The CPC supports New York\u2019s&nbsp;<a href=\"https:\/\/legiscan.com\/NY\/bill\/S02129\/2023\" target=\"_blank\" rel=\"noreferrer noopener\">climate superfund law<\/a>, which would require energy companies to cough up $75 billion combined over time to fund green initiatives, in addition to a number of other bills and programs favored by Democrats, according to its&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20250521175747\/https:\/\/www.cpc-nyc.org\/news\/4582\/cpc-state-policy-and-advocacy-priorities-fy24-25\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Chinese-American Planning Council (CPC) is not just another advocacy group, it\u2019s a conduit for CCP-linked money and influence in the heart of our country. When you read \u2018CPC,\u2019 you should think \u2018CCP,\u2019\u201d founder and CEO of State Armor Michael Lucci told the DCNF. \u201cCPC has a long record of supporting malicious policies that run contrary to our interests. It should come as no surprise that the CPC supports New York\u2019s massive climate slush fund, which would jack up energy costs while weakening America\u2019s energy security.\u201d&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2024\/12\/31\/new-york-superfund-law-climate-change-enegry-consumers\/4\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: New York Rolls Out \u2018Shakedown\u2019 Law Forcing Companies To Atone For Climate Change With Cash)<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis isn\u2019t just bad policy \u2014 it\u2019s Beijing\u2019s playbook, operating through a range of front groups, proxies, and influence operations to undermine our sovereignty,\u201d Lucci continued. \u201cEvery lawmaker who backs this scheme is playing into the hands of the CCP\u2019s geopolitical strategy. If we\u2019re serious about protecting national security and energy independence, we must treat CPC\u2013backed&nbsp;initiatives&nbsp;as CCP-backed&nbsp;initiatives, which are always malicious influence operations against America.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CPC submitted&nbsp;<a href=\"https:\/\/www.nysenate.gov\/sites\/default\/files\/admin\/structure\/media\/manage\/filefile\/a\/2024-01\/chinese-american-planning-council-_24.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">written testimony<\/a>&nbsp;for a January 2024 joint legislative public hearing on New York\u2019s budget proposal advocating for the superfund law, and the group also characterized the bill\u2019s failure to make it into the budget in April 2024 as a \u201c<a href=\"https:\/\/www.cpc-nyc.org\/news\/4616\/cpc-statement-new-york-state-fy-24-25-enacted-budget\" target=\"_blank\" rel=\"noreferrer noopener\">shortcoming<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2018, the CPC has received up to $445,969 in donations from sources linked to the Chinese government, according to financial records previously reviewed by the DCNF. State-run corporations \u2014 including the Industrial and Commercial Bank of China (ICBC) and the Bank of China \u2014 have financially supported the CPC in recent years, records show.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ICBC donated almost $20,000 to the nonprofit across&nbsp;<a href=\"https:\/\/www.cpc-nyc.org\/sites\/default\/files\/CPC%20Annual%20Report%202018%20Update%20-%20hi%20res.pdf\">2018<\/a>,&nbsp;<a href=\"https:\/\/www.cpc-nyc.org\/sites\/default\/files\/ChineseAmericanPlanningCouncil_AnnualReport_2019.pdf\">2019<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.cpc-nyc.org\/sites\/default\/files\/Annual%20Report%202023.pdf\">2023<\/a>, according to the CPC\u2019s annual reports, and the Beijing-based and&nbsp;<a href=\"https:\/\/www.uscc.gov\/sites\/default\/files\/2020-12\/Chapter_2_Section_2--Vulnerabilities_in_Chinas_Financial_System_and_Risks_for_the_United_States.pdf\">state-owned<\/a>&nbsp;Bank of China gave as much as $9,999 in&nbsp;<a href=\"https:\/\/www.cpc-nyc.org\/sites\/default\/files\/CPC_AnnualReport_2020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2020<\/a>&nbsp;and up to that same amount in&nbsp;<a href=\"https:\/\/www.cpc-nyc.org\/sites\/default\/files\/2024%20Annual%20Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2024<\/a>&nbsp;to the CPC, the nonprofit\u2019s annual reports show.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CPC has accepted funds from multiple other organizations that have ties to the CCP, the DCNF previously reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Republicans recently&nbsp;<a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2025\/04\/2025-04-14-Green-Brecheen-to-Ho-CPC-re-CPC-Funding.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">launched<\/a>&nbsp;an investigation into the CPC after an undercover video surfaced allegedly&nbsp;<a href=\"https:\/\/x.com\/ItsYourGov\/status\/1907794060141609216\" target=\"_blank\" rel=\"noreferrer noopener\">showing<\/a>&nbsp;CPC staff coaching illegal immigrants on how to avoid Immigration and Customs Enforcement (ICE) apprehension.