That\u2019s how free markets are supposed to work.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Energy last Tuesday (March 24)&nbsp;<a href=\"http:\/\/thequadreport.com\/?action=user_content_redirect&amp;uuid=541fd78324af05a79c584c8c73c2de74d37e4b20305be5b432059cc44db61375&amp;blog_id=139531300&amp;post_id=4000&amp;user_id=0&amp;subs_id=375631&amp;signature=a9f00920df737bec6a109c356be4ed15&amp;email_name=new-post&amp;user_email=rbradley@iertx.org&amp;encoded_url=aHR0cHM6Ly93d3cuZmVkY29ubmVjdC5uZXQvRmVkQ29ubmVjdC9kZWZhdWx0LmFzcHg\/UmV0dXJuVXJsPSUyZkZlZENvbm5lY3QlMmYlM2Zkb2MlM2RERS1GT0EtMDAwMzQ4NSUyNmFnZW5jeSUzZERPRSZkb2M9REUtRk9BLTAwMDM0ODUmYWdlbmN5PURPRQ=&amp;email_id=b6d1e850458fa771de4fa2230f808686\">announced<\/a>&nbsp;a $900 million pot of money to \u201cde-risk the deployment of Generation III+ light-water small modular reactors (Gen III+ SMR).\u201d Energy Secretary Chris Wright said (although it\u2019s more likely someone wrote the words for him), \u201cAmerica\u2019s nuclear energy renaissance starts&nbsp;<em>now<\/em>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Really?<\/em>&nbsp;The new solicitation is a dead ringer for the Biden administration\u2019s October 2024&nbsp;<a href=\"http:\/\/thequadreport.com\/?action=user_content_redirect&amp;uuid=e2ab11a5bb5907d30e4e18ca8c57cd687a7f83ab543d18b9a7e9548e36cf5f12&amp;blog_id=139531300&amp;post_id=4000&amp;user_id=0&amp;subs_id=375631&amp;signature=f8308df4adb7a4191fdb0d692d58903e&amp;email_name=new-post&amp;user_email=rbradley@iertx.org&amp;encoded_url=aHR0cHM6Ly9jb250ZW50LmdvdmRlbGl2ZXJ5LmNvbS9hY2NvdW50cy9VU0RPRU9DRUQvYnVsbGV0aW5zLzNiYzIyNGU&amp;email_id=b6d1e850458fa771de4fa2230f808686\">$900 SMR solicitation<\/a>, in many cases word-for-word, including a \u2018two-tier\u2019 structure: $800 million for the first, $100 million for the second. The residue of the Biden initiative has been scrubbed from DOE\u2019s website, probably in hopes that no one would remember it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Wright gave away the secret in his news release, which stated, \u201cApplications are due on April 23, 2025, at 5:00 p.m. ET. Previous applicants who applied to the 2024 solicitation must resubmit their proposals following the new guidance to receive consideration. New applications are also welcome.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It either case, it\u2019s bad government policy. It puts taxpayer money into enterprises that are fully capable of succeeding or failing without it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mirage of SMRs<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anyone who has been paying attention to small modular reactors over the years, as&nbsp;<a href=\"http:\/\/thequadreport.com\/?action=user_content_redirect&amp;uuid=77559f0d6d08e111020d2e5e16061273d9bd1ea2f5ef6dc6aa1f2778c85d5bc5&amp;blog_id=139531300&amp;post_id=4000&amp;user_id=0&amp;subs_id=375631&amp;signature=0e99376b46ee8dee08c2b1b6a7c93717&amp;email_name=new-post&amp;user_email=rbradley@iertx.org&amp;encoded_url=aHR0cHM6Ly90aGVxdWFkcmVwb3J0LmNvbS9jb21tZW50YXJ5LWRvZXMtZG9vZnVzLXNtci1zdWJzaWR5LXdoZXRoZXItdHJ1bXBzLW9yLWJpZGVucy90aGVxdWFkcmVwb3J0LmNvbQ=&amp;email_id=b6d1e850458fa771de4fa2230f808686\">The Quad Report<\/a>&nbsp;has done, knows that lack of investment is not a problem for serious SMR developers.&nbsp;<a href=\"http:\/\/thequadreport.com\/?action=user_content_redirect&amp;uuid=9d00d8ee721a8f11c466a60596b6c343ff7fa2b22e5e14c4f11bd28a557fa109&amp;blog_id=139531300&amp;post_id=4000&amp;user_id=0&amp;subs_id=375631&amp;signature=86f055c57cd0d40961ee9bcce60f17b6&amp;email_name=new-post&amp;user_email=rbradley@iertx.org&amp;encoded_url=aHR0cHM6Ly93d3cudGVycmFwb3dlci5jb20v&amp;email_id=b6d1e850458fa771de4fa2230f808686\">TerraPower<\/a>, a Bill Gates venture, has close ties to the United Arab Emirates. The company&nbsp;<a