class=\"wp-block-heading\">INTRODUCTION<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">This Substack has been highly critical of the Conservative government\u2019s energy policy. However, we are now in an election period, so it is time to subject Labour\u2019s energy plans to some scrutiny. On Friday, Labour announced more details about its plans for Great British Energy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their plans include many promises, but precious little detail on how they will be achieved. Labour\u2019s central claim is that they will \u201c<a href=\"https:\/\/substack.com\/redirect\/bdaab6dd-bf41-426f-9f1d-3bf4f6303b34?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">cut energy bills for good<\/a>\u201d and they put some flesh on the bones by claiming in the&nbsp;<a href=\"https:\/\/substack.com\/redirect\/d7935856-ff84-4a21-b29b-82da863586c5?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">text of their regional maps<\/a>&nbsp;their plans will \u201csave \u00a3300 off the average annual household energy bill\u201d. Labour\u2019s claim appears to be based upon&nbsp;<a href=\"https:\/\/substack.com\/redirect\/c29c4f6d-697e-4ed7-b750-1e589fed48e0?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">a report<\/a>&nbsp;by the energy thinktank Ember. However, it does appear they mean a saving on electricity bills, not overall energy bills.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">MAGICAL THINKING FOR RENEWABLE ENERGY PRICES<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Ember use Ofgem\u2019s energy price cap for 3Q23, which states that the average household electricity bill was then \u00a31,127. They claim that if we follow their \u201cDelivering Commitments\u201d scenario electricity bills will fall to \u00a3828 by 2030, for a saving of \u00a3299 per year, which they conveniently round up to \u00a3300. The trouble is, the&nbsp;<a href=\"https:\/\/substack.com\/redirect\/72da4d0b-d46d-4236-a478-6cd29b07e13f?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">latest Ofgem price cap<\/a>&nbsp;shows the average electricity bill will be \u00a3913 in 3Q24, or some \u00a3214 less than Ember\u2019s starting point. More than two-thirds of the proposed saving has already been delivered, mostly by falling gas prices. In fact, the total energy bill (including gas for heating) in the price cap has already fallen by \u00a3449 since 3Q23, so on that measure 1.5 times the promised saving has already been made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These reductions in the electricity price cap have been delivered despite a massive increase in the cost of renewables. Since 3Q23, the assumed cost of Renewables Obligations in the Ofgem Price Cap is up nearly 15% to almost \u00a332\/MWh supplied and Feed-in-Tariff costs have gone up over 18% to \u00a37.64\/MWh supplied. The annual cost of Contracts for Difference has gone up too, from around \u00a3770m assumed in 3Q23 to \u00a33,087m in the latest price cap report. The CfD cost per MWh has gone up roughly four-fold from \u00a33\/MWh supplied to over \u00a312\/MWh supplied. Taken together, all these subsidy schemes add about 5.1p\/kWh to our electricity bills, up from 3.7p\/kWh in 3Q23. It is difficult to understand how adding more renewables will reduce electricity prices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To square the circle, Ember relies on a single dodgy assumption. They assume that all new offshore wind power will be delivered at the price achieved in&nbsp;<a href=\"https:\/\/substack.com\/redirect\/f5ffa2fb-ef8a-4d5a-aa4b-774891212628?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">Allocation Round 4<\/a>&nbsp;(AR4). This is the round where several wind farms agreed to deliver electricity at \u00a337.35\/MWh in 2012 prices or about \u00a352\/MWh in today\u2019s money. This is problematic because&nbsp;<a href=\"https:\/\/substack.com\/redirect\/c2aff9ad-5d60-497e-a004-11b8aa45d35f?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">Vattenfall pulled out<\/a>&nbsp;its Norfolk Boreas development last year because it could no longer deliver at the agreed price. Moreover, the other AR4 projects are being offered the chance of rebidding part of their projects at higher prices in AR6. The offer price for offshore wind in AR6 is \u00a373\/MWh in 2012 money or \u00a3102\/MWh in today\u2019s money, nearly double the winning bids in AR4. So, to support their claim of a \u00a3300 per year saving on electricity bills Ember relied upon magical thinking. They assumed offshore wind prices will be about half of what is being offered this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Labour also rely upon another report from Ember that contained completely unrealistic build out plans for renewables which I covered&nbsp;<a href=\"https:\/\/substack.com\/redirect\/48539fb5-e77b-4557-a4de-226deca6bb11?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">here<\/a>. We are nowhere near on track to deliver the required renewables capacity.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">FANTASY GREEN JOBS<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Labour also claims they will create 650,000 new skilled jobs in the \u201cindustries of the future\u201d. They are not quite clear what this means but let us assume they mean in the wind and solar power industries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2021, the&nbsp;<a href=\"https:\/\/substack.com\/redirect\/4eca153e-2bf0-46c6-a476-ee3053094968?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">wind and solar sectors employed<\/a>&nbsp;a total of 22,000 full-time equivalent people, at a cost of around \u00a3250K per job. Labour is proposing they will deliver a stunning 30-fold increase in employment by 2030. Even if they did manage it, we could not afford it. If it really takes so many people to deliver so much renewable power, then this should not be paraded as a badge of honour. Quite the contrary it will be a sign that the productivity of the power sector has plummeted.