And it might help those who fret about climate change sleep better at night. But will it actually lower the planet\u2019s greenhouse gas emissions?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The simple answer is \u201cno\u201d.&nbsp; Let me explain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since&nbsp;<a href=\"https:\/\/www.edmunds.com\/car-news\/california-mandates-electric-cars-for-2035.html\">only \u201czero-emission\u201d vehicles<\/a>&nbsp;can be sold in California by 2035, and the state must have&nbsp;<a href=\"https:\/\/www.gov.ca.gov\/2023\/05\/25\/governor-newsom-updates-the-roadmap-to-californias-clean-energy-future\/\">100% \u201cclean\u201d electricity<\/a>&nbsp;by 2045, the new disclosure mandates should (at least in theory) cover GHG emissions associated with \u201cupstream\u201d operations required for processing raw materials, manufacturing new energy generation and use technologies, and transporting \u201cclean energy\u201d equipment sold to or used in California.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new mandates should also cover wind turbines, solar panels, electric vehicle batteries, grid-scale backup batteries, transformers, expanded and enhanced transmission lines, and other equipment associated with California\u2019s emerging \u201cclean, green, renewable, sustainable\u201d economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And they absolutely should also cover the extraction, processing, refining, and other activities required to obtain the nonrenewable metals, minerals, concrete, plastics, paints, other materials \u2013 and fuels \u2013 needed to manufacture and install those technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The billion-dollar utility companies that buy and use all this equipment should absolutely be required to catalog and publicly disclose all emissions associated with these \u201cclean\u201d technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If such an inventory is accurately taken, and that is admittedly a bit \u201cif\u201d, it won\u2019t paint a pretty picture for those touting renewables, Green building construction, and EV transportation \u201cfixes\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The International Energy Agency and other experts report that&nbsp;<a href=\"https:\/\/elements.visualcapitalist.com\/evs-vs-gas-vehicles-what-are-cars-made-out-of\/\">electric vehicles<\/a>&nbsp;have&nbsp;<a href=\"https:\/\/www.iea.org\/data-and-statistics\/charts\/minerals-used-in-electric-cars-compared-to-conventional-cars\">six times more<\/a>&nbsp;metals by weight than their internal combustion counterparts. Photovoltaic solar panels require six times more metals and minerals (other than steel and aluminum) per megawatt than a combined-cycle gas turbine that generates electricity pretty much 24\/7\/365; they also require at least 100 times more land area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weather-dependent, intermittent onshore wind turbines need 9-10 times more than a CCGT, and offshore wind turbines require&nbsp;<a href=\"https:\/\/www.iea.org\/reports\/the-role-of-critical-minerals-in-clean-energy-transitions\/executive-summary\">fourteen times more raw materials<\/a>. Putting 850-foot-tall wind turbines in California\u2019s deep ocean waters would require mounting them on floating platforms big enough to prevent them from capsizing in storms; that would likely mean 40 times more materials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For every 100,000 tons of copper (enough for 2,275 gigantic 12-MW offshore wind turbines), companies would have to blast and extract nearly 60,000,000 tons of ore and overlying rock and then use heat and chemicals to process almost 23,000,000 tons of ore. Every step involves fossil fuels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nickel for powerful nickel-cobalt-aluminum and nickel-manganese-cobalt EV batteries is found largely in Indonesia, where companies mine the ore using diesel-powered equipment and send it to smelters fueled by coal. Once fully operational, a single nickel-processing industrial park in eastern Indonesia will burn&nbsp;<a href=\"https:\/\/www.ocregister.com\/2024\/02\/19\/why-californias-climate-disclosure-law-should-doom-green-energy\/blank\">more coal per year than Brazil<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cobalt for cobalt-lithium batteries comes mostly from the Democratic Republic of Congo, involves extensive&nbsp;<a href=\"https:\/\/townhall.com\/columnists\/pauldriessen\/2023\/07\/29\/cobalt-slavery-child-labor-ecological-destruction-and-death-n2626362\">child and near-slave labor,<\/a>&nbsp;and, like most other metals and minerals for \u201crenewable\u201d technologies, requires fossil fuels and toxic chemicals and is controlled by Communist China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manufacturing wind turbines, solar panels and batteries is also heavily concentrated in China, whose coal-based power and resultant GHG emissions now exceed those of the rest of the world combined. In fact, China put 38.4 gigawatts (38,400 MW) of&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/energy\/chinas-new-coal-power-plant-capacity-2020-more-than-3-times-rest-worlds-study-2021-02-03\/\">new coal-fired power capacity<\/a>&nbsp;into operation in 2020 alone \u2013 more than three times the amount built everywhere else around the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In short, California\u2019s Green transition is likely to be an ugly one for those actually intent on trying to lower greenhouse gas emissions.
