Mainland China has lots of coal but very little oil or gas, so their petrochemical industry is increasingly geared to use coal as its base plastic synthesis hydrocarbon.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Black Coal to White Trash<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>February 13, 2020&nbsp;By&nbsp;<a href=\"https:\/\/www.newsecuritybeat.org\/author\/rliu\/\">Richard Liu<\/a><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coal has long been China\u2019s \u201cblack gold,\u201d&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-china-energy\/chinas-2018-coal-usage-rises-1-percent-but-share-of-energy-mix-falls-idUSKCN1QH0C4\">supplying<\/a>&nbsp;over half of the nation\u2019s electricity. Yet as coal\u2019s energy share decreases due to domestic action to reduce air pollution and greenhouse gas emissions, a new coal industry is emerging. In China\u2019s arid northwest, eight plants are pulverizing coal chunks and \u201ccooking\u201d coal powder into something more valuable than power\u2014or maybe even gold. These coal conversion plants, soon&nbsp;<a href=\"https:\/\/www.woodmac.com\/news\/editorial\/the-opportunities-and-challenges-of-cto-mto-development\/\">numbering over 20<\/a>, churn out chemicals to produce plastic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In China\u2019s Thirteenth Five-Year Energy Development Plan, central policymakers set a&nbsp;<a href=\"https:\/\/www.nrdc.org\/experts\/alvin-lin\/understanding-chinas-new-mandatory-58-coal-cap-target\">target<\/a>&nbsp;to decrease coal\u2019s share in China\u2019s energy mix. Reducing coal power puts China on track to meet its 2015 Paris Agreement commitment to&nbsp;<a href=\"https:\/\/www.brookings.edu\/blog\/planetpolicy\/2018\/09\/12\/chinas-peaking-emissions-and-the-future-of-global-climate-policy\/\">peak emissions by 2030<\/a>. But China\u2019s investments in coal conversion now threaten to increase coal consumption. The risk of China deepening its coal dependency intensified at the 2019 United Nations Climate Summit, when China\u2019s State Councilor Wang Yi made no new commitments to cut coal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>China\u2019s love affair with CTO<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While most plastics are produced from natural gas or crude oil, Chinese plants are converting coal into chemicals used to produce plastics through direct coal-to-olefins (CTO) or the multistep coal-to-methanol (from coal) and then methanol-to-olefins.&nbsp;<a href=\"https:\/\/www.ciel.org\/wp-content\/uploads\/2017\/09\/Fueling-Plastics-How-Fracked-Gas-Cheap-Oil-and-Unburnable-Coal-are-Driving-the-Plastics-Boom.pdf\">China is the only country to implement CTO at scale<\/a>. From 2011 to 2015, China\u2019s CTO capacity&nbsp;<a href=\"https:\/\/www.ciel.org\/wp-content\/uploads\/2017\/09\/Fueling-Plastics-How-Fracked-Gas-Cheap-Oil-and-Unburnable-Coal-are-Driving-the-Plastics-Boom.pdf\">grew<\/a>&nbsp;from 1 million tons annually (MTA) to 7.2 MTA, equivalent to 20 percent of China\u2019s plastic feedstock capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While methanol-to-olefins has&nbsp;<a href=\"https:\/\/www.woodmac.com\/news\/can-chinas-cto-and-mto-industries-survive-the-threat-of-massive-steam-cracker-investment\/\">become unviable<\/a>&nbsp;in recent years due to uncompetitive methanol pricing, the profitability of CTO draws investment. According to Tian Yajun, a coal conversion expert from the<a href=\"http:\/\/www.nicenergy.com\/en\/\">&nbsp;National Institute of Clean and Low Carbon Energy<\/a>, \u201cCTO companies profit from high oil prices. I see it more as an unconscious cry for help from young adults who were failed by their teachers and the Aussie education system. If they had the faintest clue about science or the machine age products they take for granted, they wouldn\u2019t be out there making such fools of themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What happens to the coal which is exported from Newcastle?
