Residential electricity rates\u2014already up an average of&nbsp;<a href=\"https:\/\/www.commonwealthfoundation.org\/research\/rising-electricity-costs\/\" target=\"_blank\" rel=\"noreferrer noopener\">73 percent<\/a>&nbsp;since 2020\u2014will continue to erode Pennsylvania\u2019s competitiveness unless the status quo changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2021,&nbsp;the Keystone State exported more electricity than any other state,&nbsp;according to the&nbsp;<a href=\"http:\/\/www.ifo.state.pa.us\/download.cfm?file=Resources\/Documents\/Electricity_Update_March_2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Independent Fiscal Office<\/a>.&nbsp;The&nbsp;<a href=\"https:\/\/www.eia.gov\/state\/?sid=PA#tabs-1\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. Energy Information Administration<\/a>&nbsp;lists Pennsylvania as&nbsp;the second-largest net supplier of total energy to other states, after Texas, and the third-largest coal-producing state, after Wyoming and West Virginia. Pennsylvania&nbsp;natural gas production hit a record 7.6 trillion cubic feet in 2021, second only to Texas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy producers managed that despite a regulatory regime inclined to abuse its authority. For example, the Department of Environmental Resources (DEP) of the previous governor, Tom Wolf, tried to impose new regulations on coal mines that directly contradict existing law. DEP&nbsp;<a href=\"http:\/\/paenvironmentdaily.blogspot.com\/2022\/11\/dep-withdraws-final-manganese-water.html\" target=\"_blank\" rel=\"noreferrer noopener\">withdrew the proposal<\/a>&nbsp;only after the Independent Regulatory Review Commission disapproved it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his tenure, Wolf repeatedly attempted to enact a severance tax on natural gas\u2014an industry already burdened by more than&nbsp;<a href=\"https:\/\/marcelluscoalition.org\/wp-content\/uploads\/2022\/07\/Impact-Fee-2022-002-06-30-22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$6 billion in special taxes and fees<\/a>&nbsp;over the last decade. In 2019, Wolf began his unilateral push for entry into the Regional Greenhouse Gas Initiative (RGGI), while being opposed by legislators, labor unions, and&nbsp;<a href=\"https:\/\/bipac-momentum-media.s3.amazonaws.com\/Media\/assets\/000\/030\/566\/original\/RGGI_polling-graphic.png\" target=\"_blank\" rel=\"noreferrer noopener\">the public.<\/a>&nbsp;RGGI, currently&nbsp;<a href=\"https:\/\/www.penncapital-star.com\/energy-environment\/pa-appeals-court-hears-oral-arguments-in-fight-over-rggi\/\" target=\"_blank\" rel=\"noreferrer noopener\">under review<\/a>&nbsp;in the courts, is a carbon tax on electricity generators that would cost Pennsylvania consumers&nbsp;<a href=\"https:\/\/bipac-momentum-media.s3.amazonaws.com\/Media\/assets\/000\/034\/043\/original\/RGGI%20IMPACT%20ON%20FAMILIES.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$800 million a year<\/a>&nbsp;and simply move&nbsp;<a href=\"https:\/\/www.scribd.com\/document\/590081733\/Calpine-RGGI-Lawsuit\" target=\"_blank\" rel=\"noreferrer noopener\">most of the emissions<\/a>&nbsp;to neighboring states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Will Shapiro take a more reasonable approach to energy regulation?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/paenvironmentdaily.blogspot.com\/2022\/11\/what-can-we-expect-from-governor.html\" target=\"_blank\" rel=\"noreferrer noopener\">Shapiro\u2019s been lukewarm about the carbon tax<\/a>, saying it\u2019s \u201cnot clear\u201d whether RGGI would \u201caddress climate change, protect and create energy jobs and ensure Pennsylvania has reliable, affordable and clean power for the long term.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With allies in both the environmental and labor communities, Shapiro\u2019s&nbsp;<a href=\"https:\/\/www.pennlive.com\/opinion\/2022\/11\/shapiros-campaign-promises-offer-blueprint-for-bipartisanship-opinion.html\" target=\"_blank\" rel=\"noreferrer noopener\">campaign rhetoric<\/a>&nbsp;alternately addressed the interests of both\u2014speaking sometimes of permitting reform to speed approvals of energy projects and other times of severely restricting gas-well drilling.&nbsp;\u201cJosh refuses to accept the false choice between protecting jobs or protecting our planet,\u201d said his campaign website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As attorney general, Shapiro charged natural gas drillers and pipeline operators with criminality for offenses ordinarily handled as civil matters. Industry supporters worry that such treatment dampens business investment in the state. The environmental left labels Shapiro\u2019s criminal prosecutions of producers as only a \u201c<a href=\"https:\/\/www.publicsource.org\/josh-shapiro-governor-pennsylvania-pa-fracking-natural-gas-drilling-hydrogen\/\" target=\"_blank\" rel=\"noreferrer noopener\">slap on the wrist<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What we do know is that Shapiro proposes to increase alternative energy\u2019s share of retail electricity sales from 18 to&nbsp;<a href=\"https:\/\/apnews.com\/article\/climate-business-environment-and-nature-pennsylvania-environment-c1dcdd8bb0452833f3cf871f2dd797d3\" target=\"_blank\" rel=\"noreferrer noopener\">30 percent<\/a>\u2014a 67 percent boost. The alternative energy program already costs consumers&nbsp;<a href=\"https:\/\/marcelluscoalition.org\/wp-content\/uploads\/2020\/03\/Pennsylvanias-Electricity-Market-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$104 million<\/a>&nbsp;a year in subsidies and puts power plants fueled by coal or gas at a disadvantage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While some regulations are important for health and safety, there are too many onerous restrictions that keep the state from producing affordable energy. Shapiro should support&nbsp;<a href=\"https:\/\/www.commonwealthfoundation.org\/2023\/01\/11\/pa-senate-passes-voter-id-regulatory-reform\/\" target=\"_blank\" rel=\"noreferrer noopener\">a constitutional amendment<\/a>&nbsp;that ensures the legislature can review and disapprove regulations that unduly restrict energy production. Elected representatives, not unelected bureaucrats, should have the final say over these expansive and costly regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shapiro should also back regulatory reform that allows power plants and well drillers to continue to operate and employ tens of thousands of people. Three at-risk power plants alone support more than&nbsp;<a href=\"https:\/\/bipac-momentum-media.s3.amazonaws.com\/Media\/assets\/000\/031\/481\/original\/Power-PA-Jobs-Press-Release-following-EQB-RGGI-vote.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">8,000 jobs<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Shapiro should withdraw from the&nbsp;<a href=\"https:\/\/www.commonwealthfoundation.org\/2022\/11\/30\/pennsylvania-electric-bill-carbon-tax\/\" target=\"_blank\" rel=\"noreferrer noopener\">RGGI carbon tax<\/a>&nbsp;and streamline regulations on the state\u2019s fossil fuel industry. This would promote affordable energy production and power grid stability and help unleash Pennsylvania\u2019s energy potential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2023, championing good energy policy will be crucial for Shapiro. Developing Pennsylvania\u2019s deposits of natural gas and coal would enhance its role as a global powerhouse and promote the well-being of Pennsylvanians.
