Backing away from absurd, grandiose policies would

Is the era of Big Climate over?<\/strong> It may be<\/strong> that Prime Minister Justin Trudeau has implicitly declared as much.<\/strong><\/em><\/p>\n\n\n\n

He would not say such a thing,<\/strong> as when Bill Clinton emphatically declared the \u201cera of big government over\u201d in the 1990s. Clinton was trying to show that he was a different kind of progressive, leaving behind the activist government of the 1960s. In contrast, the Vogue-photographed Trudeau was Big Climate\u2019s most glamorous spokesmodel.<\/strong><\/em><\/p>\n\n\n\n

His absence at the UN climate jamboree in Dubai is thus striking.<\/mark><\/strong><\/em><\/p>\n\n\n\n

Instead, conservative premiers<\/strong> Danielle Smith and Scott Moe are both on hand to promote oil and gas deals<\/strong> in the petro-state, but not the prime minister. Was it only eight years ago<\/strong> that a newly elected Trudeau<\/strong> descended upon the climate summit in Paris with a bloated retinue of hundreds,<\/strong> all the better to declare that \u201cCanada is back?\u201d He has now backed away.<\/em><\/p>\n\n\n\n

Canada really isn\u2019t back<\/strong>\u00a0\u2014 we have never been quite\u00a0so marginal in international relations as we are now<\/strong>\u00a0\u2014 but certainly we were celebrated in Big Climate circles.\u00a0In the heady days of 2019 Trudeau<\/strong>\u00a0was even\u00a0granted an audience with Greta Thunberg.<\/strong><\/em><\/p>\n\n\n\n

That was a sign, in retrospect, that Big Climate was in decline.
Inviting a Swedish teenager to indignantly lecture global leaders
indicated that Big Climate was entering its absurd phase.<\/mark><\/strong><\/em><\/p>\n\n\n\n

Big Government, Big Tobacco, Big Pharma, Big Football (FIFA now, NFL in future)<\/strong>\u00a0are behemoths that\u00a0seem unstoppable<\/strong>, commanding all they survey. Then they enter\u00a0their absurd phase, when their excesses become increasingly implausible.<\/strong>\u00a0They don\u2019t disappear. The advantage of\u00a0being big is a<\/strong>\u00a0certain\u00a0momentum that carries forward, albeit diminished.<\/strong><\/em><\/p>\n\n\n

There is a point though when there is a qualitative change,<\/strong> even if massive quantity endures for a while. For Big Government, perhaps it was Clinton\u2019s declaration. For Big Tobacco, it was when the assembled chief executives swore under oath that they had no idea that smoking could be addictive.<\/em><\/p>\n\n\n\n

Big Climate had a good run.<\/strong>\u00a0Ecological consciousness has been growing since the late 1960s. It\u2019s a\u00a0relatively easy sell.<\/strong>\u00a0Everyone desires clean air, clean water, parks and natural beauty.\u00a0Conservatives like conservation, after all, and progressives like government regulation to get there.<\/strong><\/em><\/p>\n\n\n

Big Climate was born out of that wider ecological movement, specifically at the 1992 \u201cEarth summit\u201d in Rio. The current Dubai \u201cCOP28\u201d conference is the 28th \u201cconference of the parties\u201d that grew out of Rio 1992. Big Climate grew ever bigger, so much so that 70,000 delegates landed in Dubai this year.<\/strong> Along the way were milestones, such as Kyoto 1997 and Paris 2015, in which Big Climate managed to get wide agreement on re-ordering the global economy in principle, if not practice.<\/strong><\/em><\/p>\n\n\n\n

This year, though, one gets the sense that Big Climate has become wrapped in too many contradictions,<\/strong> capped off with a farcical conference in the petro-state\u2019s air-conditioned desert.<\/strong> The incongruity of it all was nicely highlighted by the brouhaha that erupted when the Emirati<\/strong> conference chairman blithely declared<\/strong> that there was no real scientific basis to phase out fossil fuels.<\/strong><\/em><\/p>\n\n\n\n

Consider the Germans, Big Climate\u2019s biggest booster in the heart of Europe<\/strong>. This year marked the end of German nuclear<\/strong> power, with the last reactors closed.<\/strong> Germany has now moved to a higher carbon future, burning coal and natural gas.<\/strong><\/em><\/p>\n\n\n\n

That proved a bit tricky when at war with Russia in Ukraine, so Germany turned to Canada for natural gas<\/strong> supplies. Trudeau refused<\/strong> to sell Germans our natural gas, directing them instead to Qatar.<\/strong> That strikes most folks as absurd<\/strong>.<\/em><\/p>\n\n\n\n

Meanwhile, President\u00a0Joe Biden,<\/strong>\u00a0who began his administration with an ostentatious\u00a0cancellation of<\/strong>\u00a0the\u00a0Keystone XL pipeline, lest Canadian resources pollute the American energy grid<\/strong>, has\u00a0now<\/strong>\u00a0decided\u00a0to increase imports of Venezuelan oil and gas. That, too, is absurd.<\/strong><\/em><\/p>\n\n\n\n

Then there are\u00a0billions upon billions of dollars<\/strong>\u00a0\u2014 with Canada and the EU scrambling to match American subsidies \u2014 being lavished upon electric battery manufacturers, making\u00a0\u201cgreen jobs\u201d a giant tax-funded boondoggle<\/strong>. That the great climate villain in the auto sector,\u00a0Volkswagen, is a beneficiary of such largesse only makes the absurdity more galling.<\/strong><\/em><\/p>\n\n\n

Yes, those are trillions of dollars they are projecting.<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n

Against all that, Trudeau\u2019s decision to compromise his climate agenda<\/strong> to save a few Atlantic ridings is a rather low-voltage<\/strong> issue. Yet it shows that Big Climate is losing its power.<\/strong><\/em><\/p>\n\n\n\n

The end of Big Climate may be good for the climate. Backing away from grandiose and absurd policies<\/strong> shifts attention toward more practical and reasonable measures that will garner wider public support.<\/em><\/p>\n\n\n\n

COP28 in the desert is a suitable end to Big Climate.
It ends with a bang, as it were. And Trudeau withdraws with a whimper.<\/mark><\/strong><\/em><\/p>\n\n\n\n
