class=\"wp-block-paragraph\">In four days\u2019 time, on Wednesday September 20th, our representatives meeting at the United Nations will sign off on a \u2018<a href=\"https:\/\/www.un.org\/pga\/77\/wp-content\/uploads\/sites\/105\/2023\/08\/Final-text-for-silence-procedure-PPPR-Political-Declaration.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Declaration<\/a>\u2019 titled: \u2018Political Declaration of the United Nations General Assembly High-level Meeting on Pandemic Prevention, Preparedness and Response.\u2019<\/p>\n\n\n\n<div data-wp-interactive=\"core\/file\" class=\"wp-block-file\"><object data-wp-bind--hidden=\"!state.hasPdfPreview\" hidden class=\"wp-block-file__embed\" data=\"https:\/\/climatescience.press\/wp-content\/uploads\/2023\/09\/Final-text-for-silence-procedure-PPPR-Political-Declaration.pdf\" type=\"application\/pdf\" style=\"width:100%;height:600px\" announced as a \u201csilent procedure\u201d, meaning that States not responding will be deemed supporters of the text. The document expresses a new policy pathway for managing populations when the World Health Organisation (WHO), the health arm of the UN, declares a future viral variant to be a \u201cpublic health emergency of international concern\u201d. The WHO&nbsp;<a href=\"https:\/\/apps.who.int\/iris\/bitstream\/handle\/10665\/329438\/9789241516839-eng.pdf?ua=1\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a>&nbsp;in 2019 that pandemics are rare and insignificant in terms of overall mortality over the last century. Since then, it decided that the 2019 old-normal population was simply oblivious to impending annihilation. The WHO and the entire UN system now consider pandemics an existential and imminent threat. This matters, because:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li>They are asking for far more money than is spent on any other international health program (your money);<\/li>\n\n\n\n<li>This will deliver great wealth to some people who now work closely with WHO and the UN;<\/li>\n\n\n\n<li>The powers being sought from your Government will reimpose the very responses that have just caused the largest growth in poverty and disease in our lifetimes; and<\/li>\n\n\n\n<li>Logically, pandemics will only become more frequent if someone intends to make them so (so we should wonder what is going on).<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Staff who drafted this Declaration did so because it is their job. They were paid to write a text that is clearly contradictory, sometimes fallacious, and often quite meaningless. They are part of a rapidly growing industry, and the Declaration is intended to justify this growth and the centralisation of power that goes with it. The document will almost certainly be agreed by our Governments because, frankly, this is where the momentum and money are.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whilst the Declaration\u2019s 13 pages are all over the place in terms of reality and farce, they are not atypical of recent UN output. People are trained to use trigger words, slogans and propaganda themes (e.g., \u201cequity\u201d, \u201cempowerment of all women and girls\u201d, \u201caccess to education\u201d, \u201ctechnology transfer hubs\u201d) that no one could oppose without risking being labelled a denier, far-Right or colonialist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Declaration should be read in the context of what these institutions and their staff have just done. It is difficult to summarise such a compendium of right-speak intended to veil reality, but it is hoped this short summary will prompt some thought. Wickedness is not a mistake but an intended deception, so we need to distinguish these clearly. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fomenting darkness behind a veil of light<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Put together, the following two extracts summarise the internal contradiction of the Declaration\u2019s agenda and its staggering shamelessness and lack of empathy:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">In this regard, we:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PP3: Recognise also the need to tackle health inequities and inequalities, within and among countries\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PP5: Recognise that the illness, death, socio-economic disruption and devastation caused by the COVID-19 pandemic\u2026<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">\u2018Recognition\u2019 of devastation is important. SARS-CoV-2 was associated with mortality predominantly within wealthy