(The Center Square) \u2013 California Gov. Gavin Newsom issued a video blaming oil companies\u2019 \u201cgreed\u201d and \u201cprice gouging\u201d for the state\u2019s gas prices, which, at an average of $4.60 per gallon, are $1.16 above the national average. Newsom\u2019s own energy commissioner, however, disagrees, noting in May testimony that no \u201cprice gouging\u201d has been found and that \u201cincreasing supply in the market\u201d would best \u201cprotect consumers.\u201d<\/p>\n\n\n\n

Total taxes and fees add<\/a> up to approximately $1.62<\/a> to the cost of each gallon of gasoline sold in the state, or more than the difference between gas prices in California and the rest of the nation. Of that $1.62, only 18 cents is from federal taxes, meaning the rest is from California taxes and fees.<\/p>\n\n\n\n

\u201cWhat\u2019s going on with the price of gas?\u201d said Newsom in a video on social media. \u201cCalifornia\u2019s clean air policies aren\u2019t the problem \u2014 greed is.\u201d<\/p>\n\n\n\n

Newsom also noted that four companies refine 90% of the gasoline in the state; there are currently only 10 active refineries in California making<\/a> gasoline.<\/p>\n\n\n\n

Last May, Vice Chair Siva Gunda of the California Energy Commission \u2014 appointed by Newsom and commissioner of energy assessments, including energy data \u2014 provided testimony<\/a> to the California Senate Standing Committee on Energy, Utilities, and Communications that comes into conflict with the governor\u2019s message.<\/p>\n\n\n\n

When asked by State Sen. Josh Newman, D-Fullerton, if there is \u201cany clear evidence of price gouging in this marketplace,\u201d Gunda said there isn\u2019t, and said increasing the supply of gasoline would be key to reducing price volatility for consumers from when one of the state\u2019s handful of refineries goes down for maintenance.<\/p>\n\n\n\n

\u201cBy increasing supply in the market, we will reduce the spot market volatility and hence protect the consumers,\u201d Gunda said.<\/p>\n\n\n\n

State Sen. Kelly Seyarto, R-Murieta, noted there\u2019s little incentive for companies to build gasoline refineries in a state that is seeking to eliminate gasoline demand.<\/p>\n\n\n\n

\u201cWho\u2019s going to invest here? Who\u2019s going to build a refinery here when we\u2019re trying to shut them all down and taking steps to decrease supply faster than we take steps to decrease demand?\u201d said Seyarto at the hearing.<\/p>\n\n\n\n

\u201cHow many times have we found gouging and collusion? Anybody?\u201d Seyarto continued. \u201cIt\u2019s zero.\u201d<\/p>\n\n\n\n

Chevron, which has 2,000 employees in California and operates two of the ten gasoline-producing refineries in the state, recently announced<\/a> it is relocating its headquarters to Houston, Texas.<\/p>\n\n\n\n
