class=\"wp-block-list\">\n<li><strong>President Joe Biden\u2019s Environmental Protection Agency (EPA) significantly scaled up its enforcement and grantmaking activities related to environmental justice in 2023.<\/strong><\/li>\n\n\n\n<li><strong>The EPA\u2019s 2023 enforcement statistics show that the agency increased its inspections in areas of potential environmental justice concern and that the dollar amount of judicial and administrative penalties assessed in such areas also reached recent highs.<\/strong><\/li>\n\n\n\n<li><strong>\u201cEPA-funded researchers dredge reams of data to find a few trivial environmental differences between rich and poor communities and then blame the inconsequential differences on racism,\u201d Steve Milloy, a senior legal fellow for the Energy and Environmental Legal Institute and a member of the Trump EPA transition team, told the DCNF.<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Environmental Protection Agency (EPA) intensified its \u201cenvironmental justice\u201d agenda in 2023 in terms of enforcement and grantmaking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EPA Administrator Michael Regan\u00a0<a href=\"https:\/\/dailycaller.com\/2023\/05\/03\/environmental-protection-agency-michael-regan-says-environmental-justice-is-in-agencys-dna\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>\u00a0in May 2023 that the agency has \u201cbuilt environmental justice into [its] very DNA,\u201d and over the course of the year the agency significantly increased\u00a0<a href=\"https:\/\/www.epa.gov\/enforcement\/enforcement-and-compliance-annual-results-fy-2023-environmental-justice\" target=\"_blank\" rel=\"noreferrer noopener\">enforcement<\/a>\u00a0in specific areas across the country, while handing out hundreds of millions of taxpayer dollars to environmentalist groups to pursue environmental justice projects. These developments reflect a broader effort by the EPA and Biden administration to infuse social justice ideology into bureaucratic functions, and a strategy to build political patronage by funding activist organizations with taxpayer dollars, experts told the DCNF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom day one, President Biden and EPA have been committed to delivering progress on environmental\u00a0justice\u00a0and civil rights, and ensuring that underserved and overburdened communities are at the forefront of our work,\u201d an EPA spokeswoman told the DCNF. \u201cThe agency is ensuring that people who\u2019ve struggled to have their concerns addressed see action to solve the problems they\u2019ve been facing for generations. These efforts to integrate EJ and equity into all of EPA\u2019s work is seen through the work of the Office of Enforcement and Compliance in its enforcement of environmental laws.\u201d\u00a0<strong><a href=\"https:\/\/dailycaller.com\/2023\/11\/15\/epa-green-fund-biden-admin-connections\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: Shortlist For EPA\u2019s Multi-Billion Dollar \u2018Green\u2019 Fund Features Groups With Deep Connections To Biden Admin, Dems)<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fiscal year 2023, more than 60% of federal inspections occurred in areas of potential environmental justice concern, reflecting a significant increase in both the total number and relative proportion of civil enforcement case conclusions in such areas compared to years past, the EPA enforcement data shows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The estimated amount of pollution \u2014 measured in pounds \u2014 reduced, treated or eliminated by the EPA in potential environmental justice concern areas was lower in fiscal year 2023 than in fiscal year 2021, according to the EPA enforcement data. The 41.18 million pounds that the EPA estimates it handled in such areas amounts to less than one-third of the 137.84 million pounds that the Trump EPA recorded in fiscal year 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the amount of pollution that the EPA estimates it reduced, treated or eliminated was not exceptionally high, the agency\u2019s actions resulted in an estimated $69.15 million worth of administrative and judicial penalties assessed in areas of environmental justice concern in fiscal year 2023, a number that is far greater than any figure recorded since fiscal year 2014, according to the enforcement statistics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EPA&nbsp;<a href=\"https:\/\/www.epa.gov\/environmentaljustice\" target=\"_blank\" rel=\"noreferrer noopener\">asserts<\/a>&nbsp;that environmental justice can only be achieved when \u201ceveryone enjoys the same degree of protection from environmental and health hazards, and equal access to the decision-making process to have a healthy environment in which to live, learn and work.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration \u201cwants to say that pollution is racist, in the same way that they want to say education is racist,\u201d Mandy Gunasekara, who served as EPA chief of staff during the Trump administration, told the DCNF. \u201cThey are using this as a political tool that is not supported by legal precedent \u2026 The problem with this administration is that they lack a balance in their mission; they just want to grab headlines, and to grab headlines you need extremes, and one of the easiest ways to do that is via environmental justice, as we have seen. It\u2019s the ultimate weaponization of industrial action.