\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><em>This is a guest post by Ben Pile<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rishi Sunak\u2019s \u2018watering down\u2019 of certain Net Zero targets is the first time that the green policy agenda has had ANY scrutiny of any consequence, despite many failures, starting with the ruinously expensive Renewable Obligation, extending into the totally failed CfDs that allowed wind farm developers to lie to achieve planning consent over rival generators and technologies. Not one part of the green policy agenda has lived up to any promise to deliver good to the British public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was the mildest possible reversal. It is in fact an attempt to&nbsp;<em>save&nbsp;<\/em>Net Zero, not roll it back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.telegraph.co.uk\/politics\/2023\/09\/20\/rishi-sunak-news-live-suella-braverman-net-zero-latest\/\" target=\"_blank\" rel=\"noreferrer noopener\">Complaints<\/a>&nbsp;that it has left Britain without an \u2018industrial policy\u2019 or has left \u2018investors\u2019 without \u2018confidence\u2019 are for the birds. It has put the UK in the same policy position as the EU (more on which in a bit), and there is no evidence of green policies having delivered any significant industrial development to these shores. No green jobs. No green growth. No green industrial revolution. Not even a BritishVolt. It is a farce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Politicians, who know nothing of the subject in fact, have been misled into believing that strong climate targets encourage domestic manufacturing. That is a lie. The main beneficiary of UK &amp; EU climate laws has been China, of course, which benefits from cheaper energy prices (among other things) precisely because China does not have energy policies like ours. Strict targets are not industrial policy. Nobody was looking to develop \u2018Gigafactories\u2019 in the UK for the fact of the UK having the earliest ICE car sales ban. It\u2019s a nonsense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sunak has taken stock of the simplest elements of green policy failure:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. No politician has any clue how to realise Net Zero targets. To understand this, you need to drill down into the Climate Change Committee\u2019s (CCC)&nbsp;<a href=\"https:\/\/www.theccc.org.uk\/publication\/net-zero-the-uks-contribution-to-stopping-global-warming\/\" target=\"_blank\" rel=\"noreferrer noopener\">advice to Parliament<\/a>, and advice from&nbsp;<a href=\"https:\/\/www.theccc.org.uk\/publication\/the-implications-of-behavioural-science-for-effective-climate-policy-cast\/\" target=\"_blank\" rel=\"noreferrer noopener\">wonks and academics<\/a>&nbsp;to the CCC itself. They speak&nbsp;<a href=\"https:\/\/www.bath.ac.uk\/announcements\/we-need-radical-immediate-and-wide-ranging-change-in-lifestyles-as-well-as-technologies\/\" target=\"_blank\" rel=\"noreferrer noopener\">more candidly<\/a>&nbsp;the deeper you investigate. The promises of upsides are simply lies. There are no drop-in replacements for the things that make our lifestyles today. That is why the CCC told Parliament that up to 62% of emissions reduction is going to come from \u2018behaviour change\u2019, which is to say that Net Zero requires government to use the&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/politics\/2023\/09\/01\/property-owners-failing-comply-new-energy-rules-face-prison\/\" target=\"_blank\" rel=\"noreferrer noopener\">criminal law<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/green-alliance.org.uk\/wp-content\/uploads\/2021\/11\/Added_value.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">price mechanisms<\/a>&nbsp;to regulate what people can do. That is what Sunak means when he says that previous governments have not been straight with the public. It is fact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2. The green lobby has LONG promised lower prices and greater energy security but has failed to deliver. There have been many claims that the costs of wind power have fallen&nbsp;<a href=\"https:\/\/www.theguardian.com\/environment\/2022\/jul\/08\/price-offshore-wind-power-falls-cheapest-ever-level-uk\" target=\"_blank\" rel=\"noreferrer noopener\">based on low \u2018strike prices\u2019<\/a>&nbsp;offered by wind farm developers since the Contracts for Difference (CfD) scheme was introduced in 2017. None of those miraculous strike prices have been achieved. The wind farm developers simply&nbsp;<a href=\"https:\/\/www.netzerowatch.com\/windfarms-renege-on-electricity-contracts-for-a-second-year\/\">reneged on them<\/a>. They were never going to take them up. They calculated that they would never have to. This came to crunch in the latest auction, when the government removed the wind farm operators\u2019 ability to walk away from the contract \u2014 they called the wind sector\u2019s bluff.