Lease Sale 257, held in November 2021, was nullified by a corrupt Obama judge. Biden, or whoever was operating the Autopen, cancelled sales 259 and 261, scheduled for 2022 and 2023 respectively. Then Biden\u2019s Interior Department unlawfully refused to issue a new leasing plan. If not for one good provision in the Inflation Reduction Act, there would have been no GOA lease sales.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The Inflation Reduction Act (the Act), which passed the U.S. Senate on Aug. 7, 2022, requires that previously announced offshore lease sales in the Gulf of Mexico and Alaska be held during the next two years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Act requires the U.S. Department of the Interior (Interior) to award leases to the highest bidders in Lease Sale 257, which was held in November 2021. In January 2022, the U.S. District Court for the District of Colombia vacated Lease Sale 257 after finding that Interior\u2019s environmental review failed to adequately consider certain greenhouse gas emissions related to holding the offshore oil and gas lease sale. See<em>&nbsp;Friends of the Earth v. Haaland,&nbsp;<\/em>2022 WL 254526 (D.D.C. Jan. 27, 2022).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Act directs Interior to rely on its Record of Decision for Outer Continental Oil and Gas Leasing Program Final Programmatic Environmental Impact Statement issued on Jan. 17, 2017 (82 Fed. Reg. 6643). The Act also requires Interior to move forward with Lease Sale 258 in Alaska Region\u2019s Cook Inlet by Dec. 31, 2022, and two additional Gulf of Mexico Lease sales, Lease Sales 259 and 261, by March 2023 and September 2023, respectively. We expect GOA natural gas production to average 1.72 billion cubic feet per day (Bcf\/d) in 2025 and 1.64 Bcf\/d in 2026, compared with 1.79 Bcf\/d in 2024. At these volumes, the GOA is forecast to contribute about 13% of U.S. crude oil production and 1% of U.S. marketed natural gas production in 2025 and 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We expect operators to start crude oil and natural gas production at 13 fields in the GOA during 2025 and 2026, without which GOA production would decline. Eight fields will be developed using&nbsp;<a href=\"https:\/\/www.offshore-mag.com\/subsea\/article\/14199527\/subsea-tiebacks-gain-momentum-in-us-gulf-north-sea\">subsea tiebacks<\/a>&nbsp;or underwater extensions to existing&nbsp;<a href=\"https:\/\/www.dco.uscg.mil\/OCSNCOE\/FOF\/Types-of-FOFs\/\">Floating Production Units<\/a>&nbsp;(FPUs) at the surface. Five fields will produce from four new FPUs, with one of the new FPUs (Salamanca FPU) targeting production from two fields.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We expect the additional crude oil production from all new fields will contribute 85,000 b\/d in 2025 and 308,000 b\/d in 2026. We expect associated natural gas production from the new fields will average 0.09 Bcf\/d in 2025 and 0.27 Bcf\/d in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three fields began producing earlier this year:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Whale<\/strong><br>Whale, one of the largest fields expected to come online in 2025 and 2026,\u00a0<a href=\"https:\/\/www.shell.com\/news-and-insights\/newsroom\/news-and-media-releases\/2025\/shell-starts-production-at-whale-in-the-us-gulf-of-mexico.html\">started producing in January 2025<\/a>\u00a0from a new FPU of the same name. The Whale FPU, located in more than 8,600 feet of water, is expected to produce around 85,000 b\/d of crude oil at its peak.<\/li>\n\n\n\n<li><strong>Ballymore<\/strong><br>The Ballymore field\u00a0<a href=\"https:\/\/www.chevron.com\/newsroom\/2025\/q2\/chevron-starts-oil-production-from-ballymore-project-in-gulf-of-america\">started production in April 2025<\/a>\u00a0as a subsea tieback to the existing Blind Faith facility, and it is expected to produce 75,000 b\/d from the Ballymore wells in the emerging\u00a0<a href=\"https:\/\/www.boem.gov\/sites\/default\/files\/documents\/regions\/gulf-mexico-ocs-region\/resource-evaluation\/2021%20Gulf%20of%20Mexico%20Oil%20and%20Gas%20Resource%20Assessment%20%28BOEM%202021-082%29.pdf\">Upper Jurassic\/Norphlet play<\/a>.<\/li>\n\n\n\n<li><strong>Dover<\/strong><br>The\u00a0<a href=\"https:\/\/www.shell.us\/about-us\/news-and-insights\/media\/2025-media-releases\/shell-expands-gulf-of-america-leadership-position-with-dver-development.html\">Dover<\/a>\u00a0field also started production in April as a subsea tieback to the existing Appomattox facility with expected peak production of around 15,000 b\/d.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Production coming online in the second half of 2025:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Shenandoah<\/strong><br>The\u00a0<a href=\"https:\/\/www.navitaspet.com\/project\/the-shenandoah-field\/\">Shenandoah<\/a>\u00a0field, which will produce from an FPU of the same name, is scheduled to start production in June 2025 with an initial capacity of 120,000 b\/d, which will be expanded to 140,000 b\/d in early 2026. The\u00a0<a href=\"https:\/\/jpt.spe.org\/shenandoah-semisubmersible-heads-for-gulf-of-mexico\">Shenandoah Phase 1<\/a>\u00a0development will use new technologies to produce from a deepwater\u00a0<a href=\"https:\/\/jpt.spe.org\/offshore-tech-evolves-for-deeper-waters-deeper-reservoirs\">high-pressure<\/a>\u00a0field.