Results from a new Abacus Data survey provided exclusively to the Star suggests that if an election were held today,\u00a037 per cent of Canadians would vote Conservative<\/strong>, compared to\u00a028 per cent for the Liberals.<\/strong><\/em><\/p>\n\n\n\n

The draft clean electricity regulations, released last week, serve as a warning that\u00a0neither the provinces nor industry nor common sense will stand in the way<\/strong>\u00a0of the federal government\u2019s commitment\u00a0to<\/strong>\u00a0meeting the\u00a0radical emissions targets agreed to in Paris in 2015<\/strong>. Whether the Liberals will successfully force power grids to achieve net zero by 2035 is far from certain, but one thing seems clear:<\/em><\/p>\n\n\n\n

The climate agenda has put the final nail in the coffin of deregulation.
Big government is here to stay.<\/mark><\/strong><\/em><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

The draft regulations\u00a0were immediately attacked<\/a>\u00a0by the premiers of Alberta and Saskatchewan as being \u201cunconstitutional\u201d and \u201cunachievable.\u201d Although there have been varying estimates of how much the transformation will cost \u2014 with Environment Minister Steven Guilbeault disingenuously claiming Canadians\u00a0will save money<\/a>\u00a0by\u00a0switching away from fossil fuels (which his carbon tax has artificially inflated in price)<\/strong>\u00a0\u2014 there can be little question that it would be\u00a0an expensive undertaking for the Prairie provinces.<\/strong><\/em><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

Unlike British Columbia, Manitoba, Quebec and Newfoundland, they\u00a0are\u00a0not endowed<\/strong><\/a>\u00a0with the geographical features that permit an\u00a0abundance of hydroelectricity.<\/strong>\u00a0Nor<\/strong>\u00a0do they have\u00a0a legacy of nuclear power,<\/strong>\u00a0like Ontario does. Saskatchewan\u00a0currently relies<\/a>\u00a0on fossil fuels for more than three-quarters of its electricity supply.<\/em><\/p>\n\n\n\n

Alberta also relies heavily on fossil fuels<\/strong>, but\u00a0is considerably greener<\/a>\u00a0than a decade ago. The province had planned to\u00a0phase out coal<\/a>\u00a0generation by 2030, but has managed to make the transition ahead of schedule (something that\u2019s almost unheard of in government), with\u00a0its last coal plant due to be decommissioned later this year.<\/strong><\/em><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

Lost in all this is any discussion of fostering competitive markets to spur innovation and bring down prices, or of limiting the size and scope of government.\u00a0In the 1970s and early \u201980s, governments were faced with many of the same challenges as they are today<\/strong>:\u00a0inflation<\/strong>\u00a0was rampant, economies were\u00a0stagnating<\/strong>\u00a0and\u00a0crime<\/strong>\u00a0was a blight on many cities. This\u00a0spurred a wave of deregulation in many western countries, including Canada,<\/strong>\u00a0which opened up sectors such as telecom and air travel, driving down prices, increasing choice and reinvigorating the economy.<\/em><\/p>\n\n\n\n

In this country, both Alberta and\u00a0Ontario experimented with electrical deregulation,<\/strong>\u00a0with varying degrees of success. Ontario\u2019s competitive market opened in 2002,\u00a0but was\u00a0short-lived<\/a>,<\/strong>\u00a0with the government quickly succumbing to political pressure over rising prices that were largely caused by unrelated factors. Alberta<\/strong>\u00a0also caved to pressure that resulted in numerous market interventions before prices had time to stabilize, but was\u00a0largely successful at creating a competitive\u00a0electrical generation market<\/a><\/strong>\u00a0and giving consumers some choice on the retail side.<\/em><\/p>\n\n\n\n

But a competitive market is antithetical to the type of overbearing control
the Trudeau Liberals are looking to exert over electrical generation.<\/mark><\/strong><\/em><\/p>\n\n\n\n

Not only will\u00a0the new clean electricity regulations dictate<\/strong>\u00a0what type of\u00a0generators<\/strong>\u00a0can be used,\u00a0preventing<\/strong>\u00a0companies and governments from striking a\u00a0balance between the environment and affordability<\/strong>, they represent the latest change in a\u00a0constantly shifting, and increasingly murky, set of environmental regulations<\/strong>\u00a0that will only serve\u00a0to scare away investors.<\/strong><\/em><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

Not content to let the carbon tax incentivize market players<\/strong>\u00a0to find ways to reduce emissions, the government has also\u00a0imposed industry-specific emissions caps<\/strong>\u00a0on oil and gas, introduced clean fuel standards,\u00a0banned<\/strong>\u00a0the sale of new\u00a0gas-powered vehicles<\/strong>\u00a0by 2035 and made it virtually\u00a0impossible to build new energy infrastructure<\/strong>, all while giving tens of billions of taxpayer dollars to favoured industries to produce products demanded by governments, rather than consumers.<\/em><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

Ottawa\u2019s ever-changing rules do not provide the type of stability businesses need to make long-term investments \u2014 not just in energy and electrical generation, but in other sectors of the economy, as well. This is likely one of the reasons why\u00a0Canada has seen a sharp decline in\u00a0gross business investment<\/a>\u00a0since the Liberals took office in 2015.<\/strong><\/em><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

The\u00a0contemporary push to displace competitive markets with central planning<\/strong>\u00a0comes at a time in which clear price signals could serve an important role in the energy transition. Many Canadian households and small businesses are charged for electricity based on the time of day, with prices dropping overnight and hitting a peak in the afternoon or early evening. But those traditional time-of-use patterns are quickly changing, and governments have significant concerns about the coming influx of electric vehicles overloading the grid.<\/em><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

Instead of harnessing the power of competitive markets as a force for good<\/strong>, however, the Liberals have\u00a0chosen to increase the size of centralized bureaucracies and dictate<\/strong>\u00a0how individuals, businesses and even other levels of government conduct their affairs. It\u2019s a strategy that\u2019s limiting individual freedom, subverting provincial autonomy, constraining the economy and making life increasingly unaffordable.<\/em><\/p>\n\n\n\n
