Australia is no stranger to this danger \u2013 in fact, it\u2019s almost become normal \u2013 but the brutal reality of what it signals is terrifying.<\/p>\n\n\n\n

This isn\u2019t normal.<\/p>\n\n\n\n

This is rapidly becoming the new normal.<\/p>\n\n\n\n

Which raises the question, what\u2019s the next-level unusual?<\/p>\n\n\n\n

Dr Greg Raymond of the Australian National University\u2019s College of Asia & the Pacific put just such a scenario to a group of South East Asian and Australian defence officials.<\/strong><\/p>\n\n\n\n

After four hours of high-intensity action and reaction, things didn\u2019t turn out so well.<\/p>\n\n\n\n

\u2026<\/p>\n\n\n\n

Climate security researcher Dr Elizabeth Boulton, a former Australian Army logistics officer, says we know worse is on its way.<\/p>\n\n\n\n

When it arrives, people will want solutions.<\/p>\n\n\n\n

And in a crisis, governments turn to their military, emergency services and intelligence agencies for answers.<\/strong><\/p>\n\n\n\n

\u2026<\/p>\n\n\n\n

\u201cPeople within the security sector are very motivated to protect their communities<\/strong>,\u201d she says. \u201cThey have a sort of protective instinct. They\u2019re citizens themselves, drawn from the wider community. And they know the taxpayer pays for the security forces. So they face quite a moral problem if they\u2019re directed to defend a dangerous economic structure against a harmed populace.<\/strong>\u201d<\/p>\n\n\n\n

Bodies lay rotting in the streets. People are getting sick.<\/p>\n\n\n\n

\u2026<\/p>\n\n\n\n

Amid the social uproar and suffering, the UN Security Council declares a planetary emergency<\/strong>.<\/p>\n\n\n\n

\u2026<\/p>\n\n\n\n

\u201cThe criminal groups moved in and became the security providers of choice,<\/strong>\u201d Dr Boulton says of the war game\u2019s outcome.<\/p>\n\n\n\n
