applications to export liquefied natural gas (LNG)from new projects, a move cheered by climate activists that could delay decisions on new plants until after the Nov. 5 election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Energy (DOE) will conduct a review during the pause that will look at the economic and environmental impacts of projects seeking approval to export LNG to Europe and Asia where the fuel is in hot demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[\u2026]<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden said in a statement: \u201cDuring this period, we will take a hard look at the impacts of LNG exports on energy costs, America\u2019s energy security, and our environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pause \u201csees the climate crisis for what it is: the existential threat of our time,\u201d said Biden, a Democrat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Administration officials vowed that the pause would not hurt allies, as it has an exemption for national security should they need more LNG.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[\u2026]<a It can take ten years to go from permitting, to construction to loading up the first LNG tanker. U.S. LNG exports averaged 11.9 billion cubic feet per day (Bcf\/d)\u2014a 12% increase (1.3 Bcf\/d) compared with 2022, according to data from our&nbsp;<a href=\"https:\/\/www.eia.gov\/naturalgas\/monthly\/\"><em>Natural Gas Monthly<\/em><\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">LNG exports from Australia and Qatar\u2014the world\u2019s two other largest LNG exporters\u2014each ranged from 10.1 Bcf\/d to 10.5 Bcf\/d annually between 2020 and 2023, according to data from&nbsp;<a href=\"http:\/\/www.cedigaz.org\/\">Cedigaz<\/a>. Russia and Malaysia were the fourth- and fifth-highest LNG exporters globally over the last five years (2019\u201323). In 2023, LNG exports from Russia averaged 4.2 Bcf\/d, and exports from Malaysia average 3.5 Bcf\/d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. LNG exports&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=60361\">increased in the first half of 2023<\/a>&nbsp;after&nbsp;<a href=\"https:\/\/freeportlng.newsrouter.com\/news_release.asp?intRelease_ID=9759&amp;intAcc_ID=77\">Freeport LNG returned to service<\/a>&nbsp;in February and ramped up to full production by April. Relatively strong demand for LNG in&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=61483\">Europe<\/a>&nbsp;amid high international natural gas prices supported increased U.S. LNG exports during the year. U.S. LNG exports set monthly records late last year: 12.9 Bcf\/d in November, followed by 13.6 Bcf\/d in December. We estimate that utilization of&nbsp;<a href=\"https:\/\/www.eia.gov\/naturalgas\/importsexports\/liquefactioncapacity\/U.S.liquefactioncapacity_2023_4Q.xlsx\">U.S. LNG export capacity<\/a>&nbsp;averaged 104% of&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=50598\">nominal capacity<\/a>&nbsp;and 86% of&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=50598\">peak capacity<\/a>&nbsp;across the seven U.S. LNG terminals operating in 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similar to 2022,&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=61483\">Europe (including T\u00fcrkiye) remained the primary destination for U.S. LNG exports in 2023<\/a>, accounting for 66% (7.8 Bcf\/d) of U.S. exports, followed by Asia at 26% (3.1 Bcf\/d) and Latin America and the Middle East with a combined 8% (0.9 Bcf\/d).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2023, Europe (EU-27 and the UK) continued to import LNG to compensate for the loss of&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=53379\">natural gas previously supplied by pipeline from Russia<\/a>. Europe\u2019s LNG imports capacity continued to expand, and we expect it will&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=54780\">increase by more than one-third between 2021 and 2024<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The countries that imported the most U.S. LNG were the Netherlands, France, and the UK, with a combined 35% (4.2 Bcf\/d) of all U.S. LNG exports. LNG imports increased in the Netherlands after&nbsp;<a href=\"https:\/\/www.gateterminal.com\/en\/nieuwsberichten-archive\/gate-terminal-expand-its-capabilities\/\">the Gate LNG regasification terminal<\/a>&nbsp;was expanded and two new floating storage and regasification units (FSRUs) were commissioned. Germany began importing LNG in 2023 when three new FSRUs were commissioned. We expect another four terminals (three of which are FSRUs) to come online between 2024 and 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Asia, Japan and South Korea each received 0.8 Bcf\/d of LNG exports from the United States, the fourth- and fifth-highest U.S. LNG export volumes by country in 2023. Japan, China, and India increased LNG imports from the United States by a combined 0.6 Bcf\/d compared with 2022.&nbsp;<a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=60262\">The Philippines and Vietnam<\/a>&nbsp;started importing LNG in 2023; the Philippines imported LNG cargoes from the United States only in October and November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Latin America, U.S. LNG exports to Brazil continued to decline last year as Brazil continued to primarily use hydropower for electricity generation. This is akin to the New York Mets going from cellar dwellers from&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/1962_New_York_Mets_season\">1962<\/a>\u2013<a href=\"https:\/\/en.wikipedia.org\/wiki\/1968_New_York_Mets_season\">1968<\/a>&nbsp;to&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/1969_New_York_Mets_season\">World Series champions in 1969<\/a>\u2026 Or NASA going from&nbsp;<a href=\"https:\/\/www.nasa.gov\/history\/60-years-ago-president-kennedy-proposes-moon-landing-goal-in-speech-to-congress\/\">JFK\u2019s 1961 goal<\/a>&nbsp;\u201cof landing a man on the moon and returning him safely to the earth\u201d before 1970, to Neil Armstrong\u2019s \u201c<a href=\"https:\/\/www.nasa.gov\/mission\/apollo-11\/\">one giant leap<\/a>\u201d 84 days prior to the Mets\u2019 World Series victory.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">New York Mets? LNG exports???<\/h3>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Former Mets manager&nbsp;<strong><a href=\"https:\/\/www.baseball-reference.com\/players\/s\/stengca01.shtml?utm_campaign=Linker&amp;utm_source=direct&amp;utm_medium=linker-\" target=\"_blank\" rel=\"noreferrer noopener\">Casey Stengel<\/a>&nbsp;<\/strong>had such low expectations for the still-fledgling Mets that he once said man would walk on the moon before the Mets win a championship.
