policy experts who spoke with the Daily Caller News Foundation largely attributed to state-funded renewable energy projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Bill&nbsp;<a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&amp;which_year=2025&amp;bill_num=SB01560\" target=\"_blank\" rel=\"noreferrer noopener\">1560<\/a>&nbsp;proposes removing the&nbsp;<a href=\"https:\/\/portal.ct.gov\/-\/media\/pura\/landing-page\/pura-faqs---august-2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">public benefits charge<\/a>&nbsp;\u2014 a required surcharge on utility customers\u2019 bills that funds state-mandated programs, including renewable energy investment \u2014 from electricity bills. Instead, the state would borrow up to $2.4 billion by selling bonds, thus transferring the financial burden from utility customers to taxpayers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re looking at creating this Electric Rate Stabilization Fund \u2014 taking taxpayer dollars and redistributing that to people to help them pay for their exorbitant electric bills that they\u2019ve created,\u201d CEO and founder of American Energy Institute Jason Isaac said. \u201cThey\u2019re trying to virtue signal and appease a leftist base of their voters.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill proposes significant changes to the state\u2019s energy rate structures and would create the Connecticut Energy Procurement Authority to oversee both the Electric Rate Stabilization Fund (ERSF) and the Green Bond Fund (GBF). While the ERSF and GBF would both be funded by up to $2.4 billion in state-issued bonds over three years, the ERSF would focus on stabilizing electricity rates for consumers, while the GBF would support green energy and infrastructure projects. The bill additionally outlines that nuclear power generators in the state should be classified as renewable energy sources.&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2025\/04\/10\/energy-department-trump-admin-nuclear-power-development\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: \u2018Just Getting Started\u2019: Energy Experts Say Trump Admin Could Fuel \u2018Nuclear Renaissance\u2019)<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s an ingenious way to hide the fact that renewable energy and climate related programs are nothing but an unnecessary expense that do absolutely nothing for the climate,\u201d author and&nbsp;<a href=\"https:\/\/www.climatedepot.com\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Depot<\/a>&nbsp;executive editor Marc Morano told the DCNF, calling so-called green energy policies an \u201cunbelievable grift\u201d pushed on taxpayers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Connecticut has supported several expensive renewable energy projects in the past, including for&nbsp;<a href=\"https:\/\/portal.ct.gov\/deep\/energy\/solar-for-all\" target=\"_blank\" rel=\"noreferrer noopener\">solar<\/a>&nbsp;power development, zero-emission&nbsp;<a href=\"https:\/\/www.ctpublic.org\/2024-11-05\/epa-ct-ports-zero-emission-dock-equipment\" target=\"_blank\" rel=\"noreferrer noopener\">dock equipment<\/a>&nbsp;and electric vehicle (EV)&nbsp;<a href=\"https:\/\/portal.ct.gov\/deep\/air\/mobile-sources\/evconnecticut\/evconnecticut---incentives\">incentives<\/a>. All the while, utility costs in&nbsp;<a href=\"https:\/\/www.eia.gov\/electricity\/monthly\/epm_table_grapher.php?t=table_5_06_a\" target=\"_blank\" rel=\"noreferrer noopener\">New England<\/a>&nbsp;and Connecticut have risen to be among the highest in the country, which one&nbsp;<a href=\"https:\/\/rifreedom.org\/wp-content\/uploads\/ISO-NE-r3d-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>&nbsp;by a coalition of six think tanks linked to the area\u2019s several renewable energy projects.&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2022\/04\/21\/consumers-utilities-energy-renewables-natural-gas\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: Consumers Set To Get Crushed As Energy Utilities Switch To Solar, Wind)<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the state eventually&nbsp;<a href=\"https:\/\/www.instituteforenergyresearch.org\/regulation\/connecticut-bails-on-offshore-wind\/\" target=\"_blank\" rel=\"noreferrer noopener\">backed out<\/a>&nbsp;of its proposed offshore wind projects, Connecticut sunk&nbsp;<a href=\"https:\/\/ctmirror.org\/2024\/12\/19\/new-london-state-pier-construction-fixes\/\" target=\"_blank\" rel=\"noreferrer noopener\">$311 million<\/a>&nbsp;into refurbishing a pier with the purpose of launching offshore wind turbines that never made it out to sea, according to the CT Mirror. The fate of the project is still