The problem is, these weather station networks were never designed to detect such a signal in the first place. They were actually designed for weather forecast verification, to determine if forecasts issued by agencies such as the U.S. Weather Bureau (now the National Weather Service) were accurate. If you make temperature and precipitation forecasts for a location, and there is no feedback of the actual temperatures reached and the rainfall recorded, then it is impossible to improve the skill of forecasting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The original network of weather stations, called the&nbsp;<a href=\"https:\/\/www.weather.gov\/ama\/coop\">Cooperative Observer Program<\/a>&nbsp;(COOP),&nbsp;was established in 1891 to formalize an&nbsp;<em>ad hoc<\/em>&nbsp;<a href=\"https:\/\/www.ametsoc.org\/index.cfm\/ams\/publications\/journals\/monthly-weather-review\/mwr150\/#January\">weather observation network operated by the U.S. Army Signal Service<\/a>&nbsp;since 1873. It was only later that the COOP network began to be used for climate because climate observations require at least&nbsp;<a href=\"https:\/\/climateataglance.com\/climate-at-a-glance-weather-vs-climate\/\">30 years of data from weather stations<\/a>&nbsp;before a baseline \u201cnormal climate\u201d for a location can be established. Once the Cooperative Observer Program was established in the United States, other countries soon followed, and duplicated how the U.S. network was set up on a global scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the COOP network has several serious problems for use in detecting climate change on a national and global scale. The U.S. temperature readings made by volunteer COOP observers are&nbsp;<a href=\"https:\/\/www.weather.gov\/media\/mpx\/Coop\/QuickReferenceGuide.pdf\">rounded to the nearest whole degree Fahrenheit<\/a>&nbsp;when recording the data on a&nbsp;<a href=\"https:\/\/www.weather.gov\/media\/coop\/WS%20Form%20B-91.PDF\">paper form called a B-91<\/a>. When comparing such coarsely recorded nearest whole degree temperature data to the claims of global warming, which are&nbsp;<a href=\"https:\/\/www.c2es.org\/content\/changes-in-climate\/\">said to be&nbsp;about 1.8\u00b0F (1.0\u00b0C) since the late 1800s<\/a>,&nbsp;the obvious questions of accuracy and precision of the COOP temperature data arise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even more concerning is that more than&nbsp;<a href=\"https:\/\/heartland.org\/publications\/research-commentary-new-heartland-study-shows-96-percent-of-noaa-surface-temperature-station-data-is-corrupted\/\" target=\"_blank\" rel=\"noreferrer noopener\">90% of the COOP stations in the United States used to record climate data have found to be corrupted<\/a>&nbsp;by local urbanization or contamination effects over time, with&nbsp;<a href=\"https:\/\/heartland.org\/publications\/research-commentary-new-heartland-study-shows-96-percent-of-noaa-surface-temperature-station-data-is-corrupted\/\" target=\"_blank\" rel=\"noreferrer noopener\">hundreds of COOP stations found to have been severely compromised<\/a>&nbsp;by being placed next to air conditioner exhausts, jet exhausts at airports, and concrete, asphalt, and buildings that have sprung up near stations. All of these heat sources and heat sinks do one thing and one thing only: bias the recorded temperatures upwards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The crux of the problem is this: the NWS publication \u201c<a href=\"https:\/\/www.nws.noaa.gov\/directives\/sym\/pd01013002curr.pdf\">Requirements and Standards for Climate Observations<\/a>\u201d instructs that temperature data instruments must be \u201cover level terrain (earth or sod) typical of the area around the station and at least 100 feet from any extensive concrete or paved surface,\u201d and that \u201call attempts will be made to avoid areas where rough terrain or air drainage are proven to result in non-representative temperature data.\u201d However, as detailed in&nbsp;<a href=\"https:\/\/heartland.org\/wp-content\/uploads\/documents\/2022_Surface_Station_Report.pdf\">this report<\/a>, these instructions are regularly violated, not just in the U.S. network, but also in the&nbsp;<a href=\"https:\/\/www.ncei.noaa.gov\/products\/land-based-station\/global-historical-climatology-network-daily\">Global Historical Climate Network<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This isn\u2019t just a U.S. problem; it is a global problem. Examples exist of similarly compromised stations throughout the world, including&nbsp;<a href=\"https:\/\/wattsupwiththat.com\/2009\/03\/28\/how-not-to-measure-temperature-part-86-when-in-rome-dont-do-as-the-romans-do\/\">Italy<\/a>, the&nbsp;<a href=\"https:\/\/wattsupwiththat.com\/2012\/08\/18\/how-not-to-measure-temperature-part-93-the-hottest-weather-station-in-the-uk-cited-by-the-bbc-has-some-interesting-exposure\/\">United