href=\"https:\/\/www.dailymail.co.uk\/sciencetech\/article-15209531\/London-ULEZ-scrapped-study-2023-expansion.html\">Daily Mail<\/a><\/em>, researchers from the University of Birmingham have laid bare the futility of London Mayor Sadiq Khan\u2019s Ultra-Low Emission Zone (Ulez) expansion, concluding that the scheme has delivered zero tangible benefits to London\u2019s ambient air quality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analysing data pre- and post the August 2023 Ulez rollout, which blanketed Greater London with a \u00a312.50 daily levy on older vehicles, the study found no statistically significant dips in nitrogen dioxide (NO<sub>2<\/sub>) or particulate matter (PM2.5) levels. This revelation strips away the veneer of environmental virtue from Khan\u2019s project, exposing it as yet another assault on ordinary motorists. Ulez epitomises the corruption of science in service of predatory revenue extraction and&nbsp;<a href=\"https:\/\/dailysceptic.org\/2025\/02\/16\/londons-blade-runners-climate-class-war-and-the-corruption-of-science\/\">class war<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Ulez Expansion: A Timeline of Overreach<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ulez\u2019s origins trace back to 2019, when Khan started the scheme in central London, ostensibly to curb emissions from diesel and petrol cars and trucks to alleviate respiratory health. By 2021, it sprawled to the North and South Circular roads, ensnaring 3.8 million residents. The 2023 mega-expansion to all of Greater London where pollution was even less of a problem \u2014 spanning 1,500 square kilometres and nine million people \u2014 ignited fury, manifesting in protests and sabotage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This wasn\u2019t mere policy tweak; it was the punitive imposition of burdensome taxes and fines on the car-dependent masses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">London\u2019s \u2018Blade Runners\u2019\u2014a nod to the dystopian film \u2014 emerged as folk heroes in this resistance. These activists armed with tools from angle grinders to filling foam have&nbsp;<a href=\"https:\/\/www.swlondoner.co.uk\/news\/07052024-more-than-4500-ulez-camera-vandalisations-since-march-2023\">vandalised over 4,500 Ulez enforcement cameras<\/a>&nbsp;since March 2023. Videos on X show them toppling poles in daylight, while passive resisters rack up fines they refuse to pay \u2014 a backlog now nearing half a billion pounds, with only one in five drivers settling on time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This revolt echoes broader European pushback against green mandates, from farmer uprisings to voter revolts against eco-zealotry. Mayor Khan peddles Ulez as a lifeline against \u2018toxic air\u2019, claiming 46% reductions in NO<sub>2<\/sub>&nbsp;and 41% in PM2.5 since inception. But these figures stem from dubious counterfactual modelling, i.e., hypothetical conjectures as to what \u2018would have occurred\u2019 if there were no Ulez in operation, not real-world evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Birmingham study echoes&nbsp;<a href=\"https:\/\/www.imperial.ac.uk\/news\/231894\/london-pollution-improved-with-evidence-small\/\">earlier Imperial College findings<\/a>: post-2019, PM2.5 barely budged, and NO<sub>2<\/sub>&nbsp;fell by a paltry 3% \u2014 hardly the salvation promised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">London\u2019s air has improved dramatically over decades, thanks to a combination of deindustrialisation, cleaner fuels and better internal combustion engines \u2013 not Khan\u2019s cash-grab. This assumes that every bit of pollutant, down to almost zero, inflicts harm. This extreme metric has fuelled WHO guidelines that deem even trace PM2.5 deadly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such an approach to \u2018safety\u2019 has more to do with belief in a misanthropic&nbsp;<a href=\"https:\/\/thedailyeconomy.org\/article\/inside-the-church-of-climate\/\">deep ecology<\/a>&nbsp;where man\u2019s presence can only detract from a pristine unsullied nature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ulez scheme is scientific sleight of hand, metastasising into pseudoscience that threatens economies and livelihoods. Nobel laureate John Clauser calls it a \u201c<a href=\"https:\/\/www.globalresearch.ca\/corruption-of-climate-science-nobel-laureate-john-clauser-speaks-out\/5826884\">dangerous