Keir Starmer is to pledge.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Speaking in Edinburgh later the Labour leader will vow to &#8220;cut bills, create jobs and provide energy security&#8221;.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>He will also say that a previously announced publicly-owned green energy company will be based in Scotland.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Sir Keir is under pressure from environmentalists and the oil industry over the scale and pace of change.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Climate campaigners have criticised the party for rowing back on a pledge to&nbsp;<\/em><a href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-65853872\"><em>invest \u00a328bn a year in green industries.<\/em><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>In England, planning rules which effectively ban new onshore wind farm developments will be scrapped if Labour wins the next election.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.bbc.co.uk\/news\/uk-scotland-scotland-politics-65945214\">https:\/\/www.bbc.co.uk\/news\/uk-scotland-scotland-politics-65945214<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And once again the BBC repeat the outright lie about an effective ban onshore wind.