&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/business-66749344\" target=\"_blank\" rel=\"noreferrer noopener\">No bids were offered<\/a>. The major promise of renewable energy has been utterly debunked by the green lobby\u2019s&nbsp;<a href=\"https:\/\/www.netzerowatch.com\/a-fairy-story-offshore-wind-costs\/\">own actions<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3. Behind the scenes, the failure of both global and national climate policy has been known for a long time \u2014 since the Paris Agreement (PA) at the latest. The PA is not in fact a \u2018global agreement\u2019; it allows countries to&nbsp;<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\" target=\"_blank\" rel=\"noreferrer noopener\">determine their own commitment<\/a>. And all that has done in turn is reignite the talking point that beset global climate policymaking in the 1990s and 2000s:&nbsp;<a href=\"https:\/\/www.reuters.com\/breakingviews\/how-crack-climate-free-rider-problem-2023-07-10\/\" target=\"_blank\" rel=\"noreferrer noopener\">the \u2018free rider\u2019 problem<\/a>. Some emerging one-time \u2018developing\u2019 economies, are now&nbsp;<a href=\"https:\/\/www.business-standard.com\/economy\/news\/brics-surpass-g7-gdp-india-china-major-economies-with-fast-growth-123042000484_1.html\" target=\"_blank\" rel=\"noreferrer noopener\">booming<\/a>, whereas much of the West\/G7 is stagnant and facing deindustrialisation, precisely as critics of climate policy had argued, decades ago. This is why there has been so much emphasis since the PA on LOCAL government, such as LTNs\/ULEZ\/CAZs, using \u2018air pollution\u2019 as a proxy battle in the climate war. This was encouraged by central government, which accelerated this fake \u2018localism\u2019 during lockdowns by making&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/collections\/cycling-and-walking\" target=\"_blank\" rel=\"noreferrer noopener\">large grants available to local authorities<\/a>&nbsp;to restrict private car use. Sunak has seen the robust response to this&nbsp;<a href=\"https:\/\/www.dailymail.co.uk\/news\/article-12447883\/Ulez-expansion-cameras-Heathrow-London.html\" target=\"_blank\" rel=\"noreferrer noopener\">in London<\/a>,&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/uk-wales-66853445\" target=\"_blank\" rel=\"noreferrer noopener\">in Wales<\/a>, and in&nbsp;<a href=\"https:\/\/www.itv.com\/news\/central\/2023-03-16\/nearly-50000-birmingham-caz-fines-scrapped-as-drivers-refuse-to-pay\" target=\"_blank\" rel=\"noreferrer noopener\">cities that have adopted them<\/a>, and&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/politics\/2023\/05\/19\/low-traffic-neighbourhoods-no-government-money\/\" target=\"_blank\" rel=\"noreferrer noopener\">has realised<\/a>&nbsp;that the public has been setting down its own red lines. The green agenda is now visible to all and politically toxic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4. Despite claims that other countries are steaming ahead with boiler bans, car bans, heat pumps, and championing Net Zero policies, especially in Europe, they are in fact creating deep schisms between and within EU member states. Auto manufacturers in Germany are&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/german-carmakers-lead-fall-europe-auto-stocks-amid-china-ev-probe-dispute-2023-09-14\/\" target=\"_blank\" rel=\"noreferrer noopener\">warning<\/a>&nbsp;that they cannot compete with Chinese rivals. Germany, struggling to find energy, itself is racing&nbsp;<a href=\"https:\/\/www.politico.eu\/article\/rust-belt-on-the-rhine-the-deindustrialization-of-germany\/\" target=\"_blank\" rel=\"noreferrer noopener\">towards deindustrialisation<\/a>, threatening the economic foundations of the Union. Its&nbsp;<a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/qa-germany-debates-phaseout-fossil-fuel-heating-systems\" target=\"_blank\" rel=\"noreferrer noopener\">boiler ban<\/a>, advanced by psychopathic Greens threatens to destabilise its own political centre of gravity, with a huge surge of interest in the AfD, now biting on the heels of the CDU&nbsp;<a href=\"https:\/\/www.politico.eu\/europe-poll-of-polls\/germany\/\" target=\"_blank\" rel=\"noreferrer noopener\">in the polls<\/a>. This risks not only the destabilisation of Europe, but geopolitical schism that could ultimately undermine NATO. Poland is&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/energy\/polands-pushback-eu-climate-goals-no-surprise-worry-maguire-2023-04-27\/\" target=\"_blank\" rel=\"noreferrer noopener\">pushing back<\/a>&nbsp;against EU climate targets. The Netherlands, having overextended its green agenda looks set to&nbsp;<a href=\"https:\/\/www.politico.eu\/europe-poll-of-polls\/netherlands\/\" target=\"_blank\" rel=\"noreferrer noopener\">oust its political establishment<\/a>&nbsp;at the November election following the growth of the BBB movement, and the even newer New Social Contract party. There is the obvious polarisation of French politics, which needs no repetition here. And there is the case of Sweden\u2019s new right-of-centre government&nbsp;<a href=\"https:\/\/www.lemonde.fr\/en\/sweden\/article\/2023\/04\/06\/swedish-government-criticized-for-abandoning-climate-targets_6021871_213.html\" target=\"_blank\" rel=\"noreferrer noopener\">abandoning its Net Zero targets<\/a>&nbsp;in favour of a technology-first approach. Sunak can see all this green policy failure&nbsp;<em>everywhere<\/em>&nbsp;that green blobbers point to, while claiming such chaos is success..