href=\"https:\/\/www.weforum.org\/agenda\/2022\/03\/15-minute-city-stickiness\/\">WEF\u2019s own words<\/a>&nbsp;\u2014 this rearrangement of cities is absolutely about climate change:<\/h4>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">As climate change and global conflict cause shocks and stresses at faster intervals and increasing severity, the 15-minute city will become even more critical.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">And the solution was the pandemic (they really say that):<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The obvious, yet incomplete, answer is the pandemic\u2026. with COVID-19 and its variants keeping everyone home (or closer to home than usual), the 15-minute city went from a \u201cnice-to-have\u201d to a rallying cry. Meeting all of one\u2019s needs within a walking, biking or transit distance was suddenly a matter of life and death.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">And then the dark hand of the totalitarian managers appears, as James Woudhuysen, warned in&nbsp;<em>Spiked in late October:<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a href=\"https:\/\/www.spiked-online.com\/2022\/10\/25\/the-madness-of-the-15-minute-city\/\">The madness of the \u201815-minute city\u2019<\/a><\/h3>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The green agenda is taking inspiration from the illiberal days of lockdown.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">To this end, Oxfordshire County Council, which is run by Labour, the Liberal Democrats and the Green Party, wants to divide the city of Oxford into six \u201815 minute\u2019 districts. In these districts, it is said, most household essentials will be accessible by a quarter-of-an-hour walk or bike ride, and so residents will have no need for a car.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">On the surface, these 15-minute neigbourhoods might sound pleasant and convenient. But there is a coercive edge. The council plans to cut car use and traffic congestion by placing strict rules on car journeys.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Residents will have to register their cars with the council and they will be tracked to count their journeys through the key gateways. It\u2019s the social credit scheme that starts with your car and works like anti-frequent-flyer points.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Under the new proposals, if any of Oxford\u2019s 150,000 residents drives outside of their designated district more than 100 days a year, he or she could be fined \u00a370.<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The concept of the 15-minute city was born with \u2018<a href=\"https:\/\/www.c40.org\/about-c40\/\" target=\"_blank\" rel=\"noreferrer noopener\">C40<\/a>\u2019. Chaired today by London mayor Sadiq Khan, C40 calls itself a \u2018network of mayors of nearly 100 world-leading cities collaborating to deliver the urgent action needed right now to confront the climate crisis\u2019.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Climate lockdowns?&nbsp;<em>Seriously<\/em>?<\/h3>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">It all sounds a bit ridiculous to suggest a lockdown \u201cfor the climate\u201d but listen to the BBC.&nbsp; They\u2019re working awfully hard to persuade us \u2014 they obviously think voters won\u2019t want this. Here they are connecting the \u201c15 Minute City\u201d to the fun of covid lockdowns, and setting this up as though it\u2019s totally normal for the government to decide who your friends are:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><a href=\"https:\/\/www.bbc.com\/worklife\/article\/20201214-how-15-minute-cities-will-change-the-way-we-socialise\">How \u201915-minute cities\u2019 will change the way we socialise<\/a><\/h4>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">And furthermore lockdowns in Paris were great social moments where we all made friends. Who knew how much fun it would be to be told you couldn\u2019t drive far?<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">.. for Fraioli, the two-month lockdown that began on 17 March \u2013 confining her to a 1km radius of her home \u2013 gave her a nuanced, enriching view of her neighbourhood. \u201cI discovered it\u2019s possible to feel like you\u2019re in a small village in Paris,\u201d she says. \u201cTo get to know your neighbours, to maintain good links with shopkeepers, to favour local craftsmen and shops over large supermarkets. I even joined a citizens\u2019 movement where people prepare food baskets for homeless people. I thought I would have a hard time living the lockdown, but I was perfectly at home, in a quiet place.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">I don\u2019t seem to recall \u201cgetting to know neighbours\u201d as being part of any lockdown anywhere?