force developers to build new buildings that can only use electricity for temperature control and appliances, which will further strain the state\u2019s electric grid if it\u2019s fully implemented, according to energy policy experts and some state officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Starting in January 2026, the \u201c<a href=\"https:\/\/nyassembly.gov\/all-electric-buildings\/\" target=\"_blank\" rel=\"noreferrer noopener\">All-Electric Building Act<\/a>\u201d will require most new buildings to run mainly on electricity and ban gas appliances, with only a few exceptions. New York utility companies are&nbsp;<a href=\"https:\/\/www.wxxinews.org\/local-news\/2025-07-14\/rg-e-nyseg-troubles-underscore-rising-angst-over-new-york-climate-goals\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly<\/a>&nbsp;<a href=\"https:\/\/columbianewsservice.com\/2024\/11\/07\/national-grids-plan-for-the-future-of-new-yorks-energy-system-draws-pushback\/\" target=\"_blank\" rel=\"noreferrer noopener\">struggling<\/a>&nbsp;to meet the state\u2019s harsh electrification mandate that could worsen existing power shortages if the policy is fully enforced, some energy experts and state officials who spoke with the Daily Caller News Foundation warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNew York\u2019s energy mandates are forcing the shutdown of reliable power plants faster than we\u2019re bringing new sources online, and that\u2019s creating a serious capacity shortfall. As a result, housing developments across the state are being delayed or canceled,\u201d Republican New York State Senator Pamlea Helming told the Daily Caller News Foundation.&nbsp;\u201cNot because of funding or local opposition, but because there simply isn\u2019t enough power to support them. When the state pushes all-electric mandates without building the infrastructure to match, it drives up costs and makes it harder to build the attainable housing our communities desperately need.\u201d&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2024\/06\/09\/biden-electrify-buildings-appliances-regulation-misinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: Forget Stoves! The Biden Admin Is Working Overtime To Phase Out All Your Gas Appliances<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Helming has&nbsp;<a href=\"https:\/\/www.nysenate.gov\/newsroom\/articles\/2025\/pamela-helming\/column-nys-energy-policies-are-driving-costs-and-standing-way\" target=\"_blank\" rel=\"noreferrer noopener\">written<\/a>&nbsp;about the struggle to develop new housing in her district, noting that the all-electric mandate is placing pressure on utility companies and is complicated by New York\u2019s&nbsp;<a href=\"https:\/\/dailycaller.com\/2025\/06\/10\/democrats-blame-grid-operator-for-energy-crisis-of-their-own-making\/\" target=\"_blank\" rel=\"noreferrer noopener\">weak<\/a>&nbsp;<a href=\"https:\/\/www.nyiso.com\/-\/press-release-%7C-nyiso-issues-energy-warning\" target=\"_blank\" rel=\"noreferrer noopener\">power grid<\/a>. As things stand, New York has enacted several&nbsp;<a href=\"https:\/\/www.nyserda.ny.gov\/All-Programs\/New-York-State-Appliance-and-Equipment-Efficiency-Standards\" target=\"_blank\" rel=\"noreferrer noopener\">regulations<\/a>&nbsp;on appliances, has a 2040 green energy&nbsp;<a href=\"https:\/\/www.nyserda.ny.gov\/All-Programs\/Clean-Energy-Standard\" target=\"_blank\" rel=\"noreferrer noopener\">mandate<\/a>&nbsp;and has some of the highest average utility bills in the U.S., according to data from Energy Information Administration (<a href=\"https:\/\/www.eia.gov\/electricity\/monthly\/epm_table_grapher.php?t=epmt_5_6_a\" target=\"_blank\" rel=\"noreferrer noopener\">EIA<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A major&nbsp;<a href=\"https:\/\/www.nerc.com\/pa\/RAPA\/ra\/Reliability%20Assessments%20DL\/NERC_Long%20Term%20Reliability%20Assessment_2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">grid watchdog<\/a>&nbsp;and New York\u2019s grid operator both noted that the state has major projected electricity needs that it may be unable to meet. New York is&nbsp;<a href=\"https:\/\/www.nyiso.com\/documents\/20142\/2223020\/2025-Power-Trends.pdf\/51517a1b-36fa-4f3d-d44d-eabe23598514\" target=\"_blank\" rel=\"noreferrer noopener\">phasing out<\/a>&nbsp;fossil fuel-fired power plants to meet emissions targets without replacing them with carbon-free sources fast enough, according to the New York Independent System Operator, the state\u2019s grid manager.