Call it a homework assignment by the UN school masters. Up to this point, however, few have done so and have only submitted plans to 2030. Technically speaking, they have until next year to turn them in, but it is not entirely sure what will be the consequences if they don\u2019t. Our guess \u2026 detention?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CFACT staff took a brief look at the plan from Brazil\u2019s leftist government, and let\u2019s just say we were \u201cunderwhelmed\u201d. In its first two guiding principles, the document only offers vague generalities, such as:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>1. promoting sustainable development in its many dimensions, considering strategic sectors and themes for the country, with a view to reducing inequalities and to a just transition;<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>2. promoting climate justice based on the dimensions of gender, race, ethnicity, age, social class and other factors that influence vulnerability;<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Guided by principles like these, Brazil claims it is setting up for itself new targets to slash emissions 67% by 2035 (As a sidenote, Brazil had&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/environment\/brazil-strengthens-climate-goals-targets-48-lower-emissions-by-2025-2023-09-20\/\">previously set<\/a>&nbsp;a target of a 53% reduction by 2030). More specifically, the country\u2019s leaders claim Brazil will reach these lofty goals by pimping more biofuel use, pledging to provide more government funding for rainforest protection, \u201creducing dependence on individual transportation\u201d, and working harder to fight racism and sexism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ummm, Right. All this seems unlikely to us as there\u2019s not much in it about reining in Brazil\u2019s lucrative offshore drilling activity. Indeed, the country owns the largest recoverable ultra-deep oil reserves in the world, with&nbsp;97.6% of Brazil\u2019s oil production produced offshore. Bottom line: without hacking and killing their energy sector like Britain\u2019s Starmer pledged to do to his country yesterday, this document is all gobbly-gook.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apparently, we\u2019re alone in our assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCOP 30 host Brazil has delivered an NDC that falls short of the&nbsp;<a href=\"https:\/\/unfccc.int\/most-requested\/key-aspects-of-the-paris-agreement\">Paris Agreement\u2019s Article 4<\/a>&nbsp;on mitigation, which states that \u2018each successive NDC will represent a progression beyond the previous one and reflect the highest possible ambition\u2019, and instead reflects a more moderate pace. More is needed from a country that must show leadership as the COP30 President in 2025<a href=\"https:\/\/climateandhealthalliance.org\/press-releases\/cop29-countries-early-delivery-of-national-climate-plans-welcome-but-more-ambition-required-say-health-orgs\/\">\u201d, said&nbsp;<strong>Jess Beagley<\/strong><\/a><strong>,&nbsp;<\/strong>Policy Lead at the Global Climate and Health Alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding the other big news here at COP 29, Argentina has reportedly withdrawn its delegation from COP 29. The Spanish media&nbsp;<em>Climatica<\/em>&nbsp;was first to grab hold of the story. It reported that the withdrawal was ordered by Argentinian President Javier Milei, who took charge of the country in November last year. It is also likely tied to Milei\u2019s discussion with Trump he had just the day before he made this unprecedented decision, as well as his intention to draw closer to the incoming Administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another media outlet,&nbsp;<a href=\"https:\/\/indianexpress.com\/article\/world\/climate-change\/argentina-withdraws-cop29-paris-agreement-9668680\/\"><em>The Indian Express<\/em><\/a>, mentioned this added thing as well:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<em><strong>The Argentinians pulling out, just three days after the&nbsp;<\/strong><\/em><a href=\"https:\/\/indianexpress.com\/article\/world\/war-emissions-on-table-as-cop29-kicks-off-9665053\/\"><em><strong>two-week conference began,<\/strong><\/em><\/a><em><strong>&nbsp;coupled with Milei\u2019s known admiration for Trump, triggered rumours that the country was considering withdrawing itself from the Paris Agreement. However, there was no immediate indication of any such move.\u201d<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Is this cause for celebration? Time will tell.