<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5. ESG is failing. Former BoE governor Mark Carney, who just this week&nbsp;<a href=\"https:\/\/www.spectator.co.uk\/article\/mark-carney-has-become-a-disgrace-to-the-bank-of-england\/\" target=\"_blank\" rel=\"noreferrer noopener\">ranted against Liz Truss<\/a>, disgraced his former office. Carney was appointed by Johnson to lead The Glasgow Financial Alliance for Net Zero (GFANZ), which claimed to have aligned financial institutions with&nbsp;<a href=\"https:\/\/www.gfanzero.com\/press\/amount-of-finance-committed-to-achieving-1-5c-now-at-scale-needed-to-deliver-the-transition\/\" target=\"_blank\" rel=\"noreferrer noopener\">$130 trillion AUM<\/a>. Vanguard and BlackRock seem to be&nbsp;<a href=\"https:\/\/fortune.com\/2023\/09\/13\/blackrock-vanguard-were-once-esg-reversing-course-finance-bob-rubin\/\" target=\"_blank\" rel=\"noreferrer noopener\">reversing out of the Alliance<\/a>. And a number of major insurance firms,&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/esg-watch-is-it-curtains-mark-carneys-green-alliance-or-just-teething-problems-2023-04-26\/\" target=\"_blank\" rel=\"noreferrer noopener\">including Munich Re and Zurich<\/a>&nbsp;too, have joined the backlash. And Sunak knows about markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">6. Ukraine, Russia, and the realignment of geopolitics. Who really believes that Western diplomats now have any chance of bringing Russia, China, and India into the Net Zero suicide pact? The drawbridge is up. And the G20 meeting saw Modi&nbsp;<a href=\"https:\/\/www.thetimes.co.uk\/article\/narendra-modi-india-g20-climate-change-sbs29gb8q\" target=\"_blank\" rel=\"noreferrer noopener\">humiliate the entire green movement<\/a>. Sunak offered the climate fund&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/narendra-modi-green-climate-fund-g20-prime-minister-new-delhi-b2408569.html\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a31.6 billion<\/a>&nbsp;\u2014 roughly speaking a quid per Indian. And as many Indians said \u201cWhat?!! We\u2019re going to the Moon, mate!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sunak can see all of these problems. And none of them are going to be solved by banning petrol and diesel car sales in 2030, or by banning boilers. The world is a fundamentally different place now, post-Brexit, post-covid, post-Russia-Ukraine, after 15 years of Climate Change Act failures, and the deindustrialisation of the West. All that carrying on with Net Zero as usual is going to do is, far from strengthening Britain\u2019s position on the \u2018world stage\u2019, is further undermine our economy and industries, and political stability. Nobody else, except countries facing equivalent problems, perhaps, cares about our degenerate political class\u2019s ideological fantasies. Global climate policy is collapsing as global politics shifts, whereas the basis for the UK\u2019s draconian domestic climate policy agenda was ALWAYS global political institutions: the EU &amp; UN etc, not domestic popular support. It\u2019s not 2008 any more. Neither the ROW nor the UK public are as tolerant of being pushed around. And utopian, technocratic, supranational political ambitions look like so much cynical build-back-better bullshit that simply do not wash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The histrionics that are now the counterpoint to Sunaks mildest possible Net-Zero flip-flop are the chorus of an extremely small, but extremely noisy and over-indulged part of British society that has got far to used to not being slapped down by reality, and, like spoilt infants, they are determined to find the boundaries of their behaviour. They are utterly deranged by ideology, and incapable of allowing their claims to be tested by simple arithmetic. They speak glibly in the most superficial terms about things they know nothing about: how the world must be organised; how the entire economy will be powered; how ordinary people\u2019s lives will be managed. They lie. They try to tell people that banning things and imposing expensive restrictions will make them better off, make them safer and \u2018create jobs\u2019. From bottomless bank accounts, they commission idiot wonks at remote think tanks to produce glossy ideological bunk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sunak could not have done less to correct this mess. But what he has done is a good thing. And it includes setting a trap for the eco-catastrophists. The more they&nbsp;<a href=\"https:\/\/www.gbnews.com\/politics\/zac-goldsmith-sunak-net-zero-general-election\" target=\"_blank\" rel=\"noreferrer noopener\">howl and wail<\/a>, the more they will&nbsp;<a href=\"https:\/\/www.telegraph.co.uk\/politics\/2023\/09\/21\/lord-goldsmith-too-rich-feel-net-zero-kemi-badenoch\/\" target=\"_blank\" rel=\"noreferrer noopener\">expose<\/a>&nbsp;their utter&nbsp;<a href=\"https:\/\/inews.co.uk\/news\/politics\/labour-2030-petrol-diesel-car-ban-rishi-sunak-announce-net-zero-policy-delay-2630557\" target=\"_blank\" rel=\"noreferrer noopener\">contempt for ordinary people<\/a>. It is not in Sunak\u2019s gift, even if he wanted it, to reverse the entire sorry policy agenda. Too much stands in his way. But every scream and tantrum from the blobbers will bring that possibility closer to him or a successor. Because no person with a functioning brain believes that banning the boiler earlier, rather than later, is a good thing.
