\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The UK\u2019s Advanced Research and Invention Agency (ARIA), established in 2023 with an \u00a3800 million purse of taxpayer funds, received a burst of publicity last week when it was unveiled that the agency was planning to \u201c<a href=\"https:\/\/www.telegraph.co.uk\/news\/2025\/05\/08\/secretive-quango-dim-sun-fight-global-warming\/\" target=\"_blank\" rel=\"noreferrer noopener\">dim the sun<\/a>\u201d to fight global warming. The agency approved \u00a356.8 million to be spent on \u201cclimate cooling\u201d projects which include looking into the logistics of building a \u2018sunshade\u2019 in space and injecting plumes of salt water into the sky to reflect sunlight away from Earth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ARIA is the brainchild of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Dominic_Cummings\" target=\"_blank\" rel=\"noreferrer noopener\">Dominic Cummings<\/a>, a prominent British political strategist who served as the chief adviser to UK Prime Minister Boris Johnson from 2019 to 2020. Cummings pitched a lean, \u201caudacious\u201d agency to fund high-stakes research in AI, quantum computing and synthetic biology, sidestepping the \u201ctimid bureaucracy\u201d of UK Research and Innovation (UKRI). In a&nbsp;<a href=\"https:\/\/dominiccummings.com\/wp-content\/uploads\/2018\/09\/20180904-arpa-parc-paper1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">research paper<\/a>&nbsp;published in 2018 on his website, \u2018On the ARPA\/PARC \u201cDream Machine\u201d, science funding, high performance and UK national strategy\u2019, Cummings proposed a high-powered publicly-funded British research agency to emulate the US Defence Advanced Research Projects Agency (DARPA) and Xerox\u2019s Palo Alto Research Centre (PARC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latter two entities inculcated high-risk, high-reward research with minimal bureaucracy and exemplified high-performance team performance, flexible work processes and visionary leadership. They yielded many innovations such as GPS, the internet, laser printing, the graphical user interface and the computer mouse, which resulted in large societal and economic returns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>On Governments Picking Winners<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.aria.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">ARIA<\/a>&nbsp;describes itself as an agency that \u201cempowers scientists and engineers, from our Programme Directors to the teams we fund, with the resources and freedom to pursue breakthroughs at the edge of the possible\u2026 Created by an Act of Parliament, and sponsored by the Department for Science, Innovation, and Technology, ARIA funds breakthrough R&amp;D in underexplored areas to catalyse new paths to prosperity for the UK and the world\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But ARIA is a shaky bet for Britain\u2019s national welfare. The historical record of governments picking winners is a poor one. DARPA\u2019s poster children \u2014 the internet and GPS \u2014 owe their global dominance to private enterprise. ARPANET, DARPA\u2019s brainchild, needed decades of corporate muscle to become the internet we know. GPS flourished through market-driven scaling up, not Pentagon edicts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DARPA\u2019s $3.4 billion budget, propped up by the Department of Defence\u2019s $190 billion procurement juggernaut, dwarfs ARIA\u2019s \u00a3800 million. ARIA also lacks a clear \u2018customer\u2019 to turn ideas into reality. While DARPA is funded by and dedicated to the focused needs of the US Department of Defence, the Xerox PARC research lab was a private sector undertaking, serving the pecuniary needs of the company\u2019s shareholders. ARIA, in contrast, is devoted to the broader, more amorphous goals of economic growth and prosperity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Margaret Thatcher \u2014 Great Britain\u2019s most audacious post-War Prime Minister \u2014 was a&nbsp;<a href=\"https:\/\/www.margaretthatcher.org\/archive\/Hayek\" target=\"_blank\" rel=\"noreferrer noopener\">Hayekian<\/a>, convinced that the fundamental