Alaska Natives celebrated the Department of the Interior\u2019s (DOI) decision to reinstate leasing and expansion for Alaska\u2019s oil and gas, community leaders told the Daily Caller News Foundation.<\/p>\n\n\n\n

DOI announced<\/a> Thursday that DOI Secretary Doug Burgum is \u201ctaking immediate steps to unleash Alaska\u2019s untapped natural resource potential and support President Donald Trump\u2019s vision of American Energy Dominance<\/a>,\u201d through reopening oil drilling in areas that the Biden administration had previously moved to shut down<\/a>. Native community leaders in Alaska told the DCNF that the DOI under the Trump administration has taken a step in a \u201cfavorable\u201d direction. (<\/a>RELATED: Biden Admin Makes Last-Ditch Effort To Shield Oil-Rich Part Of Alaska From Trump\u2019s Energy Agenda)<\/a><\/strong><\/p>\n\n\n\n

\u201cIt\u2019s cautious optimism,\u201dNagruk Harcharek, president of Voice of the Arctic I\u00f1upiat<\/a>, (VOICE) a nonprofit organization that represents 21 different Native American corporations and communities in Alaska, told the DCNF. \u201cWe feel like we\u2019re going to be able to get some things done with a more favorable administration, but we\u2019re also being careful about it because we don\u2019t want to threaten that cultural base and lifestyle that we rely on every day.\u201d<\/p>\n\n\n\n

Drilling activity is again open for development on the National Petroleum Reserve in Alaska<\/a> (NPR-A) and the Arctic Wildlife National Refuge\u2019s<\/a> (ANWR) Coastal Plain, after the Biden administration moved to forward a 2023 proposed rule<\/a> to shut down development in 2024. VOICE and its members announced that they \u201capplaud the U.S. Department of the Interior\u2019s Actions on the North Slope,\u201d in a March 20 press release<\/a> shared with the DCNF.<\/p>\n\n\n\n

\u201cIt was just constant barrage of surprise after surprise,\u201d Harcharek recalled the actions of the Biden administration to the DCNF. Harcharek referenced that the previous administration claimed to be the \u201cmost tribally friendly administration in the history<\/a> of the United States,\u201d though the native communities in the North Slope of Alaska \u201cdidn\u2019t get that sentiment whatsoever.\u201d<\/p>\n\n\n\n

Harcharek signaled that the Biden administration promised \u201cmeaningful consultation with the indigenous communities who stand to be most affected by policy decisions,\u201d on paper, and that they \u201cwere hopeful that it would be included in those dialogues\u201d surrounding the National Petroleum Reserve. He said there was \u201cvery minimal consultation,\u201d though this impacts his communities\u2019 \u201cbackyard.\u201d<\/p>\n\n\n\n

\u201cOftentimes we were finding out policy changes in the news,\u201d Harcharek said. \u201cWhich is not ideal when they have our phone numbers.\u201d<\/p>\n\n\n\n

\u201cVOICE gets mischaracterized as an oil and gas advocacy organization and that\u2019s not true,\u201d Harcharek said. \u201cWe are here to advocate for an economic base to support our communities and to support our culture.\u201d Harcharek continued to note that \u201cit just so happens that the way we do that right now\u201d is through advocating for pro-oil and pro-gas policies in Alaska \u201cbecause the economic base the North Slope is through resource development.\u201d<\/p>\n\n\n\n

Harcharek noted that 95% of the North Slope budget comes from oil and gas infrastructure taxes. \u201cThe economy in the North Slope is oil and gas activity,\u201d he said. Schools, healthcare, roads and running water all came from the \u201ceconomic base our early leaders ensured that we had access to,\u201d Harcharek said, expressing concerns that without access to oil and gas resource development, their community is forced \u201cto rely on the state and the federal government.\u201d<\/p>\n\n\n\n

\u201cSecretary Burgum\u2019s decision \u2026 suggests our community\u2019s voice is finally being heard in Washington,\u201d Kaktovik I\u00f1upiat Corporation (KIC) president Charles Lampe wrote in the press release. Reopening these lands for \u201cdevelopment opportunities on the Coastal Plain\u201d is met with \u201coverwhelming support from our community,\u201d Lampe continued.<\/p>\n\n\n\n

\u201cDOI\u2019s announcement is a positive step toward stronger engagement with North Slope I\u00f1upiat communities\u2014and a welcome change from the last administration\u2019s approach that put politics over our people, our self-determination, and its legal obligation to consult with governments on the North Slope,\u201d I\u00f1upiat Community of the Arctic Slope natural resources director and tribal secretary Doreen Leavitt told the DCNF. \u201cWe appreciate Secretary Burgum\u2019s early attention to our region and encourage the Trump-Vance administration to maintain open, ongoing dialogue with North Slope leaders to ensure policies that support our communities and self-determination in the long-term.\u201d<\/p>\n\n\n\n

\u201cThe Department of Interior\u2019s decision last week makes it clear that Alaska is once again being put at the forefront of America\u2019s energy future,\u201d Republican Alaska Rep. Nick Begich told the DCNF. \u201cThe voices of North Slope I\u00f1upiat communities were not given a seat at the table under the Biden Administration and Alaska\u2019s resources were locked up with the stroke of a pen.\u201d<\/p>\n\n\n\n

\u201cThe decision to reinstate leases and open the door to responsible development in NPR-A and ANWR will benefit Alaska Native communities across the state and every household and business that relies on reliable energy,\u201d Begich continued. \u201cWhen Alaskans have the freedom to develop our vast natural resources, every American stands to benefit \u2013 from lower energy prices to stronger national security. Energy touches every aspect of American life. From heating our homes and fueling our economy to ensuring the strength of our supply chains \u2013 energy is freedom.\u201d \u201cThe road to American energy dominance begins in Alaska, and I will continue working alongside the Trump Administration to ensure Alaskans are not just heard but are leading the way in securing America\u2019s energy future,\u201d Begich said.<\/p>\n\n\n\n

Alaska Sens. Murkowski and Sullivan\u2019s offices did not offer a comment but instead pointed the DCNF to a Thursday press release<\/a> from the Alaskan delegation.<\/p>\n\n\n\n

The group wrote<\/a> on X in April 2024 that the Biden administration \u201ccannot credibly claim this is for us when our communities & culture will suffer from this rule.\u201d<\/p>\n\n\n\n

\u201cNorth Slope I\u00f1upiat leaders were not consulted by the federal government prior to its actions,\u201d the press release states. \u201cBy excluding local Indigenous communities from the policymaking table, the Biden administration produced deeply flawed policies that would have imposed dire economic consequences on the North Slope I\u00f1upiat\u2019s communities and culture.\u201d<\/p>\n\n\n\n

The DOI and Burgum\u2019s announcement \u201cshows that this administration is taking a different approach than its predecessor by listening to North Slope I\u00f1upiat voices,\u201d wrote I\u00f1upiat Community of the Arctic Slope natural resources director and tribal secretary Doreen Leavitt in the press release. \u201cWhile these early executive and secretarial actions are promising, it is important that the Trump-Vance administration engage early and frequently with our North Slope leaders to ensure durable policy in our region that benefits our communities and advances our self-determination in the long term.\u201d<\/p>\n\n\n\n

The DOI and Burgum\u2019s office did not respond to the DCNF\u2019s request for comment.<\/p>\n\n\n\n