corruption<\/a>\u201c, echoing the climate and Covid&nbsp;<a href=\"https:\/\/dailysceptic.org\/2025\/01\/23\/government-by-hysteria-the-climate-and-covid-hobgoblins-begin-to-fade\/\">hysterias<\/a>&nbsp;\u2014 both instilling fear to justify centralised state control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WHO assessments, far from rigorous, rely on arbitrary thresholds unsupported by robust epidemiology. Studies tout thousands of premature deaths from pollution but ignore confounders like poverty or lifestyle choices involved in those deaths they count. Real toxicological evidence suggests the potential of&nbsp;<a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC10604602\/\">hormesis<\/a>&nbsp;\u2014 low doses may even benefit health \u2014 yet the NLT standard persists, propping up policies like Ulez.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Khan\u2019s team cites it to claim \u2018social justice\u2019, arguing the poor suffer most from dirty air. But as Ross Clark noted in the&nbsp;<em><a href=\"https:\/\/www.spectator.co.uk\/article\/road-rage-the-great-motorist-rebellion-has-begun\/\">Spectator<\/a><\/em>, the data don\u2019t stack up; Tube stations like Hampstead which are deep underground harbour air 30 times worse than roads yet escape scrutiny.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Worse, the Mayor\u2019s office funds its own research by commissioning Imperial College reports that conveniently affirm Ulez\u2019s virtues. Emails obtained by the Conservative Party under the Freedom of Information Act&nbsp;<a href=\"https:\/\/news.sky.com\/story\/london-mayor-sadiq-khans-office-accused-of-alarmingly-cosy-relationship-to-silence-ulez-criticism-12943821\">showed<\/a>&nbsp;Professor Frank Kelly of Imperial College London and Shirley Rodrigues, Deputy Mayor for the Environment, apparently working together to \u201cfight back\u201d against other research published by the same university that was not supportive of Ulez. The Conservatives accused Professor Kelly and Mr Khan\u2019s office of having \u201can alarmingly cosy relationship\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pay-to-play dynamic reeks of bias. When the policymaker bankrolls the \u2018science\u2019, objectivity evaporates. Independent probes, like the University of Birmingham\u2019s, reveal the emperor\u2019s nakedness: no air quality wins, just economic pain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Revenue Racket: The True Driver Behind Ulez<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If not health, then what? Follow the money. Ulez has&nbsp;<a href=\"https:\/\/www.gbnews.com\/lifestyle\/cars\/sadiq-khan-london-ulez-fines-tfl-money\">hauled in<\/a>&nbsp;over \u00a370 million in penalties alone since it was introduced in 2019, according to FOI-requested data, despite Khan\u2019s protestation that it\u2019s \u201c<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/london-ulez-transport-for-london-transport-barnet-b2711013.html\">not about making money<\/a>\u201c. Transport for London (TfL) faces a \u00a315 billion shortfall, and Ulez helps fill it by fining the vulnerable. In its first year post-expansion it netted \u00a3450 million, much from the \u00a3180 non-payment fines hitting low-income drivers hardest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tradesmen \u2014 plumbers, electricians \u2014 face ruinous costs for non-compliant vans; mothers shuttling kids as well as the elderly and disabled are stranded without affordable transport. Outer London\u2019s sparse public transport amplifies the harshness. While Ulez conducts war on the poor with its highly regressive taxes, elites in their electric Teslas or high-end cars see no problem in maintaining their&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/tilakdoshi\/2023\/04\/15\/luxury-beliefs-and-energy-policy-the-fatal-conceit\/\">luxury beliefs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Khan, Co-Chair of&nbsp;<a href=\"https:\/\/www.c40.org\/\">C40 Cities<\/a>, preaches \u2018climate justice\u2019 for the Global South while squeezing London\u2019s working and middle classes. C40 is focused, in its own words, on \u201cfighting the climate crisis and driving urban action that reduces greenhouse gas emissions and climate risks\u201d. Khan\u2019s 2024 book&nbsp;<em>Breathe: How to Win a Greener World<\/em>&nbsp;sounds