But this year things are running behind schedule as countries sit on their hands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The oceans are boiling, the clock of doom is five seconds from midnight, and \u201crenewables are cheap\u201d, but if the largest economy in the world loses enthusiasm, so does everyone else. For some reason, the same cannot be said about the second, fourth and fifth largest economies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>No wonder they are so afraid of him.<\/strong><\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a href=\"https:\/\/www.japantimes.co.jp\/environment\/2024\/09\/16\/climate-change\/trump-global-climate-talks-cop29\/\">Trump stalks global climate talks as COP29 draws near<\/a><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>By Nick Perry,&nbsp;<em>The Japan Times<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paris \u2013&nbsp;The prospect of Donald Trump returning as president is hanging over crucial U.N.-sponsored climate negotiations, with countries \u201cholding back\u201d their positions until they know who sits in the White House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year\u2019s negotiations hope to increase money for poorer countries to handle climate change, but some governments have not proposed a concrete dollar figure, wary of committing too soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverybody is holding back until they know who gets elected,\u201d said Mohamed Adow, a campaigner and head of research group Power Shift Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike most years, it\u2019s two month ahead and the money is&nbsp;<em>not<\/em>&nbsp;on the table. The wheeling and dealing is not being done:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The months of lead-up sessions to COP29, which is being hosted this year in Azerbaijan, have been painfully slow even by the plodding standards of global climate diplomacy, participants say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With just two months to go, there still isn\u2019t an agreed definition of \u201cclimate finance\u201d let alone how much should be paid, which countries should receive it and how, and who should be on the hook for it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some developing countries are demanding north of $1 trillion annually, a 10-fold increase on existing pledges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If elected, Trump could slash funding for the climate and Ukraine, leaving the EU \u2014 which saw swings to the right in elections this year \u2014 footing the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EU are not so much worried that they might have to \u201cfoot the bill\u201d \u2014 what scares them is that an unleashed United States will outcompete their own sabotaged economies, making them look like losers.&nbsp; That will feed discontent and the rise of horrid far righty parties. (Those extremists that think men are men and fish don\u2019t need wind turbines.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We can take a tiny spec of comfort in this. It doesn\u2019t mean Trump will win, but it means the Galactic Deep State Blob are still&nbsp;<em>worried<\/em>&nbsp;that he might. As it is, the world\u2019s biggest greenhouse gas emitter, China, is increasing its fossil fuel use and not significantly reducing emissions.
