href=\"https:\/\/www.telegraph.co.uk\/news\/2023\/05\/20\/low-traffic-neighbourhoods-ltn-public-opposition\/\" target=\"_blank\" rel=\"noreferrer noopener\">local opposition to low traffic neighbourhoods (LTNs)<\/a>\u00a0and 20mph zones could be stripped of their powers to issue penalties under a new Government plan for drivers that could also see them lose funding. <a href=\"https:\/\/www.telegraph.co.uk\/politics\/2024\/03\/17\/ltn-councils-face-crackdown-if-they-ignore-local-opposition\/\">The Telegraph<\/a> has the story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Draft guidance due to be published on Sunday will state that authorities must gain support from local residents, businesses and emergency services before introducing new LTNs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The guidance, which will also require councils to \u201cregularly review\u201d existing schemes to monitor levels of local support, says: \u201cSchemes should be adjusted if this reveals issues with performance&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/news\/2024\/03\/07\/ltn-scrapped-lambeth-london-bus-journey-hours\/\" target=\"_blank\" rel=\"noreferrer noopener\">and removed<\/a>&nbsp;if they are shown to have failed to deliver as expected, including a failure to demonstrate local support.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department for Transport (DfT) has also said new guidance will address concerns over bus lanes that cause delays, making sure that they only operate when that makes sense, such as when traffic is heavy enough to delay buses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The statutory guidance on LTNs, due to come into force in the summer, is part of the plan for drivers drawn up after Rishi Sunak used an interview with The Telegraph last summer to launch a review of road policies and&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/politics\/2023\/07\/29\/rishi-sunak-on-motorists-side-review-anti-car-policies\/\" target=\"_blank\" rel=\"noreferrer noopener\">promise drivers that he was \u201con their side\u201d<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His intervention came amid fears that motorists were being punished by schemes such as LTNs, which have become increasingly prevalent\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/news\/2023\/06\/07\/lower-traffic-neighbourhoods-poorly-implemented-and-rushed\/\" target=\"_blank\" rel=\"noreferrer noopener\">since the Covid pandemic<\/a>.
