The merchant bank Lazard has been&nbsp;<a href=\"https:\/\/www.netzerowatch.com\/on-lazard\/\">a source of particular amusement<\/a>, their figures being so far divorced from reality as to be entirely laughable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another oft-cited source on the subject of levelised costs is the International Energy Agency (IEA), whose\u00a0<a href=\"https:\/\/iea.blob.core.windows.net\/assets\/ae17da3d-e8a5-4163-a3ec-2e6fb0b5677d\/Projected-Costs-of-Generating-Electricity-2020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">latest opus<\/a>\u00a0on the subject was published a couple of years back. For comedy value, this is right up there with Lazard. They are just about plausible as first-year figures, but certainly not as lifetime averages, which would be expected to be in the mid-30s. Extraordinarily, the IEA claims that \u201cthe only technology where efficiency losses have a systematic effect is solar PV\u201d. At a 3% cost of capital, the numbers cited for the US fall to around \u00a320\/MWh, which is roughly one sixth of what offshore windfarms cost in the UK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there\u2019s a second problem here. While 14 (unnamed) windfarms are outlined for the US, unfortunately, out in the real world, Uncle Sam has only got round to&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_offshore_wind_farms_in_the_United_States\" target=\"_blank\" rel=\"noreferrer noopener\">building two<\/a>, both tiny pilot plants.&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Block_Island_Wind_Farm\" target=\"_blank\" rel=\"noreferrer noopener\">Block Island<\/a>, the larger of the two, has been so staggeringly expensive it makes even the UK ones look cheap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So where is the IEA getting these numbers for US offshore windfarms from? I have no idea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s the same for some of the other countries too. France opened its first commercial offshore windfarm&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/energy\/frances-first-commercial-scale-offshore-wind-farm-starts-operations-2022-11-23\/\" target=\"_blank\" rel=\"noreferrer noopener\">only last year<\/a>, while Australia has&nbsp;<a href=\"https:\/\/www.4coffshore.com\/windfarms\/australia\/\" target=\"_blank\" rel=\"noreferrer noopener\">yet to open even one<\/a>! The temptation is to assume that the IEA\u2019s numbers are entirely fictional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, it\u2019s worth noting that at the time of the report\u2019s publication, half of the world\u2019s offshore wind capacity was in the UK, where hard data on the (very high) costs and the (rapidly deteriorating) operating performance is freely available.