role of government is to support private entrepreneurs, to unleash their \u2018animal spirits\u2019 in their areas of business expertise. She would have scoffed at proposals to \u2018invest\u2019 tax-payers\u2019 money in quangos \u2013 quasi autonomous non-governmental organisations funded by the government \u2013 such as ARIA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She would have found it more appropriate for the government to offer tax credits to the private sector to pursue its own lines of innovation and invention. For Thatcher, who did much to make \u201cprivate enterprise not a dirty word anymore\u201d, as the&nbsp;<a href=\"https:\/\/www.economist.com\/britain\/2019\/10\/12\/the-sad-decline-of-thatcherism\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Economist<\/em><\/a>&nbsp;put it,&nbsp;entrepreneurs with their own skin in the game \u2013 not government-appointed mandarins \u2013 are more likely to rescue Britain from its economic decline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Quango That Would Dim the Sun<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ARIA, as a quasi-autonomous non-governmental organisation under the Department for Science, Innovation and Technology, is a textbook case of government overreach. Unlike private firms, which innovate or die by market forces, quangos thrive on political cosiness and self-preservation. ARIA\u2019s exemption from Freedom of Information (FOI) requests, baked into the 2022 ARIA Act, cloaks its \u00a3800 million budget in opacity. With little public scrutiny, ARIA could fritter away millions on pet projects, eroding trust in a nation still smarting from&nbsp;<a href=\"https:\/\/bylinetimes.com\/2020\/09\/02\/government-awards-43-8-million-ppe-deal-to-dormant-firm\/\" target=\"_blank\" rel=\"noreferrer noopener\">procurement scandals<\/a>&nbsp;during the Covid lockdowns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cummings\u2019s 2018 vision for ARIA as a bureaucracy-busting force is noble but na\u00efve. Quangos, by their nature, morph into self-serving beasts, as Friedrich Hayek&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/The_Fatal_Conceit\" target=\"_blank\" rel=\"noreferrer noopener\">warned<\/a>&nbsp;in&nbsp;<em>The Fatal Conceit<\/em>. His \u201ccurious task\u201d of economics \u2014 showing how little planners know about what they design \u2014 applies to ARIA\u2019s grandiose aims. The agency\u2019s dabbling in geoengineering, like cloud brightening to cool the planet, smacks of hubris. The&nbsp;<em>Telegraph<\/em>\u2019s Sarah Knapton&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/news\/2025\/05\/08\/secretive-quango-dim-sun-fight-global-warming\/\" target=\"_blank\" rel=\"noreferrer noopener\">calls<\/a>&nbsp;ARIA a \u201cshady no-man\u2019s land\u201d with \u201ceye-watering\u201d public funds but scant accountability, a sentiment echoing Hayek\u2019s scepticism about state overreach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just how dimming the sun will help Britain\u2019s quest for prosperity \u2013 ARIA\u2019s explicit mandate \u2013 is not clear. Is the argument that temperate Britain is \u2018over-heating\u2019 and hence unable to promote economic growth? This goes against the&nbsp;<a href=\"https:\/\/depositsmag.com\/2017\/07\/18\/a-warming-medieval-climate-supports-a-revolution-in-agriculture\/\" target=\"_blank\" rel=\"noreferrer noopener\">historical record<\/a>&nbsp;which shows that the Northern Atlantic underwent an agricultural revolution, more extensive human settlements and higher life expectancy rates during the Medieval Warming Period (900-1300) when temperatures were at least as high if not higher than in the late 20th Century.