as sanctimonious as most of the Mayor\u2019s other utterances on things \u2018green\u2019. But the Mayor\u2019s sanctimony crumbles under scrutiny of his lifestyle. While Londoners fork over for an aged diesel car, Khan enjoys a&nbsp;<a href=\"https:\/\/www.msn.com\/en-gb\/travel\/news\/sadiq-khan-holds-birthday-bash-on-268m-super-yacht-owned-by-billionaire-tycoon\/ar-AA1OzHq8\">birthday bash<\/a>&nbsp;on a \u00a3268 million superyacht \u2013 a gas-guzzling behemoth with a carbon footprint rivalling fleets of cars \u2013 owned by his billionaire tycoon friend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How does one champion \u2018social justice\u2019 from onboard a superyacht deck? It\u2019s a stark reminder: rules for thee, but not for me. Ulez dovetails with the whole repertoire of actions in the war against Britain\u2019s motorists: low-traffic neighbourhoods, bike-lane encroachments, high costs of parking, 20 mph speed limits, the putting up of bollards and planters to restrict car traffic altogether and experimenting with zoning restrictions for&nbsp;<a href=\"https:\/\/www.citymonitor.ai\/analysis\/15-minute-cities-uk\/\">15-minute cities<\/a>&nbsp;\u2014 all curtailing freedom under green pretexts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">London\u2019s traffic crawls at 8-20 mph, comparable to the speed of Roman chariots in the streets of Londinium, a regression over two millennia blamed on climate alarmism. Khan\u2019s plans for London align with the World Economic Forum vision of slashing the global car fleet by 75% by 2050. In this coming&nbsp;<a href=\"https:\/\/joelkotkin.com\/the-coming-of-neo-feudalism\/\">neo-feudalism<\/a>&nbsp;dreamt up by WEF technocrats, the 25% of remaining cars will be the preserve of the ruling philosopher kings and their apparatchiks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Human Toll<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the years as more stringent environmental regulations for motor vehicles come into operation, millions of perfectly good functioning cars, vans and trucks are forced on to the scrapheap and owners who are already struggling find they need a new bank loan to buy another vehicle just to get to work to pay the bank back for the last one. Ulez\u2019s regressive bite is profound: gig workers, small businesses and families teeter on financial edge while meeting bills made astronomical by ever&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/business\/2025\/10\/16\/green-levies-are-to-blame-for-rising-energy-bills\/\">higher energy costs brought on by subsidies and green policy costs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 2017 study, untainted by green ideology and focused on health impacts, gave an estimate of&nbsp;<a href=\"https:\/\/wattsupwiththat.com\/2017\/08\/11\/the-social-costs-of-air-pollution-from-cars-in-the-uk\/\">the social costs of air pollution from cars in the UK<\/a>. \u201cSocial costs\u201d here refer to costs which include the damage on human health caused by car pollution. It found that it amounted to \u00a325 a year or less for each car. In other words, just two entry fees for the Central London ULEZ would cover the social cost of this pollution for a whole year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This mirrors Covid-era follies:&nbsp;<a href=\"https:\/\/biomechanics.stanford.edu\/me233_20\/reading\/ioannidis20.pdf\">low-fatality risks<\/a>&nbsp;hyped to sow fear and erode liberties. Climate \u2018science\u2019 follows suit, with the \u2018no linear threshold\u2019 model as the new pseudo-scientific dogma. But as global air quality trends over the past half century show \u2014 smog cleared in Tokyo, Los Angeles and New York City in the 1970s \u2014 that hysteria is unwarranted. Lifespans lengthen and health improves absent green meddling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ulez isn\u2019t salvation for respiratory disease; it\u2019s a revenue ruse cloaked in corrupted science, waging a punitive assault on motorists. As London\u2019s Blade Runners symbolise, resistance grows. While Khan gambols in his buddy\u2019s superyacht, London\u2019s average motorist chokes on fines. It\u2019s time to dismantle London\u2019s Ulez edifice. The&nbsp;<em>Daily Mail<\/em>&nbsp;expos\u00e9, amplifying longstanding critiques by sceptics, demands accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Dr Tilak K.