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">SPENDING ON EXPENSIVE ENERGY SOURCES<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Labour promises to accelerate spending on floating offshore wind, tidal power and green hydrogen by co-investing with private partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In AR6,&nbsp;<a href=\"https:\/\/substack.com\/redirect\/9ecc76b2-11a9-4aee-aba3-68496c6326de?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">floating offshore wind<\/a>&nbsp;is being offered \u00a3176\/MWh in 2012 prices or \u00a3246\/MWh in today\u2019s money, which is three to four times recent wholesale electricity prices. Moreover, the Hywind floating offshore wind farm is being&nbsp;<a href=\"https:\/\/substack.com\/redirect\/d2d04bfb-ba70-4356-b44a-2865ac636a92?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">towed to Norway<\/a>&nbsp;for major maintenance after just seven years of operation. This is hardly a sign that floating offshore wind is going to be our energy saviour.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tidal Stream power is being offered \u00a3261\/MWh in 2012 prices, or a staggering \u00a3364\/MWh in 2024 prices. In December, the Government announced the results of its first green&nbsp;<a href=\"https:\/\/substack.com\/redirect\/beffdaa2-b4bd-4994-b37a-0c4cddc79ec3?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">hydrogen auction<\/a>. The average price offered was \u00a3175\/MWh in 2012 prices which equates to \u00a3244\/MWh in 2024 prices. Electricity made from this green hydrogen would cost over \u00a3500\/MWh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All of these technologies are far more expensive than existing renewables and many times the cost of gas-fired electricity. This \u201cco-investing\u201d will only increase electricity bills, the exact opposite of their claim to reduce bills by \u00a3300 per year.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">WHERE WILL THE MONEY COME FROM?<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Labour aim to inject \u00a38.3bn into Great British Energy over the course of a Parliament, which is about \u00a31.7bn per year. They plan to fund this by imposing a \u201cproper\u201d windfall tax on oil and gas companies. However, there is already a windfall tax of 35% which takes the marginal rate on oil and gas profits to 75%. The windfall tax, properly known as the Energy Profits Levy (EPL)&nbsp;<a href=\"https:\/\/substack.com\/redirect\/d32884d0-c234-4f0d-aa6f-609df12869de?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">raised \u00a32.6bn<\/a>&nbsp;in its first year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The offshore energy industry&nbsp;<a href=\"https:\/\/substack.com\/redirect\/fc306480-4010-43ca-9266-4266611820cb?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">has already said<\/a>&nbsp;that Labour\u2019s tax plans could make the UK oil and gas sector uninvestable. Moreover, with Labour\u2019s pledge to stop awarding new oil and gas licenses, there will not be much in the way of new investment in the North Sea. It is therefore extremely unlikely that the EPL will deliver an additional \u00a31.7bn per year to fund Great British Energy. We are left with fantasy plans that are essentially unfunded.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">ENDORSEMENTS OF LABOUR ENERGY PLAN<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Labour\u2019s plan has been endorsed by some of what we might call the usual suspects. For instance,&nbsp;<a href=\"https:\/\/substack.com\/redirect\/82137b7c-fcff-4892-bb13-53641217db58?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">RenewableUK<\/a>&nbsp;has tweeted its support of Great British Energy. Support has also come from an unexpected source. Sir Patrick Vallance,&nbsp;<a href=\"https:\/\/substack.com\/redirect\/b4cf77ee-95e1-4982-ad00-2bdfa3cd8c9b?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">has been wheeled out<\/a>&nbsp;like the ghost of Covid past to support Labour\u2019s plans. He&nbsp;<a href=\"https:\/\/substack.com\/redirect\/2eab4b0d-80e2-42f3-9407-c9b02ba60346?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">said<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cI believe that one such priority is the urgent need to end the era of excessive carbon emissions, high energy bills and energy insecurity by accelerating the net zero transition to clean, homegrown energy.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Which just goes to show his grasp of energy policy is even worse than his woeful&nbsp;<a href=\"https:\/\/substack.com\/redirect\/9cfc407c-f266-4d87-9f09-1d2239f8925a?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">Covid projections<\/a>. However, the BBC made their own claim that renewables are cheaper, which is&nbsp;<a href=\"https:\/\/substack.com\/redirect\/7a01628e-4b84-4c5c-bb67-45d30236dd75?j=eyJ1IjoiZWFsc2UifQ.HxFeynOldKrhN3jSEbrBZwpCX_TMKTVrN3gIdj9X74c\" rel=\"noreferrer noopener\" target=\"_blank\">patently false<\/a>&nbsp;and did not properly interrogate the \u00a3300 per year savings claim.&nbsp;<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">CONCLUSIONS<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">It is patently obvious that Labour\u2019s plans are a fantasy. Their numbers on energy bills, the cost of renewables, jobs and sources of funding simply do not add up. If renewables really were cheaper, then private companies would be falling over themselves to install new capacity without Government subsidy. The fact that subsidies are rising substantially in AR6 proves that Labour\u2019s claims are a simply a big lie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All in all, they amount to a Great British Energy suicide note. More expensive energy will be a disaster for industry and crippling for the poorest in society.