being discussed, though it is over $200 million over budget, WSHU Public Radio&nbsp;<a href=\"https:\/\/www.wshu.org\/connecticut-news\/2025-04-11\/ct-state-pier-port-authority-construction-costs\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May 2022, Democratic Connecticut Gov. Ned Lamont&nbsp;<a href=\"https:\/\/portal.ct.gov\/governor\/news\/press-releases\/2022\/05-2022\/governor-lamont-signs-key-climate-change-energy-legislation?language=en_US\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a>&nbsp;a law requiring the state\u2019s electricity to be entirely carbon-free by 2040, officially codifying the standard he had first set by executive order in 2019. The legislation set several targets, including a reduction in emissions by 45% from 2001 levels by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government-mandated energy projects in the state have received just over $1 billion annually from the public benefits charge, two electric distribution companies&nbsp;<a href=\"https:\/\/insideinvestigator.org\/ct-ratepayers-paying-over-1-billion-per-year-in-public-benefits-charges\/?utm_source=chatgpt.com\">said<\/a>&nbsp;in a testimony on April 16, according to Connecticut Inside Investigator.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Customers of Eversource, one of the energy distributors, are currently paying about $800 million annually in public benefits charges, which include $380 million for state-mandated solar energy procurement requirements, according to the testimony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Connecticut has the third-highest electricity costs, behind Hawaii and California, according to February&nbsp;<a href=\"https:\/\/www.eia.gov\/electricity\/monthly\/epm_table_grapher.php?t=epmt_5_6_a\" target=\"_blank\" rel=\"noreferrer noopener\">data<\/a>&nbsp;from the U.S. Energy Information Administration. On average, Connecticut residents\u2019&nbsp;energy bills are 30% higher than the national average, according to an&nbsp;<a href=\"https:\/\/homeenergyclub.com\/resources\/average-electric-bill-by-state\" target=\"_blank\" rel=\"noreferrer noopener\">analysis<\/a>&nbsp;from Home Energy Club. Moreover, states with renewable energy requirements see a roughly 4% increase the average electric bill, while in Connecticut the added cost is just over 5%, according to a 2024&nbsp;<a href=\"https:\/\/eta-publications.lbl.gov\/sites\/default\/files\/lbnl_rps_ces_status_report_2024_edition.pdf\">report<\/a>&nbsp;from Lawrence Berkeley National Laboratory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As American energy demand continues to climb, the odds of impending blackouts would&nbsp;<a href=\"https:\/\/dailycaller.com\/2024\/10\/10\/americas-power-supply-inadequate-demand-decades-end-major-consultancy-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">increase<\/a>&nbsp;if the supply fails to grow at the same rate. The push toward renewable energy sources, in addition to stringent environmental regulations&nbsp;<a href=\"https:\/\/dailycaller.com\/2024\/09\/17\/epa-power-plant-rules-grid-operators-reliability\/\" target=\"_blank\" rel=\"noreferrer noopener\">approved<\/a>&nbsp;under former President Joe Biden, may have contributed to the slower growth of energy supply currently being experienced in the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Renewables are generally&nbsp;<a href=\"https:\/\/dailycaller.com\/2024\/05\/04\/data-wind-generation-decrease-2023-grid-reliability\/\" target=\"_blank\" rel=\"noreferrer noopener\">less reliable<\/a>&nbsp;than other sources of power and need to work in tandem with \u201cbase load\u201d power sources such as coal, energy experts previously&nbsp;<a href=\"https:\/\/dailycallernewsfoundation.org\/2025\/04\/18\/energy-experts-trump-admin-deregulation-agenda-coal-revival\/\">told<\/a>&nbsp;the DCNF. As several states around the U.S. ramp up climate initiatives and the demand for electricity continues to grow, many experts have warned that the risk of grid blackouts increases, with rolling blackouts predicted to begin by 2028, according to the North American Electric Reliability Corporation\u2019s 2024&nbsp;<a href=\"https:\/\/www.nerc.com\/pa\/RAPA\/ra\/Reliability%20Assessments%20DL\/NERC_Long%20Term%20Reliability%20Assessment_2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Donald Trump signed an&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/protecting-american-energy-from-state-overreach\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a>&nbsp;on April 8&nbsp;directing his administration to examine state efforts to sue or impose large financial penalties on energy companies over climate change. Democratic Connecticut Sen.