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EPA\u2019s environmental justice agenda is part of a broader push by the White House, which&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/ceq\/news-updates\/2022\/05\/23\/biden-harris-administration-outlines-historic-progress-on-environmental-justice-in-report-submitted-to-congress-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">sees<\/a>&nbsp;the concept as key to \u201cconfronting longstanding environmental injustices\u201d endured primarily by \u201cmarginalized, underserved and overburdened communities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEPA-funded researchers dredge reams of data to find a few trivial environmental differences between rich and poor communities and then blame the inconsequential differences on racism,\u201d Steve Milloy, a senior legal fellow for the Energy and Environmental Legal Institute and a member of the Trump EPA transition team, told the DCNF. \u201cIf minority communities suffer from anything, it\u2019s poverty. Ironically, poverty is caused by EJ policies that ban manufacturing facilities and kill good-paying industry jobs.\u201d\u00a0<strong><a href=\"https:\/\/dailycaller.com\/2023\/07\/26\/epa-bureaucrats-salaries-work-from-home\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: EPA Bureaucrats Can Rake In Six-Figure Salaries While Mostly Working From Home, Report Finds)<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the enforcement aspect of EPA\u2019s work on environmental justice, the agency has massive amounts of taxpayer dollars at its disposal to give to activist organizations that engage in their own environmental justice initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2023, the EPA named the recipients of a combined&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/12\/20\/biden-admin-600-million-universities-activist-groups-environmental-justice\/\" target=\"_blank\" rel=\"noreferrer noopener\">$600 million<\/a>&nbsp;in grants for environmental justice pursuits. Among the awardees were explicitly left-wing activist groups and incubators such as the&nbsp;<a href=\"https:\/\/climatejusticealliance.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Justice Alliance<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.minneapolisfoundation.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Minneapolis Foundation<\/a>, as well as&nbsp;<a href=\"https:\/\/saveourplanet.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Social and Environmental Entrepreneurs<\/a>, which facilitates de facto get-out-the-vote efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The money came from the&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/08\/14\/biden-inflation-reduction-act-nothing-down-inflation-economists-agree\/\" target=\"_blank\" rel=\"noreferrer noopener\">Inflation Reduction Act<\/a>&nbsp;(IRA), President Joe Biden\u2019s signature climate bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April 2023, the agency shelled out a combined&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/04\/13\/biden-hands-green-supporters-millions\/\" target=\"_blank\" rel=\"noreferrer noopener\">$177 million<\/a>&nbsp;to a range of environmental groups to serve as \u201cEnvironmental Justice Thriving Communities Technical Assistance Centers.\u201d Some of those recipients, such as&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/12\/21\/democrats-earmark-million-environmental-justice-center-new-york\/\" target=\"_blank\" rel=\"noreferrer noopener\">WE ACT for Environmental Justice<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/09\/21\/epa-bloomberg-millions-group-petrochemicals-industry\/\" target=\"_blank\" rel=\"noreferrer noopener\">Deep South Center for Environmental Justice<\/a>, had previously supported the Biden administration\u2019s climate agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under Biden, the agency\u2019s environmental justice grantmaking has essentially served as a \u201cpolitical tool\u201d that is \u201cused to fund activism of the left,\u201d Gunasekara told the DCNF. \u201cThat\u2019s what this administration is using environmental justice for, and it is really unfortunate because it degrades the way that environmental justice is considered in the administration \u2026 The communities that really need EPA\u2019s help, they don\u2019t need more activists.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the more than $700 million in environmental justice grants that the agency distributed in 2023, the EPA is also&nbsp;<a href=\"https:\/\/www.epa.gov\/inflation-reduction-act\/inflation-reduction-act-community-change-grants-program\" target=\"_blank\" rel=\"noreferrer noopener\">gearing up<\/a>&nbsp;to hand out approximately $2 billion in so-called \u201ccommunity change grants.\u201d The program, also endowed by the IRA, is \u201cdesigned to deliver on the transformative potential of the IRA for communities most adversely and disproportionately impacted by climate change, legacy pollution and historical disinvestments,\u201d according to the agency\u2019s website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDuring 2024, environmental justice will be a means for the Biden administration to funnel money to poor communities for election purposes,\u201d Milloy told the DCNF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>The White House did not respond to a request for comment.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>All content created by the Daily Caller News Foundation, an independent and nonpartisan newswire service, is available without charge to any legitimate news publisher that can provide a large audience.
