We are hearing even more than usual about climate change this summer and that is not surprising \u2014 not with dog-days news cycles driven by record-setting heat waves, torrential rains and widespread Canadian wildfires.<\/em><\/p>\n\n\n\n

Some climate activists think we are not hearing enough about the issue: Writing in The\u00a0Guardian, columnist<\/strong>\u00a0Jonathan Freedland insists\u00a0that the problem is one of marketing<\/strong>. \u201cThe climate movement has devoted relatively few resources to reaching or persuading the public,\u201d he writes,\u00a0preposterously<\/strong>.<\/em><\/p>\n\n\n\n

He quotes progressive p.r. man David Fenton \u2014 \u201cWe\u2019re in a propaganda war, but only one side is on the battlefield\u201d \u2014 and cites former United Nations climate grandee\u00a0Christiana Figueres, who claims \u201cthe climate community has recoiled from marketing.\u201d<\/strong>\u00a0Why? Because, Figueres says, it is \u201csort of tainted. It\u2019s icky. You know, \u2018We\u2019re too good for marketing. We\u2019re too righteous\u2019. . . Hopefully we\u2019re getting over it.\u201d<\/em><\/p>\n\n\n\n

Of all the dumb and dishonest things that have been written and said in the climate debate,\u00a0the notion that climate-change activists just can\u2019t get their message out<\/strong>\u00a0\u2014 that they won\u2019t stoop to marketing \u2014 may be the very\u00a0dumbest and most dishonest.<\/strong><\/em><\/p>\n\n\n\n

Billions of dollars have been spent on climate-change advocacy,
to say nothing of money devoted to actual climate policies.<\/mark><\/strong><\/em><\/p>\n\n\n\n

The\u00a0government leaders<\/strong>\u00a0of practically every democratic country\u00a0speak about the issue constantly.<\/strong><\/em><\/p>\n\n\n\n

In the\u00a0intergovernmental sector,<\/strong>\u00a0you have everybody from the United Nations to the International Monetary Fund ringing the climate alarm bells, while in the\u00a0private sector<\/strong>\u00a0you can count on the likes of BlackRock, Goldman Sachs and other corporate titans to do the same.<\/em><\/p>\n\n\n\n

ESG rules<\/strong>\u00a0have pushed the climate issue onto the corporate agenda in a big way\u2014companies are spending billions in total (as much as $1.4 million per company) on climate-reporting costs alone.<\/em><\/p>\n\n\n\n

Even<\/strong>\u00a0the supposed villains in the story \u2014\u00a0big energy companies such as ExxonMobil<\/strong>\u00a0\u2014 spend billions of dollars a year advertising the green agenda. \u201cIn the past ten years we have reduced greenhouse gas emissions in our operations by more than 7 million metric tons,\u201d ExxonMobil boasts, \u201cwhich is the equivalent of taking about 1.4 million cars off the road.\u201d You may not think they are sincere, but\u00a0they are far from silent about the issue.<\/strong><\/em><\/p>\n\n\n\n

Climate activists have the commanding heights. What do the so-called deniers have?
A few of my cranky libertarian friends.\u00a0 .\u00a0 . And voters.<\/mark><\/em><\/strong><\/p>\n\n\n\n

The real issue with climate policy\u00a0isn\u2019t that voters don\u2019t know about the issue \u2014 it is that they disagree.<\/strong>\u00a0Climate policy touches everything<\/strong>\u00a0from big tech to farming to economic growth, everything from the homes we live in to the cars we drive, and, as such, an ambitious climate program will necessarily impose big costs.<\/em><\/p>\n\n\n\n

The Alexandria Ocasio-Cortezes of the world can\u00a0pretend that green policies will pay for themselves, but no serious person believes that.<\/strong><\/em><\/p>\n\n\n\n

Sure, Guardian headline writers can straight-up declare \u201cThe beauty of a\u00a0Green New Deal<\/strong>\u00a0is that it\u00a0would pay for itself\u201d<\/strong>\u00a0\u2014 this is\u00a0nothing more than<\/strong>\u00a0that\u00a0\u201cmarketing\u201d<\/strong>\u00a0to which our green friends supposedly are so averse.<\/em><\/p>\n\n\n\n

American voters do care about climate issues, but not as intensely as activists would like.\u00a0Climate routinely polls in the single digits when it comes to voters\u2019 top concerns<\/strong>, far behind (surprise!) the economy and health care.\u00a0 Independents rate\u00a0immigration a more pressing issue<\/strong>\u00a0than climate change.<\/em><\/p>\n\n\n\n

Maybe you think the US government is under the heel of the oil barons, but\u00a0no democratic country has undertaken the kind of economic transformation climate activists advocate.<\/strong><\/em><\/p>\n\n\n\n

The\u00a0signatories of the Paris Agreement are far from meeting their climate obligations;<\/strong>\u00a0the $100 billion a year in climate-finance commitments promised at the UN climate summit in Glasgow have not been fully funded; even in the European Union, the leaders of which take a much stronger climate line than their US counterparts, there has been no radical change.<\/em><\/p>\n\n\n\n

<\/p>\n\n\n\n

Germany<\/strong>\u00a0responded to Russia\u2019s recent energy blackmail\u00a0by\u00a0reopening coal plants<\/strong><\/a>.<\/strong><\/em><\/p>\n\n\n\n

European voters rank climate a higher priority than Americans do, but it typically polls behind economic growth and immediate issues such as the invasion of Ukraine.<\/em><\/p>\n\n\n\n

That is not oil-drenched propaganda at work\u2014 that is, for better and for worse,
democratic politics at work.<\/mark><\/strong><\/em><\/p>\n\n\n\n

While there has been piecemeal progress, countries across the globe are\u00a0moving at a glacial pace<\/strong>\u00a0when<\/strong>\u00a0it comes to the one policy that can reliably reduce greenhouse-gas emissions at a reasonable cost: rapidly\u00a0expanding nuclear power,<\/strong>\u00a0which has an operational carbon footprint of approximately zero.<\/em><\/p>\n\n\n\n

The state government in Pennsylvania got that collapsed interstate overpass reopened in record time by waiving all sorts of planning and permitting rules, but\u00a0no such urgency exists in the case of nuclear power or other needful energy infrastructure.<\/strong><\/em><\/p>\n\n\n\n

That, unfortunately, is democracy, too.\u00a0 What is needed is not more marketing \u2014 more propaganda, more hysteria.\u00a0 \u00a0What is\u00a0needed is a more attractive set of trade-offs.<\/strong><\/em><\/p>\n\n\n\n

But finding better trade-offs means\u00a0admitting that there are trade-offs<\/strong>, which\u00a0climate activists<\/strong>\u00a0\u2014 hostage to their marketing departments \u2014 have too often\u00a0refused to do.<\/strong><\/em><\/p>\n\n\n\n
