November 2023<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Appropriation of 60 billion euros ruled unconstitutional by Germany High Court<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">After Germany\u2019s Ministry of Health had been granted 200 billion euros of spending to combat the Corona pandemic, it ultimately ended up spending only 140 billion, thus leaving 60 billion unused. Health minister Karl Lauterbach (Socialists) and economics and environment minister Robert Habeck (Greens) moved to spend the 60 billion euros on climate projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Illegal funneling<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany\u2019s ministers Habeck and Lauterbach tried to pull a fast one, and to funnel the unused money for other purposes, namely climate and transformation projects that would make Germany more green and climate friendly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Unconstitutional<\/strong>! That\u2019s what Germany\u2019s top court just ruled, and the government has now imposed a \u201cspending freeze on new expenditures, especially green initiatives,\u201d reports&nbsp;<a href=\"https:\/\/www.berliner-zeitung.de\/politik-gesellschaft\/ploetzlich-fehlen-milliarden-chipfabriken-in-magdeburg-und-dresden-stehen-auf-der-kippe-li.2160449\">euronews.com<\/a>. This has thrown Germany\u2019s budget into chaos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the stroke of a pen and a blink of an eye, Germany\u2019s Ministry of Economics and Environment is suddenly missing $60 billion euros it had planned to use to finance the many green transformation projects. Germany\u2019s climate program has just crashed spectacularly into a wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has also since ordered a \u201cspending freeze on new expenditures, especially green initiatives,\u201d according to\u00a0<a href=\"https:\/\/www.euronews.com\/business\/2023\/11\/21\/why-is-germany-having-a-budget-crisis-and-freezing-spending\">euronews.com here<\/a>. The consequences are horrendous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Projects \u201cmay be on the brink of collapse\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, because billions are suddenly unavailable, chip factories in Magdeburg and Dresden may be on the brink of collapse, according to the online&nbsp;<a href=\"https:\/\/www.berliner-zeitung.de\/politik-gesellschaft\/ploetzlich-fehlen-milliarden-chipfabriken-in-magdeburg-und-dresden-stehen-auf-der-kippe-li.2160449\">Berliner Zeitung here<\/a>. \u201cPreviously, this amount had been kept aside to be used for renewable energy subsidies, energy-efficient housing, chips production and support measures for high-energy companies.\u201d But the German top court rules it unconstitutional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Longterm budget in total disarray<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe top court\u2019s ruling has thrown German Chancellor Olaf Scholz\u2019s coalition government\u2019s 2024 budget announcement plans on Friday into disarray.