href=\"http:\/\/thequadreport.com\/?action=user_content_redirect&amp;uuid=65e247addb878640320f880d98fc3729849b44f19d643258c9dc49dd701bb0b2&amp;blog_id=139531300&amp;post_id=4000&amp;user_id=0&amp;subs_id=375631&amp;signature=d4d02f2725e1bfdd1c99bbecb56e8c8a&amp;email_name=new-post&amp;user_email=rbradley@iertx.org&amp;encoded_url=aHR0cHM6Ly93d3cubmVpbWFnYXppbmUuY29tL25ld3MvdGVycmFwb3dlci1wbGFucy1nbG9iYWwtcm9sbG91dC1vZi1udWNsZWFyLXJlYWN0b3Iv&amp;email_id=b6d1e850458fa771de4fa2230f808686\">recently announced<\/a>&nbsp;it is going global with its unique SMR design. Chris Wright surely knows this. He sat on the Oklo board before being named the head DOE. Oklo\u2019s stock took a beating on Monday,&nbsp;<a href=\"http:\/\/thequadreport.com\/?action=user_content_redirect&amp;uuid=9df1883778bde81519713f772053a10b3300988e985d9226c7a397225d7c93c5&amp;blog_id=139531300&amp;post_id=4000&amp;user_id=0&amp;subs_id=375631&amp;signature=b140a85b51eb646b63c2f7b559dea63e&amp;email_name=new-post&amp;user_email=rbradley@iertx.org&amp;encoded_url=aHR0cHM6Ly93d3cubXNuLmNvbS9lbi11cy9tb25leS90b3BzdG9ja3Mvb2tsby1zdG9jay1mYWxscy1vbi1lYXJuaW5ncy1pdC1zaG91bGRuLXQtc3VycHJpc2UtbnVjbGVhci1lbmVyZ3ktZmFucy9hci1BQTFCekpibT9vY2lkPUJpbmdOZXdzU2VycA=&amp;email_id=b6d1e850458fa771de4fa2230f808686\">Baron\u2019s reported<\/a>, \u201cafter the nuclear start-up posted a widening annual loss and noted that \u2018significant\u2019 financial losses were expected for the near future.\u201d That\u2019s the market speaking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/www.nuscalepower.com\/\">NuScale Power<\/a>&nbsp;has Fluor money and is publicly traded. The customers for the power \u2013 particularly the data center developers, including Microsoft and Amazon \u2013 have plenty of money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>What\u2019s lacking are the products \u2013 the SMRs<\/em>. It\u2019s not the government\u2019s job to pick winners and losers in the race to develop the products. That\u2019s how free markets are supposed to work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that\u2019s not the way the federal government has worked for the last 50+ years when it comes to energy, particularly nuclear energy. The new, allegedly \u201cconservative\u201d administration is no different. Their practice is no-fault capitalism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first nuclear era died for a number of reasons, many of them decisions made by the partnership of government and industry \u2013 the vendors and the utilities \u2013 who were determined to overcome market forces. They were seduced by the concept of \u201ceconomies of scale,\u201d which they didn\u2019t understand. \u201cLearning by doing\u201d was swamped by a rush to differentiate what were experimental designs.&nbsp;<strong>[1]&nbsp;<\/strong>They deluded themselves about the pace of growth of demand (sounds familiar today). They were blinded by engineering hubris.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DOE will likely go forward with its almost billion-dollar boondoggle. The reactor vendors will certainly take the public money. But it will surely make no difference in whether they succeed or fail. The pressure will be on the DOE to posture about its \u201csuccesses,\u201d while the market will tell the tale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014\u2014\u2014\u2014<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>[1]&nbsp;<\/strong>As Vaclav Smil noted (<em>Energies<\/em>, 1999: p. 152):<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">As the U.S. utilities opted for many individualized designs, rather than for a standard reactor, and as they began to build concurrently dozens of new plants, construction costs escalated, and they were pushed up further by changing requirements of new safety regulations.\u201d<\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">This is a slightly revised version of what was&nbsp;<a href=\"http:\/\/thequadreport.com\/commentary-does-doofus-smr-subsidy-whether-trumps-or-bidens\/\">originally posted<\/a>&nbsp;at&nbsp;<a href=\"http:\/\/thequadreport.com\/\">The Quad Report<\/a>, the blog site of electricity expert Kennedy Maize.