countries, where median age of&nbsp;<a href=\"https:\/\/www.statista.com\/statistics\/1191568\/reported-deaths-from-covid-by-age-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">Covid-associated death<\/a>&nbsp;was between 75 and 85 years. Nearly all of these people had significant&nbsp;<a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/hcp\/clinical-care\/underlyingconditions.html\" target=\"_blank\" rel=\"noreferrer noopener\">co-morbidities<\/a>&nbsp;such as obesity and diabetes, meaning their life-expectancy was already restricted. Most people contributing significantly to economic activity were at very low risk, a profile know in&nbsp;<a href=\"https:\/\/www.thelancet.com\/journals\/laninf\/article\/PIIS1473-3099(20)30243-7\/fulltext\" target=\"_blank\" rel=\"noreferrer noopener\">early 2020<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These three years of socio-economic devastation must, therefore, be overwhelmingly due to the response. The&nbsp;<em>virus&nbsp;<\/em>did not starve people, as the Declaration\u2019s writers would like us to believe. Deteriorating disease control was predicted by&nbsp;<a href=\"https:\/\/apps.who.int\/iris\/bitstream\/handle\/10665\/331845\/9789240004641-eng.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">WHO<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.theglobalfund.org\/media\/9819\/covid19_mitigatingimpact_report_en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">others<\/a>&nbsp;in early 2020, increasing malaria, tuberculosis, HIV\/AIDS and malnutrition. Economic disruption in low-income countries specifically&nbsp;<a href=\"https:\/\/www.bis.org\/publ\/work910.htm\" target=\"_blank\" rel=\"noreferrer noopener\">results<\/a>&nbsp;in more infant and child deaths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Western countries,&nbsp;<a href=\"https:\/\/www.mortality.watch\/\" target=\"_blank\" rel=\"noreferrer noopener\">adult mortality<\/a>&nbsp;has&nbsp;<a href=\"https:\/\/dailysceptic.org\/2023\/07\/02\/an-inexorable-rise-in-excess-mortality-since-the-vaccine-rollout\/\">risen<\/a>&nbsp;as expected when screening for cancer and heart disease are reduced and&nbsp;<a href=\"https:\/\/blog.petrieflom.law.harvard.edu\/2013\/09\/20\/the-whitehall-studies-and-human-rights\/\" target=\"_blank\" rel=\"noreferrer noopener\">poverty and stress<\/a>&nbsp;increase. Knowing this,&nbsp;<a href=\"https:\/\/apps.who.int\/iris\/bitstream\/handle\/10665\/329438\/9789241516839-eng.pdf?ua=1\" target=\"_blank\" rel=\"noreferrer noopener\">WHO advised<\/a>&nbsp;in late 2019 to \u201dnot under any circumstances\u201d impose lockdown-like measures for pandemic influenza. In early 2020, under the influence of its sponsors, it advocated them for COVID-19. The Declaration, however, carries no note of contrition or repentance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Undeterred by incongruity, the Declaration goes on to describe COVID-19 as \u201cone of the greatest challenges\u201d in UN history (PP6), noting that somehow this outbreak resulted in \u201cexacerbation of poverty in all its forms and dimensions, including extreme poverty\u201d. In fact, it acknowledges that this caused:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">(a) negative impact on equity, human and economic development across all spheres of society, as well as on global humanitarian needs, gender equality and the empowerment of all women and girls, the enjoyment of human rights, livelihoods, food security and nutrition, education, its disruption to economies, supply chains, trade, societies and the environment, within and among countries, which is reversing hard-won development gains and hampering progress (PP6)<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">To restate the obvious, this does not happen due to a virus targeting sick elderly people. It occurs when children and productive adults are barred from school, work, healthcare and participation in markets for goods and services. Economic, social and health&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/sharing-collecting-covid-stories-for-those-burned\/\" target=\"_blank\" rel=\"noreferrer noopener\">catastrophe<\/a>&nbsp;inevitably results, disproportionately harming&nbsp;<a href=\"https:\/\/apps.who.int\/iris\/bitstream\/handle\/10665\/329438\/9789241516839-eng.pdf?ua=1\" target=\"_blank\" rel=\"noreferrer noopener\">poorer people<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.bis.org\/publ\/work910.htm\" target=\"_blank\" rel=\"noreferrer noopener\">low-income countries<\/a>, conveniently far indeed from the halls of Geneva and New York.