&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2025\/04\/16\/gop-chairmen-demand-answers-from-cpc\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: EXCLUSIVE: GOP Launches Investigation Into Taxpayer-Funded Group Allegedly Caught Teaching How To Avoid ICE)<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic New York Gov. Kathy Hochul&nbsp;<a href=\"https:\/\/www.governor.ny.gov\/news\/governor-hochul-signs-landmark-legislation-creating-new-climate-superfund\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a>&nbsp;the climate bill in December 2024, enacting a law that will require energy companies to pay billions to the state over 25 years to atone for their supposed roles in causing climate change. The new law rests on shaky legal foundations and functions as a state revenue grab that, if fully implemented, is likely to increase consumer costs, energy and legal experts previously&nbsp;<a href=\"https:\/\/dailycaller.com\/2024\/12\/31\/new-york-superfund-law-climate-change-enegry-consumers\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a>&nbsp;the DCNF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hochul\u2019s office says that the state will use the funds extracted from energy companies under the law to pay for projects that will enhance the state\u2019s \u201cresiliency to dangerous climate impacts.\u201d Some of the projects to be funded by the law include upgrades to drainage systems, refashioning buildings to be more green and developing \u201cgreen spaces\u201d in urban environments, according to the law\u2019s text.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Upon signing the bill, Hochul\u2019s office&nbsp;<a href=\"https:\/\/archive.ph\/n93LW\" target=\"_blank\" rel=\"noreferrer noopener\">proclaimed<\/a>&nbsp;that the new superfund law will \u201c[shift] the cost of climate adaptation from everyday New Yorkers to the fossil fuel companies most responsible for the pollution.\u201d If the law is fully implemented, the financial burden on energy companies will ultimately lead to increased costs for the consumers, critics told the DCNF at the time of the bill\u2019s enactment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration filed complaints against Vermont and New York over their \u201c<a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-files-complaints-against-hawaii-michigan-new-york-and-vermont-over\" target=\"_blank\" rel=\"noreferrer noopener\">climate superfund laws<\/a>\u201d on May 1, following Trump\u2019s April 8&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/protecting-american-energy-from-state-overreach\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a>&nbsp;directing Attorney General Pam Bondi to \u201cprotect\u201d domestic energy production from state laws that halt or hinder energy development.&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2025\/05\/01\/trump-admin-sues-hawaii-michigan-block-fossil-fuel-companies-climate-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: Trump Admin Sues To Block Blue States From Taking Fossil Fuel Companies To Court Over Climate Change)<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CPC has also backed other policies that hinder domestic energy production in addition to purportedly advising illegal migrants on how to defy immigration laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is an urgent need to invest in our community well-being and safety through building climate resilient infrastructures and systems,\u201d the CPC\u2019s website reads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It continues to argue for the passage of the&nbsp;<a href=\"https:\/\/archive.ph\/mpa4B\" target=\"_blank\" rel=\"noreferrer noopener\">Climate, Jobs, and Justice Package<\/a>&nbsp;for the sake of \u201cmarginalized communities,\u201d which includes the superfund law as well as the NY Home Energy Affordable Transition&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20250501061351\/https:\/\/www.nysenate.gov\/legislation\/bills\/2023\/S2016\/amendment\/A\" target=\"_blank\" rel=\"noreferrer noopener\">Act<\/a>&nbsp;and the Just Energy Transition&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20250501061331\/https:\/\/www.nysenate.gov\/legislation\/bills\/2023\/S2935\/amendment\/C\" target=\"_blank\" rel=\"noreferrer noopener\">Act<\/a>. The NY Home Energy Affordable Transition Act seeks to \u201c[align] utility regulation with state climate justice and emission reduction targets\u201d and the Just Energy Transition Act would \u201cprovide a blueprint to guide the replacement and redevelopment of New York State\u2019s fossil fuel facilities and their sites by 2030,\u201d according to the bill text.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CPC supports efforts to \u201cdecarbonize New York and transition into renewable energy that will allow all New Yorkers to live in a safe and healthy environment,\u201d the nonprofit\u2019s website states.