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representatives for both New York State Electric and Gas (NYSEG) and Rochester Gas and Electric (RG&amp;E)&nbsp;<a href=\"https:\/\/www.wxxinews.org\/local-news\/2025-07-14\/rg-e-nyseg-troubles-underscore-rising-angst-over-new-york-climate-goals\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a>&nbsp;a local news outlet that \u201cunforeseen and unprecedented demand\u201d in the region has complicated their businesses. Jared Simpson, the town supervisor in Canandaigua, New York, told WXXI News that utilities are dissuaded from electrification due to electricity shortages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simpson reportedly said that when developers were grappling with a power shortage, RG&amp;E and state officials told them that the solution was to \u201ctake out the (electric vehicle) chargers, put in gas heat, put in gas stoves, put in gas dryers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe utility companies have to go through a pretty tough adversarial process to get their rates and their spending plans approved, and there is a decent chance that some of the places that are now choke points for building up the grid were subject to different constraints by state government,\u201d Ken Girardin, a fellow at the Manhattan Institute, told the DCNF. \u201cThat is to say, the utility companies wanted to spend more on the grid and regulators didn\u2019t let them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As New York&nbsp;<a href=\"https:\/\/www.wkbw.com\/news\/local-news\/still-confused-about-the-natural-gas-ban-in-new-york-state-heres-a-breakdown\" target=\"_blank\" rel=\"noreferrer noopener\">phases out<\/a>&nbsp;power plants and fails to replace aging energy infrastructure fast enough, its policies are marching the state toward a serious electricity problem, Girardin argued. He also said that the electrification goals will negatively impact housing and school districts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEventually, the bill is going to come due,\u201d Girardin said. \u201cDevelopers either aren\u2019t going to be able to get electricity for projects, or the numbers on those projects are going to make them much less attractive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cAll-Electric Building Act\u201d was signed into law in 2023 before the code was then approved in the state budget, according to a&nbsp;<a href=\"https:\/\/www.wgrz.com\/article\/money\/business\/nys-law-forces-all-electric-for-most-new-building-construction\/71-81fddfec-90ba-4e86-b91c-36d270a11495\" target=\"_blank\" rel=\"noreferrer noopener\">local news outlet WGRZ<\/a>. The bill specifically applies to buildings less than seven stories and it carves out some exemptions for buildings like fire stations, hospitals and restaurants, according to the&nbsp;<a href=\"https:\/\/legislation.nysenate.gov\/pdf\/bills\/2023\/S562A\" target=\"_blank\" rel=\"noreferrer noopener\">bill text<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regulations would not apply to homes that already use gas stoves or gas-powered heating, though a full electric transition will eventually be required in the state, according to officials.&nbsp;<a href=\"https:\/\/dailycaller.com\/2024\/12\/31\/new-york-superfund-law-climate-change-enegry-consumers\/\" target=\"_blank\" rel=\"noreferrer noopener\">(<strong>RELATED: New York Rolls Out \u2018Shakedown\u2019 Law Forcing Companies To Atone For Climate Change With Cash)<\/strong><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFull electric will have to be every building at some point,\u201d Democratic New York State Sen. Liz Kruger said, according to WGRZ. New York\u2019s&nbsp;<a href=\"https:\/\/climate.ny.gov\/resources\/scoping-plan\" target=\"_blank\" rel=\"noreferrer noopener\">Scoping plan<\/a>&nbsp;calls for zero-emission technologies and a \u201c<a href=\"https:\/\/dailycaller.com\/Users\/Audrey%20Streb\/Downloads\/NYS-Climate-Action-Council-Final-Scoping-Plan-2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">gas system transition<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much of the state\u2019s electricity stems from&nbsp;<a href=\"https:\/\/www.nyiso.com\/real-time-dashboard\" target=\"_blank\" rel=\"noreferrer noopener\">natural gas<\/a>, according to NYISO. The Empire State\u2019s green energy mandate threatens its grid reliability and will add costs to ratepayers, experts&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/12\/09\/green-energy-new-york-grid-reliability\/\" target=\"_blank\" rel=\"noreferrer noopener\">previously<\/a>&nbsp;told the DCNF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBuildings have 40 percent of our state emissions so by cutting out building emissions, this is going to be an incredible step forward for our environmental goals,\u201d Democrat Assemblymember Emily Gallagher said, according to WGRZ. \u201cThis was a real battle to get passed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While some officials are celebrating the impending transition, some community members are concerned about how the new building code will impact costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNew York State \u2026 it\u2019s been difficult to get anyone to really listen to any logic on the problems that this poses to us as builders. It was going to create about a $20,000 increase in the cost to build a home,\u201d Buffalo Niagara Building Association President Phil Nanula told WGRZ.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Donald Trump signed an&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/protecting-american-energy-from-state-overreach\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a>&nbsp;on April 8 that calls for the attorney general to identify any state laws that may be unconstitutional or \u201cotherwise unenforceable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic New York Gov.
