Pacific Gas and Electric (PG&amp;E), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&amp;E) have jointly filed a plan to comply with a&nbsp;<a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB205\">state law enacted last June<\/a>&nbsp;(Assembly Bill 205), that would combined a fixed, monthly recurring bill based on household income, not how much electricity the household uses, along with a more conventional consumption-based charge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The utilities will lower their consumption rates, making up the losses through the income taxation mechanism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under Assembly Bill 205, the three investor-owned utilities must reduce their sky-high retail electric rates, using an income-related fixed charge mechanism. Meredith Fowlie at the University of California at Berkeley\u2019s Energy Institute at Hass&nbsp;<a href=\"ttps:\/\/energyathaas.wordpress.com\/2023\/04\/17\/whos-afraid-of-retail-electricity-rate-reform\/\">commented in a blog,<\/a>&nbsp;\u201cThe impetus for electricity rate reform? California\u2019s retail electricity prices are high and rising.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the plan the utilities have submitted to the&nbsp;<a href=\"https:\/\/www.cpuc.ca.gov\/\">California Public Utilities Commission<\/a>&nbsp;(CPUC):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Households with annual income from&nbsp;$28,000 \u2013 $69,000&nbsp;would pay&nbsp;$20 a month&nbsp;in Southern California Edison territory,&nbsp;$34 a month&nbsp;in SDG&amp;E territory, and&nbsp;$30 a month&nbsp;in PG&amp;E territory.<\/li>\n\n\n\n<li>Households earning $69,000 \u2013 $180,000&nbsp;would pay&nbsp;$51 a month&nbsp;in Edison and PG&amp;E territories, and&nbsp;$73 a month&nbsp;in SDG&amp;E territory.<\/li>\n\n\n\n<li>Those with incomes&nbsp;above $180,000&nbsp;would pay&nbsp;$85 a month&nbsp;in Edison territory,&nbsp;$128 a month&nbsp;in SDG&amp;E territory and&nbsp;$92 a month&nbsp;in PG&amp;E territory.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/energized.edison.com\/stories\/sce-proposes-bill-relief-for-lower-income-customers\">According to SCE<\/a>, household income verification would \u201cbe managed by a qualified, independent state agency or third party; the utilities would not manage nor have direct access to such data.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some customers would be paying less overall, some more.&nbsp;<a href=\"https:\/\/energized.edison.com\/stories\/sce-proposes-bill-relief-for-lower-income-customers\">SCE says<\/a>, \u201cUnder the proposal, SCE\u2019s approximately 1.2 million lower-income customers would received an average 16%-21% bill reduction, and about half of SCE\u2019s customers would see lower bills, assuming no change in electricity usage. Rates for each unit of electricity consumer (kilowatt-hours) would decrease by about 33% for all residential customers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Haas\u2019s Fowlie says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">We\u2019ve argued&nbsp;<a href=\"https:\/\/www.next10.org\/sites\/default\/files\/2021-02\/Next10-electricity-rates-v2.pdf\">here<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.next10.org\/sites\/default\/files\/2022-09\/Next10-paying-for-electricity-final-comp.pdf\">here<\/a>&nbsp;that these prices are too high because we\u2019re effectively taxing grid electricity consumption to pay for costs that don\u2019t vary with usage (e.g. rising costs of wildfire risk mitigation, compensating wildfire victims, infrastructure costs, public purpose programs). These too-high electricity prices are slowing progress on electrification and straining the pocketbooks of lower-income households.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">She adds:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Revenues not recovered in a per-kWh charge will be collected in a fixed monthly charge that increases with household income. By how much should electricity prices be reduced? How should income-graduated fixed charges be set?<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Answering those questions will be up to the CPUC, and the commission\u2019s inquiry is likely to be lengthy. SDG&amp;E notes, \u201cState law requires the CPUC to adopt a new electric rate structure no later than July 1, 2024.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fowlie notes:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Under this kind of reform, there will be winners and losers. Most low-income households will \u2018win\u2019 reductions in their electricity bills. Households like mine \u2014 higher-income households with rooftop solar\u2014are the biggest losers. No one likes to pay more, so some&nbsp;<a href=\"https:\/\/docs.cpuc.ca.gov\/PublishedDocs\/SupDoc\/R2207005\/5907\/505462900.pdf\">rooftop solar advocates<\/a>&nbsp;-among others- are pushing back.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Using her own circumstances as illustration:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">In California, we use retail electricity prices to raise revenues to cover a long list of non-incremental expenses I described earlier. This means that only a fraction of the savings I see on my bill are savings that my solar panels are actually generating for the world. A significant fraction of my cost \u2018savings\u2019 are just cost-shifted onto someone else\u2019s bill since these costs still need to be paid. These proposed changes will reduce my solar PV \u2018savings\u2019 and increase my monthly electricity bills.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.sdgenews.com\/article\/sdge-submits-rate-reform-proposal-designed-stabilize-and-lower-energy-bills\">SDG&amp;E CEO Caroline Winn said<\/a>, \u201cWe have listened to and heard from our customers that fundamental change is needed to provide bill relief,\u201d SDG&amp;E CEO Caroline Winn said. \u201cWhen we were putting together the reform proposal, front and center in our mind were customers who live paycheck to paycheck, who struggle to pay for essentials such as, energy, housing and food.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Winn says that SDG&amp;E\u2019s KWh component of the customer\u2019s bill would go down by 42%. The press release notes, \u201cIn San Diego County, nearly 85% of customers have their electricity purchased by local governments known as community choice aggregators or other entities \u2013 not SDG&amp;E.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CPUC staff is likely to go over the utilities\u2019 filing with a magnifying glass, asking fundamental questions, legal and administrative. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who will verify the incomes of millions of utility customers?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> How will they do it? How will they be compensated?
