class=\"wp-block-paragraph\">Despite 151 nations signing the Paris Agreement, the UNEP has all but admitted that most of the world is not even pretending to meet their emissions promises. As is obvious in the graph below, governments of the top 20 producers of the evil coal, oil and gas are planning to dig up even more of it by 2030 than they do now. (See details in Chapter 2 and Figure 2.1.) <a href=\"https:\/\/www.unep.org\/resources\/production-gap-report-2023\" rel=\"nofollow\">https:\/\/www.unep.org\/resources\/production-gap-report-2023<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Speaking of which China&nbsp;<del>just<\/del>&nbsp;opened the new 1,800 kilometer&nbsp;<a href=\"https:\/\/www.railjournal.com\/freight\/china-opens-1813km-heavy-haul-railway\/\">Haoji&nbsp;<\/a>&nbsp;Railway in 2019* \u2014 specifically to carry coal<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">It has 770 bridges spanning a total of 381 kilometers and 468 kilometers of tunnels.
