quarter results, a development which the firm attributes in part to California\u2019s robust environmental regulatory structure, according to a regulatory filing.<\/strong><\/li>\n\n\n\n<li><strong>The impairment is a sign of trouble for California\u2019s industry sector writ large, energy policy experts told the Daily Caller News Foundation.<\/strong><\/li>\n\n\n\n<li><strong>\u201cHundreds of small businesses at every aspect of oil and gas development are at risk, and sadly that is contributing to the state\u2019s overall decline,\u201d Daniel Turner, founder and executive director of Power the Future, an energy advocacy group, told the DCNF. \u201cIf the majors are unwilling to bend to Sacramento\u2019s never-ending lust for regulation, how can small family-run businesses with limited resources begin to comply?\u201d<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Chevron announced Tuesday that it could face billions of dollars in impairments due in part to California\u2019s regulatory environment, a development which some energy policy experts told the Daily Caller News Foundation could spell trouble for the energy industry\u2019s prospects in the state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chevron said that it anticipates taking asset value reduction charges of up to $4 billion for the fourth quarter of 2023, an impairment that is partially related to oil and gas production in the U.S., especially in California, a state with a burdensome environmental regulatory structure that the company has highlighted in the past,\u00a0<a href=\"https:\/\/chevroncorp.gcs-web.com\/static-files\/2dfd7336-f466-4269-a2b4-7c13c8d044df\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>\u00a0to a regulatory filing. California\u2019s increasingly strict air quality regulatory structure and other operational regulations have significantly raised costs related to both operations and rendered them less profitable,\u201d David Blackmon, a 40-year veteran of the oil and gas business who now consults and writes regularly about the energy industry, told the DCNF. \u201cThe regulations in question apply industry-wide and impact any company trying to do business in the state. I would expect to see other operators announce similar impairment actions in the coming months \u2026 The oil industry\u2019s struggles with the regulatory and business climate in California are reflective of the state\u2019s entire population. The state saw its local oil and gas production drop by nearly 30% over the course of the last four years,\u00a0<a href=\"https:\/\/www.eia.gov\/dnav\/pet\/hist\/LeafHandler.ashx?n=PET&amp;s=MCRFPCA1&amp;f=M%EF%BF%BD\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>\u00a0to EIA data, a trend which Californians for Energy Independence\u00a0<a href=\"https:\/\/www.energyindependenceca.com\/facts\/\" target=\"_blank\" rel=\"noreferrer noopener\">attributes<\/a>\u00a0primarily to \u201cstate and local energy policies shutting down production.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chevron has previously highlighted the adverse impact that California\u2019s policy has on its operations in filings with state officials. \u201cTwo decades of policy choices have reduced supply elasticity and severely limited refiners\u2019 ability to react to higher prices,\u201d the firm&nbsp;<a href=\"https:\/\/efiling.energy.ca.gov\/Lists\/DocketLog.aspx?docketnumber=23-SB-02\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>&nbsp;in December comments to the California Energy Commission (CEC) regarding a state regulatory proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCalifornia\u2019s policies have made Chevron\u2019s investments in its home state riskier than investing in other states,\u201d Chevron\u2019s President of Americas Products Andy Walz wrote to state officials in November,&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/energy\/chevron-take-up-4-bln-impairment-hit-q4-2024-01-02\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>&nbsp;to Reuters. \u201cIn the past year, we have cancelled several projects due to permitting challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the state level, California is widely considered to be on the leading edge of\u00a0<a href=\"https:\/\/www.law.berkeley.edu\/research\/clee\/research\/climate\/climate-policy-dashboard\/\" target=\"_blank\" rel=\"noreferrer noopener\">climate policy<\/a>,\u00a0<a href=\"https:\/\/stateline.org\/2022\/10\/06\/california-takes-leading-edge-on-climate-laws-others-could-follow\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>\u00a0to Stateline.
