class=\"wp-block-paragraph\" id=\"isPasted\">America\u2019s public lands should be conserved and remain open to the public for shared uses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although most public lands lie west of the Mississippi River, there are several sites here in the Eastern U.S. managed by the National Park Service and U.S. Forest Service. The Biden administration, however, is targeting millions of acres for permanent protection in the name of \u201cconservation\u201d to bolster its America the Beautiful (or 30-by-30) initiative\u2013a dangerous rewilding plan&nbsp;<a href=\"https:\/\/www.eenews.net\/articles\/republicans-on-30x30-catchy-tagline-on-an-empty-package\/\" target=\"_blank\" rel=\"noreferrer noopener\">masquerading as conservation<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Should the Biden administration get its way, two places \u2014 Bears Ears National Monument in southeastern Utah and Big Cypress National Preserve in South Florida \u2013 will see areas closed off to most users going forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Bears Ears National Monument<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bears Ears National Monument saga continues with the new Draft Management plan&nbsp;<a href=\"https:\/\/eplanning.blm.gov\/eplanning-ui\/project\/2020347\/570\" target=\"_blank\" rel=\"noreferrer noopener\">unveiled<\/a>&nbsp;on March 14th, 2024. In December 2016, former President Obama&nbsp;<a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2016\/12\/28\/proclamation-establishment-bears-ears-national-monument\" target=\"_blank\" rel=\"noreferrer noopener\">created<\/a>&nbsp;the 1.35 million acre national monument before leaving office and without consulting Utahns. During the Trump administration, former Interior Secretary and now Congressman Ryan Zinke announced a national monument review of&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/idUSKBN19329J\/\" target=\"_blank\" rel=\"noreferrer noopener\">27 sites<\/a>, including Bears Ears, citing overreach by the previous administration. It resulted in the&nbsp;<a href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/presidential-proclamation-modifying-bears-ears-national-monument\/\" target=\"_blank\" rel=\"noreferrer noopener\">shrinking<\/a>\u2013not elimination\u2013of the monument down to about 200,000 acres. Then President Biden&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/10\/07\/fact-sheet-president-biden-restores-protections-for-three-national-monuments-and-renews-american-leadership-to-steward-lands-waters-and-cultural-resources\/\" target=\"_blank\" rel=\"noreferrer noopener\">restored<\/a>&nbsp;the monument to its original size in an October 2021 proclamation, disregarding stakeholder input again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The nearly 700-page&nbsp;<a href=\"https:\/\/eplanning.blm.gov\/public_projects\/2020347\/200531796\/20105487\/251005487\/BENM_DraftRMP-EIS_Vol1_508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Draft Management Plan<\/a>&nbsp;contains five plans. The White House favors Alternative Plan E, the most extreme plan of the five. Plan E places a strong emphasis on&nbsp;<a href=\"https:\/\/www.iwf.org\/2024\/02\/21\/epa-draft-scientific-integrity-policy-puts-dei-ahead-of-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">indigenous knowledge<\/a>&nbsp;(IK), noting, \u201cThis alternative is meant to emphasize resource protection and the use of Traditional Indigenous Knowledge and perspectives on the stewardship of the Bears Ears landscape. This includes consideration of natural processes and seasonal cycles in the management of BENM and collaboration with Tribal Nations to incorporate those considerations into BENM day-to-day management.\u201d Indigenous knowledge is extremely&nbsp;<a href=\"https:\/\/www.iwf.org\/2024\/02\/21\/epa-draft-scientific-integrity-policy-puts-dei-ahead-of-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">subjective<\/a>&nbsp;and not scientific because it generally favors progressive notions. But that isn\u2019t stopping the Biden administration from&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/ceq\/news-updates\/2022\/12\/01\/white-house-releases-first-of-a-kind-indigenous-knowledge-guidance-for-federal-agencies\/\" target=\"_blank\" rel=\"noreferrer noopener\">implementing<\/a>&nbsp;it across all federal agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Equally concerning with Plan E is the proposal to restrict multiple uses across these lands managed by both the Bureau of Land Management and the U.S. Forest Service. Recreational shooting would be&nbsp;<a href=\"https:\/\/eplanning.blm.gov\/public_projects\/2020347\/200531796\/20105487\/251005487\/BENM_DraftRMP-EIS_Vol1_508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">prohibited<\/a>&nbsp;outright throughout the entire area. Grazing will be&nbsp;<a href=\"https:\/\/idahocapitalsun.com\/2024\/03\/13\/blm-looks-to-emphasize-indigenous-knowledge-with-newly-unveiled-bears-ears-management-plan\/#:~:text=It%20would%20prohibit%20recreational%20shooting,the%20monument%27s%201.36%20million%20acres.