Kingdom<\/a>,&nbsp;<a href=\"https:\/\/wattsupwiththat.com\/2010\/11\/07\/phil-jones-and-the-chinese-weather-station-corruption\/\">China<\/a>,&nbsp;<a href=\"https:\/\/journals.ametsoc.org\/view\/journals\/clim\/22\/12\/2008jcli2726.1.xml\">Africa<\/a>, and&nbsp;<a href=\"http:\/\/dx.doi.org\/10.1016\/j.atmosres.2015.06.025\">Australia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With such broad corruption of the measurement environment, \u201cThe temperature records cannot be relied on as indicators of global change,\u201d&nbsp;<a href=\"https:\/\/www.thetimes.co.uk\/search?source=search-page&amp;q=%E2%80%9CThe+temperature+records+cannot+be+relied+on+as+indicators+of+global+change%2C%E2%80%9D+said+John+Christy%2C+professor+of+atmospheric+science+at+the+University+of+Alabama+in+Huntsville%2C+a+former+lead+author+on+the+IPCC.\">said<\/a>&nbsp;John Christy, professor of atmospheric science at the University of Alabama in Huntsville, a former lead author on the Intergovernmental Panel on Climate Change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fact is that all global temperature data are recorded and compiled by government agencies, and the data are questionable due to corruption issues, rounding, and other adjustments that are applied to the data. In essence, the global surface temperatures that are reported are a mishmash of rounded, adjusted, and compromised readings, rather than being an accurate representation of Earth\u2019s temperature. While scholars may claim the data are accurate, any layman can surmise that with all the problems that have been pointed out, it cannot possibly be accurate, only an estimate with high uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only one independent global temperature dataset that is independent of government compilation and reporting methods exists, and that is&nbsp;<a href=\"https:\/\/www.nsstc.uah.edu\/climate\/\" target=\"_blank\" rel=\"noreferrer noopener\">satellite-derived global temperature data<\/a>&nbsp;from the University of Alabama at Huntsville (UAH), which are curated by&nbsp;<a href=\"https:\/\/www.uah.edu\/images\/colleges\/science\/cvs\/john-christy-cv-2021.pdf\">Dr. John Christy<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/aqua.nasa.gov\/content\/roy-spencer-us-amsr-e-science-team-leader\">Dr. Roy Spencer<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, even the UAH satellite dataset doesn\u2019t give a full and accurate picture of global surface temperature because of limitations of the satellite system. At present, the system measures atmospheric temperature of the lower troposphere&nbsp;<a href=\"https:\/\/www.uah.edu\/essc\/weather-products\/global-temperature-report\">at about 26,000 feet (8 kilometers) altitude<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To date, there is only one network of climate capable weather stations that is accurate enough to fully detect a climate change signal. This is the&nbsp;<a href=\"https:\/\/www.ncei.noaa.gov\/access\/crn\/\">U.S. Climate Reference Network<\/a>&nbsp;(USCRN), which is a state-of-the-art automated system designed specifically to accurately measure climate trends at the surface. Since going into&nbsp;<a href=\"https:\/\/heartland.org\/opinion\/climate-alarmists-foiled-no-us-warming-since-2005\/\">operation in 2005, it has not found any significant warming<\/a>&nbsp;trend in the United States that can be attributed to climate change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unfortunately, the data from the USCRN network are buried by the U.S. government, and are not publicly reported in&nbsp;<a href=\"https:\/\/www.ncei.noaa.gov\/access\/monitoring\/monthly-report\/global\/202213\">monthly<\/a>&nbsp;or&nbsp;<a href=\"https:\/\/www.ncei.noaa.gov\/access\/monitoring\/monthly-report\/global\/202213\">yearly<\/a>&nbsp;global climate reports. It has also not been deployed worldwide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given the government monopoly on use of corrupted temperature data, questionable accuracy, and a clear reticence to make highly accurate temperature data from the USCRN available to the public, it is time for a truly independent global temperature record to be produced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This isn\u2019t \u201crocket science.\u201d Given that&nbsp;<a href=\"https:\/\/www.gao.gov\/products\/gao-18-223\">governments are spending billions of taxpayer dollars on climate mitigation programs<\/a>, doesn\u2019t it make sense to get the most important thing \u2013 the actual temperature \u2013 as accurate as possible? Given today\u2019s technology, shouldn\u2019t we confirm and validate the need for it with a network and data collection that is not relying on a 100-year-old system?
