class=\"wp-block-list\">\n<li><strong>West Maui Land Co., a major water company in Maui, alleged in a letter that five hours passed between its request to divert water and its receipt of approval to do so from Hawaii\u2019s Department of Land and Natural Resources (DNLR).<\/strong><\/li>\n\n\n\n<li><strong>The company was instructed to contact a downstream farmer to ask about the impacts of a diversion on his operation, and by the time it had received approval it could no longer access the siphon that would have made the diversion work and enabled replenishment of water supply for firefighters.<\/strong><\/li>\n\n\n\n<li><strong>M. Kaleo Manuel, DLNR\u2019s deputy director of water resource management, \u201chas focused on bringing planning and indigenous knowledge to the fields of water advocacy and management in Hawaii\u201d and made comments suggesting that water use requires \u201ctrue conversations about equity,\u201d according to footage posted to Twitter and DLNR\u2019s website.&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The agency headed by M. Kaleo Manuel, the deputy director of the water resource management commission for Hawaii\u2019s Department of Land and Natural Resources (DLNR), delayed a requested diversion of water to fight the Maui wildfires on the grounds that such a diversion may have affected a local farmer, according to a letter sent by a Hawaiian water management company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The West Maui Land Co. wrote an Aug. 10 letter to Manuel, the day after the fires had done most of their damage, explaining that there was a five-hour gap between the company\u2019s 1 p.m. request to divert water from streams in order to assist the Maui Fire Department (MFD) in its effort to battle the blazes and the agency\u2019s 6 p.m. approval of the request. Manuel\u2019s agency delayed primarily because it was concerned about the impacts of a water diversion on a downstream local farmer, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the time the company received approval to divert water, the company was \u201cunable to reach the siphon release to make the adjustments that would have allowed more water to fill our reservoirs\u201d and be accessible to MFD, according to the letter. The company had already made an effort to contact the downstream user, but the letter explained that communications were spotty and that time was of the essence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The wildfires have resulted in at least 110 deaths, a figure that may rise as search efforts continue,\u00a0<a href=\"https:\/\/www.cnn.com\/2023\/08\/16\/us\/hawaii-maui-wildfires-death-toll-wednesday\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>\u00a0to CNN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn an emergency situation, or when an emergency is anticipated, a temporary reduction (not elimination) of water to one individual\u2019s farm should not be prioritized over and delay efforts to save an entire community,\u201d the letter says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Manuel \u201chas focused on bringing planning and indigenous knowledge to the fields of water advocacy and management in Hawaii\u201d in his capacity as deputy director of water resource management,\u00a0<a href=\"https:\/\/dlnr.hawaii.gov\/cwrm\/aboutus\/deputy\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>\u00a0to his biography page on the DNLR website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=EWh978uT-nA\" target=\"_blank\" rel=\"noreferrer noopener\">footage<\/a>\u00a0of an old Zoom meeting posted to Twitter, Manuel describes his view that Hawaiians revere water, and that its management in modern society necessitates \u201ctrue conversations about equity.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Meet M. The agency added that it encourages \u201cthe media and the public to avoid making judgments until all the facts are known,\u201d and that it had no further comment on the matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He was also named as a 2019 Asia Pacific leader by the Obama Foundation,\u00a0<a href=\"https:\/\/www.obama.org\/programs\/leaders\/asia-pacific\/2019\/kaleo-manuel\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a>\u00a0to the Obama Foundation\u2019s website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The alleged hesitancy to divert the water joins the growing list of reported crucial\u00a0<a href=\"https:\/\/dailycaller.com\/2023\/08\/16\/democrats-blame-climate-change-government-failures-hawaii-fires\/\" target=\"_blank\" rel=\"noreferrer noopener\">failures<\/a>\u00a0of public and private institutions to respond to the crisis and mitigate its risks in advance.
