to \u201ctackling the climate crisis.\u201d<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">In 2011, \u201cthe first set of international mandatory measures to improve ships\u2019 energy efficiency were adopted\u201d by the IMO, followed by their commitment in 2015 \u201cto take urgent action to combat climate change and its impacts \u2026 to cut GHG emissions which cause global warming.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">IMO explicitly started to equate, or conflate, \u201cenergy efficiency\u201d with \u201ccut GHG emissions\u201d in the \u201c<a href=\"https:\/\/www.imo.org\/en\/mediacentre\/pressbriefings\/pages\/06ghginitialstrategy.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Initial IMO GHG Strategy<\/a>\u201d of 2018. It \u201cenvisages \u2026 a [total annual] reduction \u2026 at least 50% by 2050 compared to 2008 [as well as] pursuing efforts towards phasing them out entirely.\u201d<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The \u201c<a href=\"https:\/\/www.imo.org\/en\/mediacentre\/hottopics\/pages\/cutting-ghg-emissions.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Revised IMO GHG Strategy<\/a>\u201d of 2023 \u201cincludes indicative check-points for international shipping to reach net-zero GHG emissions for 2030 (by at least 20%, striving for 30%) and 2040 (by at least 70%, striving for 80%) compared to 2008.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2023 strategy \u201cemphasizes capacity building, technical cooperation, and research and development.\u201d But the 2025 framework \u201crefers to a new set of international regulations aimed at reducing GHG emissions from ships [of a] global fuel standard [and] pricing mechanism.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A \u201ccomprehensive impact assessment\u201d (<a href=\"https:\/\/www.imo.org\/en\/ourwork\/environment\/pages\/assessment-of-impacts-on-states.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">CIA<\/a>) was also considered in 2024. However, this did not include any risk analysis (RA) nor any cost-benefit assessment (CBA), unlike what is&nbsp;<a href=\"https:\/\/wwwcdn.imo.org\/localresources\/en\/OurWork\/HumanElement\/Documents\/MSC-MEPC.2-Circ.12-Rev.2%20-%20Revised%20Guidelines%20For%20Formal%20Safety%20Assessment%20(Fsa)For%20Use%20In%20The%20Imo%20Rule-Making%20Proces...%20(Secretariat).pdf\" target=\"_blank\" rel=\"noreferrer noopener\">required<\/a>, for example, in a Formal Safety Assessment (FSA) for use in the IMO rule-making process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sound CBA, that includes proper RA, is the \u2018gold standard\u2019 in economics to properly judge any proposed new tax or regulation.