<\/li>\n\n\n\n<li><strong>Leon and Castile<\/strong><br>Another new FPU we expect to come online in the\u00a0<a href=\"https:\/\/www.globenewswire.com\/news-release\/2025\/01\/07\/3005496\/0\/en\/LLOG-Exploration-Discusses-Recently-Achieved-Salamanca-Project-Operational-Milestones.html\">second half of 2025<\/a>, Salamanca, will process oil and natural gas from the\u00a0<a href=\"https:\/\/www.offshore-technology.com\/projects\/leon-castile-deep-water-project-gulf-of-mexico-us\/?cf-view\">Leon and Castile<\/a>\u00a0discoveries. The\u00a0<a href=\"https:\/\/www.offshore-mag.com\/regional-reports\/us-gulf-of-mexico\/news\/55260098\/llog-exploration-llog-says-that-salamanca-project-nearing-completion\">Salamanca<\/a>\u00a0project involved refurbishing a previously decommissioned production facility and has a capacity of 60,000 b\/d of oil and 40 million cubic feet per day of natural gas.<\/li>\n\n\n\n<li>We expect other subsea tiebacks to existing facilities to enter production in late 2025:\u00a0<a href=\"https:\/\/www.offshore-mag.com\/regional-reports\/us-gulf-of-mexico\/news\/55271495\/talos-energy-talos-preparing-for-us-gulf-startups-at-katmai-west-sunspear\">Katmai West<\/a>,\u00a0<a href=\"https:\/\/www.worldoil.com\/news\/2024\/8\/8\/talos-energy-acquires-stake-in-significant-monument-oil-and-gas-discovery-offshore-u-s-gulf-of-mexico\/#:~:text=Sunspear%20completion.%20Talos%20is%20in%20the%20final%20stages%20of%20securing%20a%20rig%20contract%20to%20complete%20the%20Sunspear%20discovery.%20The%20Sunspear%20well%2C%20successfully%20drilled%20in%20July%202023%2C%20is%20expected%20to%20commence%20first%20production%20during%20the%20second%20quarter%202025%2C%20with%20production%20flowing%20to%20the%20Prince%20platform.\">Sunspear<\/a>,\u00a0<a href=\"https:\/\/www.bp.com\/en\/global\/corporate\/investors\/upstream-major-projects.html#maddogs:~:text=Projects%20in%20construction-,Argos%20Southwest%20Extension,~10mboed,-Back%20to%20top\">Argos Southwest Extension<\/a>, and\u00a0<a href=\"https:\/\/www.beaconoffshore.com\/media#:~:text=Zephyrus,the%20Zephyrus%20development.\">Zephyrus Phase 1<\/a>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Production coming online in 2026:<br><br>Three new subsea tiebacks are expected to begin production in 2026:&nbsp;<a href=\"https:\/\/www.shell.us\/about-us\/news-and-insights\/media\/2024-media-releases\/shell-takes-investment-decision-for-phase-three-silvertip-project-in-the-us-gulf-of-mexico.html\">Silvertip Phase 3<\/a>,&nbsp;<a href=\"https:\/\/www.murphyoilcorp.com\/wp-content\/uploads\/2024\/11\/Murphy-Oil-Corp-November-Investor-Presentation_vFINAL.pdf\">Longclaw<\/a>, and&nbsp;<a href=\"https:\/\/www.navitaspet.com\/project\/the-monument-field\/#:~:text=Monument%20is%20a%20proven%20oil,back%20to%20the%20Shenandoah%20FPS.\">Monument<\/a>, a subsea tieback to the Shenandoah FPU.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hurricanes in the Gulf of America could disrupt the production and development timeline of these new fields.&nbsp;<a href=\"https:\/\/tropical.colostate.edu\/Forecast\/2025-04.pdf\">Colorado State University<\/a>&nbsp;anticipates that the 2025 Atlantic Basin hurricane season will have above-normal activity with 17 named storms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Principal contributor:&nbsp;<\/strong>Eulalia Munoz-Cortijo<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=65444\">US EIA<\/a><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">The One Big Beautiful Bill Act and the Gulf of America<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While the One Big Beauiful Bill Act is far from perfect, it codified a legal requirement for BOEM to hold two area-wide Gulf of America lease sales every year through 2041, streamlines commingling permits and reduces the royalty rate back down to 12.5% (1\/8th).<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Offshore Oil &amp; Gas Provisions<\/strong><br>The final bill includes strong offshore energy measures, many long supported by NOIA:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mandates Two Gulf of America Lease Sales Annually<\/strong>\u00a0for the next 15 years, each offering at least 80 million acres.<\/li>\n\n\n\n<li><strong>Requires Six Offshore Lease Sales in Cook Inlet, Alaska<\/strong>\u00a0over the next decade.<\/li>\n\n\n\n<li><strong>Streamlines Offshore Operations<\/strong>: Requires BSEE to approve production commingling requests unless safety or production is negatively impacted.<\/li>\n\n\n\n<li><strong>Restores Previous Royalty Rate<\/strong>: Reinstates the minimum 12.5% royalty rate for new offshore leases.<\/li>\n\n\n\n<li><strong>Boosts Revenue Sharing<\/strong>: Increases the GOMESA revenue cap to $650 million annually, up from $500 million.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.noia.org\/senate-bill-delivers-win-for-gulf-of-america-energy\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>After the Senate vote<\/strong><\/a>, NOIA President Erik Milito praised the offshore leasing provisions, calling them a necessary course correction after \u201cyears of policy whiplash\u201d:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Mandated Gulf of America lease sales are absolutely essential. They give companies, whether family-run service shops or global manufacturers, the predictability needed to invest, hire, and build. When lease schedules vanish, so do jobs, capital, and energy security, with consequences felt far beyond the Gulf Coast.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/mailchi.mp\/noia.org\/wu562024-4765148?e=163f6a0a2e\">National Offshore Industries Association<\/a>&nbsp;(NOIA)<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The mandated lease sale requirement is critical.
