this money may be taken out of other budgets \u2013 for instance, new schools, which will now be built to Net Zero standards, but at a much higher cost. Most of the budget will, I would guess, be wasted though; for instance school budgets will be raided to pay for heat pumps and other superfluous expenditure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These costs, by the way, exclude non-fiscal resources, such as Civil Service staff costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are 1.3 million households in Wales, so over this two period climate spending by the Welsh Government will cost each and every one \u00a34000.
