class=\"wp-block-paragraph\">New York City is moving forward with several climate policies which are likely to make everyday life even more costly for the middle class in one of the country\u2019s most expensive cities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The city is&nbsp;<a href=\"https:\/\/comptroller.nyc.gov\/services\/for-the-public\/nyc-climate-dashboard\/overview\/\" target=\"_blank\" rel=\"noreferrer noopener\">aiming<\/a>&nbsp;to slash its greenhouse gas emissions by 80% come 2050, push a sweeping building electrification mandate known as Local Law 97 and impose an automobile traffic congestion fee, each of which will increase the costs of living or working in the nation\u2019s largest city, especially for the middle class, energy and New York policy experts told the Daily Caller News Foundation. Queens, Brooklyn and Manhattan each already rank within the 15 most expensive places to live in the U.S.,&nbsp;<a href=\"https:\/\/www.cnbc.com\/2023\/08\/22\/us-cities-with-the-highest-cost-of-living.html\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>&nbsp;to an analysis conducted by CNBC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe city is wealthy because, somewhere out there, people are producing energy, food, clothing and so on, and people are trading all of that in New York,\u201d Dan Kish, a senior fellow for the Institute for Energy Research, told the DCNF. The city\u2019s emissions target \u201cwill make things more expensive and drive people away to places like Florida,\u201d he added.\u00a0<strong><a href=\"https:\/\/dailycaller.com\/2023\/12\/09\/green-energy-new-york-grid-reliability\/\" target=\"_blank\" rel=\"noreferrer noopener\">(RELATED: This Populous Blue State Has A Green Energy Mandate. Experts Say It Threatens Grid Reliability)<\/a><\/strong><\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">The New York Times Editorial Board Applauds Green New Deal <a href=\"https:\/\/t.co\/F1AyhjcM2R\">https:\/\/t.co\/F1AyhjcM2R<\/a> <a href=\"https:\/\/t.co\/GUhCORVOfM\">pic.twitter.com\/GUhCORVOfM<\/a><\/p>&mdash; Daily Caller (@DailyCaller) <a href=\"https:\/\/twitter.com\/DailyCaller\/status\/1100047575439368194?ref_src=twsrc%5Etfw\">February 25, 2019<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">That flight of capital would shrink the tax base, thereby straining the city\u2019s finances further, Kish told the DCNF. \u201cPeople without the means, working people, do not have the opportunity to just pack up and leave,\u201d Kish told the DCNF. \u201cBut it\u2019s easy if you\u2019re Mike Bloomberg.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.nyc.gov\/assets\/buildings\/local_laws\/ll97of2019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Local Law 97<\/a>, meanwhile, is poised to impose emissions standards that approximately 50,000 buildings in New York City will have to meet starting in 2024, with additional restrictions imposed starting in 2030,&nbsp;<a href=\"https:\/\/www.nytimes.com\/2023\/10\/24\/nyregion\/local-law-97-nyc-environment.html#:~:text=The%20measure%2C%20Local%20Law%2097,larger%20than%2025%2C000%20square%20feet.\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>&nbsp;to The New York Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some buildings are easier to retrofit with the appropriate wiring and equipment necessary to comply than others, and a large share of the high costs incurred by landlords and building owners for coming into compliance will almost certainly be passed on to residents, Jane Menton, a mother who lives in a Queens co-op and has led a grassroots effort to fight against Local Law 97, told the DCNF.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProgressives in Queens, Manhattan and Brooklyn are so afraid to go against the narrative that this rule is a climate solution\u2026 but it\u2019s unaffordable to convert buildings to electric so they won\u2019t convert to comply with the rule, they will just pay fines which will then allow the city to use the money to plug gaps in the budget,\u201d Menton told the DCNF. \u201cThe same politicians and advocates who claim to care about the city\u2019s working class wrote a law that will push them out of their homes\u2026 functionally, this law is just a carbon tax on the middle class.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, other cities, such as&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/08\/01\/boston-michelle-wu-green-new-deal-residential-buildings\/\" target=\"_blank\" rel=\"noreferrer noopener\">Boston<\/a>, have pushed for similar building electrification policies to fight climate change, and the Biden administration has&nbsp;<a href=\"https:\/\/dailycaller.com\/2023\/12\/19\/biden-administration-500-million-building-electrification-gas-stove\/\" target=\"_blank\" rel=\"noreferrer noopener\">spent<\/a>&nbsp;hundreds of millions of dollars to help state and municipal governments pursue policies that \u201cdecarbonize\u201d buildings as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The New York City congestion pricing tax is promulgated by the Metropolitan Transportation Authority (MTA), which is technically not an agency operating under the auspices of the municipal government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congestion pricing is meant to reduce emissions and air pollution by charging drivers fees to enter certain sections of the city. Specifically, the MTA has proposed to charge passenger cars $15 and trucks as much as $36 to be able to enter a large swath of Manhattan,&nbsp;<a href=\"https:\/\/www.nbcnewyork.com\/traffic\/transit-traffic\/mta-announces-congestion-pricing-public-hearing-dates-process-to-provide-comments\/4982668\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>&nbsp;to local outlet NBC 4.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the proposal may not significantly reduce the amount of traffic that piles up on the city\u2019s roadways, potentially even increasing the amount of congestion in areas like the Bronx,&nbsp;<a href=\"https:\/\/nypost.com\/2022\/08\/25\/the-mta-admits-congestion-pricing-wont-cut-traffic-everywhere-but-will-do-it-anyway\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>&nbsp;to the New York Post. Qualifying low-income drivers who register with the appropriate authorities could also receive a 50% discount on the charges after their first ten trips into the relevant area of Manhattan,&nbsp;<a href=\"https:\/\/www.northjersey.com\/story\/news\/transportation\/2023\/12\/06\/mta-approves-congestion-pricing-toll-for-manhattan\/71826462007\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>&nbsp;to local digital news outlet northjersey.com<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongestion pricing should be viewed primarily as a revenue action to cover the MTA\u2019s indefensibly high capital costs,\u201d Ken Girardin, director of research for the Empire Center, a New York-focused think tank, told the DCNF. \u201cAs to congestion itself, policymakers have declined to do basic things like enforce parking rules or dial back the parking permits given to public employees or other policy changes that would take cars off lower Manhattan roads because those aren\u2019t things you can borrow money against.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy would also make life more expensive for people who do not live in the city but make the commute each day to go to work,&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2023\/11\/29\/nyc-congestion-pricing-commute-new-jersey-00129248\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>&nbsp;to Politico. Notably, politicians in London, the U.K\u2019s largest metropolis, have attempted a similar scheme, which Republican New York City Councilman Joseph Borelli of Staten Island&nbsp;<a href=\"https:\/\/council.nyc.gov\/joseph-borelli\/2023\/01\/12\/abject-failure-councilman-borelli-takes-latest-shot-at-uk-congestion-pricing-as-nyc-program-looms\/\" target=\"_blank\" rel=\"noreferrer noopener\">described<\/a>&nbsp;as \u201ca complete disaster\u201d and an \u201cabject failure\u201d when discussing New York\u2019s forthcoming version of the scheme in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf all of New York state went \u2018net-zero\u2019 today, United Nations climate modeling indicates that a mere 0.0023\u00b0 F of global warming would be avoided by 2050. That is far from measurable, much less significant. So nothing would be accomplished,\u201d Steve Milloy, a senior legal fellow for the Energy and Environment Legal Institute, told the DCNF. Businesses will stay in NYC and play along with the climate agenda, including high taxes, as long as costs can be passed on to locals. When profitability stops, businesses will leave\u2026 The costs of the climate agenda are regressive.