<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">And lookout \u2014\u00a0 the\u00a0<em>15 minute city<\/em>\u00a0is not just Oxford, but turning up in\u00a0<a href=\"https:\/\/www.brisbanetimes.com.au\/business\/workplace\/the-parisian-15-minute-city-comes-to-brisbane-20221108-p5bwjs.html\">Brisbane<\/a>,\u00a0<a href=\"https:\/\/www.planmelbourne.vic.gov.au\/current-projects\/20-minute-neighbourhoods\">Melbourne<\/a>,\u00a0<a href=\"https:\/\/sustainablemobility.iclei.org\/15-minute-delivery-in-the-15-minute-city\/\">Barcelona, Paris, Portland and Buenos Aires<\/a>. It\u2019s everywhere.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/i0.wp.com\/joannenova.com.au\/wp-content\/un-climate-change-logo.gif?ssl=1\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/joannenova.com.au\/wp-content\/un-climate-change-logo.gif?w=723&#038;ssl=1\" alt=\"UN Climate Change logo\" class=\"wp-image-88109\"\/><\/a><\/figure>\n<\/div>\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Oxford City Council is moving faster than the rest<\/h3>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Apparently, not enough people are catching buses or riding bikes. But instead of making that more appealing, the totalitarians will force it through tracking and fines.&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/uk-england-oxfordshire-63794200\">Oxfordshire has just approved on November 29th<\/a>, the \u201ctraffic filters\u201d trial which will&nbsp;<a href=\"https:\/\/www.oxfordmail.co.uk\/news\/23073992.traffic-filters-will-divide-city-six-15-minute-neighbourhoods-agrees-highways-councillor\/\">turn the city into a \u201cfifteen minute city\u201d<\/a>. The Trial will start in Jan 2024.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">It\u2019s a crowded area, Oxfordshire, and no one likes traffic congestion, but in a free world the problem is self-limiting as drivers get fed up with delays and exorbitant parking costs, and they car-pool or choose to catch the bus or ride a bike. But in Big Nanny State the local rulers start making rules about who can and can\u2019t visit and how often, and they want your car registered on their own special list with cameras to track you and fines to punish you. They offer exemptions of course, but then you\u00a0<em>have to apply for them\u00a0<\/em>and get permission.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><a href=\"https:\/\/www.visionnews.online\/post\/oxfordshire-county-council-pass-climate-lockdown-trial-to-begin-in-2024\">Oxfordshire County Council Pass Climate Lockdown \u2018trial\u2019 to Begin in 2024<\/a><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Vision News,<\/em>&nbsp;November 30th<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\" id=\"viewer-ds198\">Oxfordshire County Council yesterday approved plans to lock residents into one of six zones to \u2018save the planet\u2019 from global warming. The latest stage in the \u201915 minute city\u2019 agenda is to place electronic gates on key roads in and out of the city, confining residents to their own neighbourhoods.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Under the new scheme if residents want to leave their zone they will need permission from the Council who gets to decide who is worthy of freedom and who isn\u2019t. Under the new scheme residents will be allowed to leave their zone a maximum of 100 days per year, but in order to even gain this every resident will have to register their car details with the council who will then track their movements via smart cameras round the city.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Every resident will be required to register their car with the County Council who will then monitor how many times they leave their district via number plate recognition cameras.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In the end, these aggressively overmanaged schemes mean more paperwork, more tracking, more jobs for bureaucrats and more free passes for \u201cfriends\u201d of Big Government.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The more rules you have the more corrupt the system gets. For example, some city blocks are included in the favored list with 100 passes, while others get just 25 \u2014 so the property values of the inner circle addresses rise. It says rather a lot about the attitude of one councilor who said it was going ahead\u00a0<em>whether people liked it or not.<\/em><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><a href=\"https:\/\/www.oxfordmail.co.uk\/news\/23073992.traffic-filters-will-divide-city-six-15-minute-neighbourhoods-agrees-highways-councillor\/\">Traffic filters will divide city into six \u201c15 minute\u201d neighbourhoods, agrees highways councillor<\/a><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Oxford Mail<\/em>, October 24<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">ROAD blocks stopping most motorists from driving through&nbsp;<a href=\"https:\/\/www.oxfordmail.co.uk\/news\/yourtown\/oxford\/\">Oxford<\/a>&nbsp;city centre will divide the city into six \u201c15 minute\u201d neighbourhoods, a county council travel chief has said.