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Medical commentator Dr John Campbell&nbsp;<a href=\"https:\/\/x.com\/wideawake_media\/status\/1921498250298655167\" target=\"_blank\" rel=\"noreferrer noopener\">raises<\/a>&nbsp;urgent concerns about the planned sun dimming experiments, warning it could sabotage agricultural yields, trigger famine on a \u201cbiblical scale\u201d and destabilise weather systems \u2014 all without public consent. James Melville, a media commentator with over half a million followers on X,&nbsp;<a href=\"https:\/\/x.com\/JamesMelville\/status\/1921573307662426486\" target=\"_blank\" rel=\"noreferrer noopener\">questions<\/a>&nbsp;\u201can energy strategy of plastering solar panels on farmland when the government also spends \u00a350 million on dimming the sun experiments\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thaddeus G. McCotter, who served as a Republican representative in Michigan\u2019s 11th Congressional District from 2003-2012, had this to&nbsp;<a href=\"https:\/\/amgreatness.com\/2025\/05\/03\/bad-day-sunshine-climate-dimwits-declare-war-on-the-sun\/\" target=\"_blank\" rel=\"noreferrer noopener\">say<\/a>&nbsp;of ARIA\u2019s proposed experiments:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Standing with both hands extended for a \u00a350 million squeeze of the public teat, United Kingdom scientists claim the sun you celebrate in song contributes to \u2018runaway climate change\u2019. And these white-robed high priests of perfidious Albion\u2019s climate cult have a novel idea to control the weather and forestall the impending apocalypse: dimming the sun.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">In these experiments, ARIA is indistinguishable from the Green Blob that is doing the bidding of climate zealot&nbsp;<a href=\"https:\/\/tilakdoshi.substack.com\/p\/the-ed-miliband-phenomenon-what-makes\" target=\"_blank\" rel=\"noreferrer noopener\">Ed Miliband<\/a>, from \u201c<a href=\"https:\/\/futurism.com\/seacure-carbon-ocean\" target=\"_blank\" rel=\"noreferrer noopener\">sucking CO<sub>2<\/sub>&nbsp;directly out of the ocean<\/a>\u201d to&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/politics\/2024\/10\/03\/ed-miliband-carbon-capture-and-storage-unproven-green-tech\/\" target=\"_blank\" rel=\"noreferrer noopener\">betting \u00a322 billion in funding<\/a>&nbsp;for unproven carbon capture and storage&nbsp;(CCS) projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Markets, Not Mandarins, for Britain\u2019s Future<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Private enterprise, not quangos, is Britain\u2019s best bet for innovation and inventions that lift social welfare. The British agricultural and industrial revolutions took place in the 18th and 19th Centuries in the complete absence of government funding for science, as the work of&nbsp;<a href=\"https:\/\/www.amazon.com\/Economic-Laws-Scientific-Research\/dp\/0333560450?ref_=ast_author_dp\" target=\"_blank\" rel=\"noreferrer noopener\">Terence Kealey<\/a>&nbsp;demonstrates. ARIA\u2019s top-down bets driven by quango functionaries who buy into Ed Miliband\u2019s obsessions with global climate change risk missing the mark on Britain\u2019s urgent challenges to revive economic growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government funding often crowds out private investment, skewing priorities. The \u00a3800 million sunk into ARIA could instead be used to slash taxes for start-ups or streamline regulations for tech hubs, unleashing market dynamism. Silicon Valley\u2019s success stems from such freedom, not state handouts. ARIA\u2019s mandarins, shielded from scrutiny, could cling to failing projects, wasting funds that markets would redirect swiftly. In sum, ARIA is a misguided use of taxpayers\u2019 money. Private enterprise, with its ruthless efficiency and market-driven focus, trumps quangos in delivering innovations that can boost Britain\u2019s economy and welfare. Britain deserves better \u2014 a market-led renaissance, not a quango\u2019s pipe dreams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.sussexlive.co.uk\/news\/sussex-news\/king-canute-bosham-chichester-waves-7638553\" target=\"_blank\" rel=\"noreferrer noopener\">King Canute<\/a>&nbsp;apocryphally commanded the incoming waves to halt and not wet his feet or cloak. As the waves inevitably drenched him, he said: \u201cLet all men know how empty and worthless is the power of kings, for there is none worthy of the name, but he whom heaven, earth and sea obey by eternal laws.\u201d The humility and wisdom of Canute and his respect for eternal laws are evidently lost on the likes of the Advanced Research and Invention Agency (ARIA) and its hubristic managers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Dr Tilak K.