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No, we were not all in this together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not all were negatively impacted by this catastrophe.&nbsp;<a href=\"https:\/\/open.who.int\/2022-23\/contributors\/contributor\" target=\"_blank\" rel=\"noreferrer noopener\">People and corporations<\/a>&nbsp;who sponsor much of the WHO\u2019s health emergency work, and that of its sister organisations such as&nbsp;<a href=\"https:\/\/cepi.net\/news_cepi\/preparing-for-the-next-disease-x\/\" target=\"_blank\" rel=\"noreferrer noopener\">CEPI<\/a>,&nbsp;<a href=\"https:\/\/www.gavi.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Gavi<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/unitaid.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Unitaid<\/a>, did very well from the policies they advocated so strongly. Software and Pharma companies made unprecedently high profits while this mass impoverishment played out. The international agencies have also gained; construction and recruitment are strong in Geneva. Philanthro-capitalism is good for some.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The main aim of the Declaration is to back the proposed WHO International Health Regulation (IHR)&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/amendments-who-ihr-annotated-guide\/\" target=\"_blank\" rel=\"noreferrer noopener\">amendments<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/what-the-who-is-actually-proposing\/\" target=\"_blank\" rel=\"noreferrer noopener\">treaty<\/a>&nbsp;(PP26), key to ensuring that viral outbreaks that have such&nbsp;<a href=\"https:\/\/apps.who.int\/iris\/bitstream\/handle\/10665\/329438\/9789241516839-eng.pdf?ua=1\" target=\"_blank\" rel=\"noreferrer noopener\">small impact<\/a>&nbsp;can remain highly profitable. An additional $10 billion dollars per year in new financing is requested to support this (PP29). There is a reason why most countries have laws against scams. The UN and its agencies, fortunately for its staff, are outside of any national jurisdiction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on their sponsors\u2019 assessments, the staff of these agencies are doing their job well. For the rest of humanity, their work is an unmitigated disaster. In 2019 they said&nbsp;<a href=\"https:\/\/apps.who.int\/iris\/bitstream\/handle\/10665\/329438\/9789241516839-eng.pdf?ua=1\" target=\"_blank\" rel=\"noreferrer noopener\">never lock down<\/a>, then spent 2020 defending top-down lockdowns and mandates. For three years, they theatrically pretended that decades of knowledge on immunity, disease burden and the association of poverty with mortality did not exist. Now they write this UN Declaration to fund their industry further through taxpayers they so recently impoverished. Once tasked to serve the world\u2019s vast populations, particularly the poor and vulnerable, the UN vision has been consumed by public private partnerships, the allure of&nbsp;<a href=\"https:\/\/www.weforum.org\/press\/2019\/06\/world-economic-forum-and-un-sign-strategic-partnership-framework\/\" target=\"_blank\" rel=\"noreferrer noopener\">Davos<\/a>&nbsp;and a fascination with high-net-worth individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>When words are used to obscure actions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Declaration underlines the importance of educating children during pandemics (PP23), these same organisations backed school closures for hundreds of millions of&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/what-they-did-to-the-children\/\" target=\"_blank\" rel=\"noreferrer noopener\">children<\/a>&nbsp;at minimal risk from COVID-19. Among them,&nbsp;<a href=\"https:\/\/data.unicef.org\/resources\/covid-19-a-threat-to-progress-against-child-marriage\/\" target=\"_blank\" rel=\"noreferrer noopener\">several million<\/a>&nbsp;more girls are now being farmed off to nightly rape as child brides, others in&nbsp;<a href=\"https:\/\/www.unicef.org\/media\/70261\/file\/COVID-19-and-Child-labour-2020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">child labour<\/a>. Women and girls were&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/the-collapse-of-womens-health-and-work\/\" target=\"_blank\" rel=\"noreferrer noopener\">disproportionately<\/a>&nbsp;removed from education and from employment. They weren\u2019t asked if they supported these policies!