It\u2019s taken a direct financial hit from California\u2019s mounting anti-oil regulations, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>A $1.1 billion impairment charge<\/strong>\u2014a warning siren about future profitability.<\/li>\n\n\n\n<li><strong>An $82 million air-quality fine<\/strong>, despite the facility operating under existing permits.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.energy.ca.gov\/proceeding\/senate-bill-x1-2-implementation\"><strong>New laws<\/strong>\u00a0like\u00a0<strong>SBX 1-2<\/strong>,<\/a>\u00a0which micromanage fuel inventory, pricing, and even resupply logistics.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These policies are not regulatory oversight\u2014they are operational quicksand. The message is clear: if you\u2019re not making biofuel, you\u2019re not welcome.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Not Just a Shutdown\u2014A Strategic Vacuum<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Valero\u2019s exit will eliminate&nbsp;<strong>9% of the state\u2019s refining capacity<\/strong>, triggering ripple effects that Californians will feel directly at the pump. That\u2019s because this isn\u2019t about fuel security or emissions. It\u2019s about control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Smoking Gun: California\u2019s Blueprint for State-Owned Refineries<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Buried in the&nbsp;<strong><a href=\"https:\/\/seuc.senate.ca.gov\/sites\/seuc.senate.ca.gov\/files\/cec_draft_transportation_fuels_assessment.pdf\">California Energy Commission\u2019s May 2024 Draft Transportation Fuels Assessment<\/a><\/strong>&nbsp;is an eye-popping section outlining \u201chighly complex implementation policies\u201d for managing gasoline supply. The very same report recognizes that refineries are shutting down not because demand has disappeared\u2014it hasn\u2019t\u2014but because state policy has made it uneconomical to continue operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report openly discusses how \u201cas demand for gasoline shrinks, refineries may close or convert to processing clean transportation fuels.\u201d But here\u2019s the kicker:&nbsp;<strong>the decline in demand is slow and uneven<\/strong>, while supply shocks\u2014thanks to abrupt closures\u2014are \u201clumpy,\u201d causing instability and risk. The document then lists&nbsp;<strong>state takeover scenarios as a solution<\/strong>&nbsp;to this instability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words: destabilize the industry, then nationalize it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fewer Choices, Higher Prices, and One Owner<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This isn\u2019t a conspiracy theory. It\u2019s&nbsp;<strong>policy, in writing<\/strong>, from the California Energy Commission. State officials are laying the groundwork to replace a functioning, competitive fuel market with a government-run enterprise. Think DMV meets gas pump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And what about the consequences?<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Soaring fuel prices.<\/strong><\/li>\n\n\n\n<li><strong>Massive job losses in refining, transport, and supply chains.<\/strong><\/li>\n\n\n\n<li><strong>Crippling tax revenue loss for local communities like Benicia.<\/strong><\/li>\n\n\n\n<li><strong>Increased emissions from imported fuels and marine transport.<\/strong><\/li>\n\n\n\n<li><strong>Higher risks of supply shortages due to bureaucratic mismanagement.<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All justified in the name of climate \u201cequity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Power Grab Disguised as Progress<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not about climate. It\u2019s not even about cleaner air\u2014California\u2019s emissions from transportation fuels are already among the lowest in the nation thanks to past technological improvements. This is about power\u2014concentrated, centralized, and entirely unaccountable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gavin Newsom and his allies want to run California\u2019s fuel infrastructure from Sacramento. They want a state monopoly on the means of energy production. If private operators won\u2019t dance to the state\u2019s tune, they\u2019ll be fined, sued, and regulated into oblivion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And then\u2014when the last private operator gives up\u2014Newsom will declare a crisis and&nbsp;<strong>\u201creluctantly\u201d take over<\/strong>&nbsp;to \u201cprotect the public.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Valero\u2019s Exit Isn\u2019t the End\u2014It\u2019s the Beginning<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s happening in Benicia is a case study in economic expropriation by regulatory warfare. The goal is not to clean the air\u2014it\u2019s to seize the refinery. Newsom and his bureaucrats have written the playbook, and they\u2019re not hiding it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The only thing standing between Californians and $10 gasoline\u2014rational policy, free enterprise, and informed resistance\u2014is rapidly disappearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This isn\u2019t just bad governance.