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">And he insisted the controversial plan would go ahead<strong>&nbsp;whether people liked it or not.<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Businesses in Oxford are not impressed:<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Hotelier Jeremy Mogford, who&nbsp;owns the Old Bank Hotel in High Street and the Old Parsonage Hotel and Gees, both in&nbsp;<a href=\"https:\/\/www.oxfordmail.co.uk\/news\/yourtown\/banbury\/\">Banbury<\/a>&nbsp;Road, described the plan as disastrous for business.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">He previously told the Oxford Mail: \u201cWhat we have is people making decisions that don\u2019t live in the city centre or spend much time in the city.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u201cThe council has adopted the position that climate change is real\u201d<\/h3>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Skeptic and long range weather forecaster&nbsp;<a href=\"https:\/\/www.oxfordmail.co.uk\/news\/23158175.piers-corbyn-tells-councillors-climate-change-doesnt-exist\/?ref=twtrec\">Piers Corbyn spoke to the council to warn them:<\/a><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">[Piers Corbyn said] \u201cThe point is that the basis of these documents are false \u2013 man-made climate change does not exist and if you don\u2019t believe me, look at the sky. You should have a special meeting to discuss whether man-made climate change exists or not.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Responding to Mr Corbyn\u2019s claims, councillor Andrew, the council\u2019s cabinet member for highways management, said: \u201cMr Corbyn said climate change is not real \u2013 this council has formally adopted a position that climate change is real.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cMr Corbyn you are wrong, we are right.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Well that\u2019s it then. Councils control the weather. If this had nothing to do with climate change they could have said \u201cwe\u2019ll see\u201d and dismissed him anyway. But they have to believe\u2026<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/www.dailymail.co.uk\/news\/article-11470099\/Florence-Pughs-father-goes-war-Lower-Traffic-neighbourhood.html\">Oxfordshire council has already infuriated local businesses<\/a>&nbsp;earlier this year with road closures and traffic calming measures which have reduced the customer base significantly.&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/uk-england-oxfordshire-63745657\">Drivers destroyed 20 bollards<\/a>&nbsp;in less than three weeks, and one frustrated cafe owner put up a giant billboard in protest saying \u201cSo much for democracy\u201d. Even&nbsp;<a href=\"https:\/\/www.oxfordmail.co.uk\/news\/23145952.oxford-cyclist-says-commute-become-more-dangerous\/\">cyclists don\u2019t like the traffic slowing measures<\/a>, saying their road trips are more dangerous.&nbsp; There is at least one Oxford protest group that seems to have some&nbsp;<a href=\"https:\/\/reconnectingoxford.weebly.com\/east-oxford-ltn.html\">success in stopping the road closures.<\/a><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">So who does want the traffic filters?&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/uk-england-oxfordshire-63794200\">Oxford University and the bus companies, and the council which expects to make \u00a31.1m from fining errant drivers<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">From the&nbsp;<a href=\"https:\/\/letstalk.oxfordshire.gov.uk\/traffic-filters-2022\"><strong>Oxford City Council Consultation page<\/strong><\/a>&nbsp;we see the plan is to reduce journeys that you think are necessary but the councilors don\u2019t.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Why are we introducing trial traffic filters?<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Across our county, we want to reduce&nbsp;<strong>unnecessary journeys<\/strong>&nbsp;by private vehicles and make walking, cycling, public and shared transport the natural first choice.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">This will help us deliver an affordable,&nbsp;<strong>sustainable<\/strong>&nbsp;and inclusive transport system that enables the county to thrive whilst&nbsp;<strong>protecting the environment<\/strong>&nbsp;and making Oxfordshire a better place to live for all residents.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">And it is about \u201cprotecting the environment\u201d by tracking you and resisting your movement.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/www.dailymail.co.uk\/news\/article-11352725\/Controversial-plans-stop-cars-travelling-neighbourhoods-Canterbury-press-ahead.html\">Canterbury is planning something spookily similar \u2013<\/a>\u2013 dividing up the city into five different districts with drivers unable to cross between zones without being fined.
