Efron candidly described the agency\u2019s frantic efforts to distribute funds before the transition of power, stating, \u201cNow it\u2019s how to get the money out as fast as possible before they [Trump Administration] come in \u2026 it\u2019s like we\u2019re on the Titanic and we\u2019re throwing gold bars off the edge.\u201d<\/p>\n\n\n\n