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The girls are being raped because the people paid to implement these policies did so. They know the contradiction, and the harm. But this is a job like many others. The only unusual aspects, from a business standpoint, are the sheer amorality and lack of empathy that must be engaged to excel in it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To justify wrecking African children\u2019s lives, the UN claims out that the continent has \u201cover 100 major public health emergencies annually\u201d (OP4). Africa has a rising burden of endemic diseases that&nbsp;<a href=\"https:\/\/www.ajtmh.org\/view\/journals\/tpmd\/aop\/article-10.4269-ajtmh.21-0899\/article-10.4269-ajtmh.21-0899.xml\" target=\"_blank\" rel=\"noreferrer noopener\">dwarf mortality<\/a>&nbsp;from such outbreaks \u2013 over half a million children&nbsp;<a href=\"https:\/\/www.who.int\/teams\/global-malaria-programme\/reports\/world-malaria-report-2022\" target=\"_blank\" rel=\"noreferrer noopener\">die every year<\/a>&nbsp;from malaria (increased through the COVID-19 lockdowns) and similar burdens from&nbsp;<a href=\"https:\/\/www.who.int\/teams\/global-tuberculosis-programme\/tb-reports\/global-tuberculosis-report-2022\" target=\"_blank\" rel=\"noreferrer noopener\">tuberculosis<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.unaids.org\/en\/resources\/fact-sheet\" target=\"_blank\" rel=\"noreferrer noopener\">HIV<\/a>. By contrast, total COVID-19 deaths recorded in Africa over the past three years are just 256,000. The 2015&nbsp;<a href=\"https:\/\/www.cdc.gov\/vhf\/ebola\/history\/2014-2016-outbreak\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">West African Ebola<\/a>&nbsp;outbreak, the largest such recent emergency pre-Covid, killed 11,300 people.&nbsp;<a href=\"https:\/\/www.who.int\/health-topics\/middle-east-respiratory-syndrome-coronavirus-mers#tab=tab_1\" target=\"_blank\" rel=\"noreferrer noopener\">MERS<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.who.int\/publications\/m\/item\/summary-of-probable-sars-cases-with-onset-of-illness-from-1-november-2002-to-31-july-2003\" target=\"_blank\" rel=\"noreferrer noopener\">SARS1<\/a>&nbsp;killed less than 1,000 each globally. However, induced poverty does cause famine, raises child mortality and wrecks health systems \u2013 is this the health emergency that the UN is referring to? Or is it simply making things up?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/amendments-who-ihr-annotated-guide\/\" target=\"_blank\" rel=\"noreferrer noopener\">IHR amendments<\/a>, these agencies will coordinate the locking down, border closures, mandated medical examinations and vaccination of you and your family.&nbsp;Their Pharma sponsors reasonably expect to make several hundred billion more dollars from these actions, so we can be confident that emergencies will be declared. By claiming 100 such events annually in Africa alone, they are signalling how these new powers will be used. We are to believe the world is such that only the abandonment of our rights and sovereignty, for the enrichment of others, can save us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN and WHO do recognise that some will question this illogic. Strengthen regional and international cooperation, multilateralism, global solidarity, coordination and governance at the highest political levels and across all relevant sectors, with the determination to overcome inequities and ensure the sustainable, affordable, fair, equitable, effective, efficient and timely access to medical countermeasures including vaccines, diagnostics, therapeutics and other health products to ensure high-level attention through a multisectoral approach to prevent, prepare for and respond to pandemics and other health emergencies, particularly in developing countries;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">There are 48 more. You paid taxes so that someone could write that!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those millions of&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/those-who-poisoned-the-dreams-of-sarah\/\" target=\"_blank\" rel=\"noreferrer noopener\">girls suffering<\/a>&nbsp;at night, the hundreds of millions of&nbsp;<a href=\"https:\/\/brownstone.org\/articles\/what-they-did-to-the-children\/\" target=\"_blank\" rel=\"noreferrer noopener\">children<\/a>&nbsp;who had their futures stolen, the mothers of those malaria-killed children, and all suffering under the increasing burden of&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-04-12\/a-quarter-billion-more-people-face-extreme-poverty-oxfam-says\" target=\"_blank\" rel=\"noreferrer noopener\">poverty<\/a>&nbsp;and inequality unleashed by this farce are watching.
