Rishi Sunak\u2019s promise to meet an \u00a311.6 billion climate and nature pledge looks set to be missed, according to a leaked internal memo.<\/mark><\/em><\/strong><\/p>\n\n\n\n

The president who oversaw the COP26 climate conference in Glasgow has warned against the move.<\/em><\/p>\n\n\n\n

The briefing note to ministers sets out that the <\/em>international<\/em><\/a> funding commitment would be a \u201chuge challenge\u201d and require backing for other aid projects to be slashed.<\/em><\/p>\n\n\n\n

The UK Government insisted it is delivering on the pledge and said suggestions the commitment could be dropped are \u201cfalse\u201d.<\/em><\/p>\n\n\n\n

Last week, the UK Government\u2019s statutory advisers, the <\/em>Climate Change<\/em><\/a> Committee, warned Tory ministers have undermined the careful language\u201d used to negotiate a global climate pact at COP26 in Glasgow over its insistence to expand oil and gas development.<\/em><\/p>\n\n\n\n

It added that the UK has \u201csent confusing signals on its climate priorities to the global community\u201d.<\/em><\/p>\n\n\n\n

The memo, obtained by the <\/em>Guardian<\/em><\/a>, says the commitment to provide \u00a311.6 billion between April 2021 and March 2026 was made at a time when the Government was meeting its legally-enshrined target of spending 0.7% of national income on overseas aid.<\/em><\/p>\n\n\n\n

That commitment was dropped to 0.5% as a result of the impact of Covid-19 on the nation\u2019s finances.<\/em><\/p>\n\n\n\n

The leaked document said meeting the climate pledge within this spending \u201cwould squeeze out room for other commitments such as humanitarian and women and girls\u201d.<\/em><\/p>\n\n\n\n

As I have pointed out before, all of this \u201cclimate aid\u201d promised by the UK is simply funded by the Overseas Aid budget. So spending money on renewable energy projects in Africa, for instance, means there is less to spend on real needs.<\/p>\n\n\n\n