\" target=\"_blank\" rel=\"noreferrer noopener\">barred<\/a>&nbsp;in 170,000 of 1.36M acres, while 570,000 acres would be off-limits to vehicles, and 795,000 acres would be designated as \u201cOHV limited areas.\u201d This isn\u2019t the wise use of natural resources; it\u2019s radical preservation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Large national monument designations are questionable under Section II of the Antiquities Act of 1906, which says presidents can only&nbsp;<a href=\"https:\/\/www.nps.gov\/rabr\/learn\/management\/upload\/antiquities-act.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">protect<\/a>&nbsp;objects of scientific, cultural, or historical significance \u201cconfined to the smallest area compatible with proper care and management of the objects to be protected.\u201d The nearly 1.4 million acres comprising Bears Ears today hardly fit the definition of \u201csmallest area compatible.\u201d That\u2019s why Congress must&nbsp;<a href=\"https:\/\/www.realclearenergy.org\/articles\/2024\/01\/29\/this_year_congress_must_resolve_to_reform_the_antiquities_act_1008261.html\" target=\"_blank\" rel=\"noreferrer noopener\">clarify<\/a>&nbsp;presidential powers and prevent future abuses like this from occurring again. Reforms are long overdue to make the monument designation process democratic and reduce the influence of radical preservationist groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Big Cypress National Preserve<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In South Florida, a portion of the 720,000 acres comprising Big Cypress National Preserve could soon be declared a wilderness area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilderness areas&nbsp;<a href=\"https:\/\/www.publiclands.com\/blog\/a\/discover-wilderness-areas\" target=\"_blank\" rel=\"noreferrer noopener\">boast<\/a>&nbsp;the highest degree of protection, are off-limits, and quite difficult to traverse. Under the&nbsp;<a href=\"https:\/\/wilderness.net\/learn-about-wilderness\/key-laws\/wilderness-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wilderness Act of 1964<\/a>, Congress created a&nbsp;National Wilderness Preservation System that, today, manages<a href=\"https:\/\/www.nps.gov\/subjects\/wilderness\/law-and-policy.htm#:~:text=The%20Wilderness%20Act%20of%201964,Service%2C%20and%20US%20Forest%20Service.\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;800 areas<\/a>&nbsp;to be \u201cadministered for the use and enjoyment of the American people in such manner as will leave them unimpaired for future use and enjoyment as wilderness, and to provide for the protection of these areas\u2026\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Native American tribes, hunters, and other recreationists relayed their concerns about the wilderness designation to the&nbsp;<a href=\"https:\/\/www.miamiherald.com\/news\/local\/environment\/article286935830.html#storylink=cpy\" target=\"_blank\" rel=\"noreferrer noopener\">Miami Herald<\/a>, arguing the designation, if approved, would restrict access to scientific inquiries, air boating, hunting, and vehicles. A&nbsp;<a href=\"https:\/\/actionnetwork.org\/letters\/big-cypress\/?link_id=1&amp;can_id=6c8e6338ae385e3f379b7df80dd05e67&amp;source=email-miccosukee-nation-2&amp;email_referrer=email_2261345&amp;email_subject=miccosukee-nation\" target=\"_blank\" rel=\"noreferrer noopener\">Native Organizers Alliance Action Fund<\/a>&nbsp;petition also warned closing off Big Cypress like this would restrict \u201cTribal citizens\u2019 right to move freely about their homeland\u201d and fail to \u201caccommodate Tribal rights to permanent residence in those spaces.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These stakeholder concerns prompted Senators Marco Rubio (R-FL) and Rick Scott (R-FL) to express their dismay to Interior Secretary Deb Haaland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBig Cypress is a cherished natural resource, and its proper management is crucial to preserving its ecological integrity while maintaining access opportunities for the public,\u201d the Florida senators&nbsp;<a href=\"https:\/\/www.rickscott.senate.gov\/2024\/3\/sens-rick-scott-marco-rubio-express-concerns-highlight-miccosukee-tribe-opposition-to-big-cypress-national-preserve-wilderness-designation\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>&nbsp;to Haaland. \u201cWe are deeply concerned about the potential hindrance of natural resource management, especially regarding prescribed fire, invasive species control, and the maintenance of native fish and wildlife habitats.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter&nbsp;<a href=\"https:\/\/www.rickscott.senate.gov\/services\/files\/996D2915-891F-4C2D-A594-C529FE7DFFE4\" target=\"_blank\" rel=\"noreferrer noopener\">added<\/a>, \u201cIn light of these concerns, we respectfully request that you do not move forward with any proposed wilderness designation that will hinder the proper management of public access and natural resources within the Big Cypress National Preserve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public lands are for all Americans to enjoy and cherish, not just the Biden administration\u2019s preferred environmental buddies.
